'Happy Citizens Healthy Busan' opens a nea era of international city
Taking the initiative in regional and national economic development through vision projects

As a peninsular, Korea's economy has been developed by seaborne trade. In that sense, Busan was the first city which opened its port to foreign trade. The city is Korea's top international trade port with Gimhae International Airport nearby and is recognized for being a cultural, economic and industrial city. Under his slogan of 'Prosperity in People, Technology and Culture', the Mayor Seo is working really hard on fostering talented people, innovating technology, and promoting culture. He wants to create more jobs, make a safe and ocean capital city, and provide equal development, good quality of life and welfare system. Power Korea has met Seo and heard about his vision.

1. What is your goal and ambition?
The city has decided Job Creation, Safety Busan and Urban Restoration as the three core policies in order to improve citizen's quality of life. We are planning to invite Olympics, Registered Expo and the western part of the city development projects. I think the city has to be reborn where citizens' imagination becomes our vision and strategy. We will work together with our citizens, communicate with them and make the city the citizens want to build. It is our goal to create safety, good jobs, economic vitality, good welfare system and a variety of culture. 

2. What was the most innovative administration you've done that has actually improved citizens' life?
The center of our administration is our citizens. I started my term with the citizens, visited their work places, and held talk shows of 'With You Everyday' and 'Communication 3.0 Day'. As a result, we ranked No.1 and won The President's Prize at 'Administrative System Improvement of Civil Complaints' by beating 302 organizations last December. We changed our administrative policy to communication and innovation through a policy management analysis last year and from this year, we will focus all our capacity on citizen's happiness. We launched 'One Stop Total Civil Complaint Service' from last January to provide rapid and convenient service without making them visit each department. Also, we opened 'Start-up Support Center (in Pukyung University Yongdang Campus)' by gathering scattered Youth Start-up Centers in local universities in order to provide a field-centered one stop service.

3. What are the core tasks of the year?
Based on reshuffle and personnel innovation that has been ongoing, we will focus this year on Job Creation, Safety Busan and Urban Restoration to fulfill 'Happy Citizens Happy Busan. For Job Creation, we will launch TNT2030 Project by fostering manpower and technical innovation to invite major companies from home and abroad and will establish Busan Institute of Science and Technology Evaluation and Planning. For Safety Busan, we will unify disaster prevention offices to build advanced level system such as 'smart big board', destroy Gori NPP Unit 1, and invite Unclear Power Dismantling Technology Total Research Center. For Urban Restoration, we will launch 'Detached Housing Service Upgrade Project(village management office)' for 60,000 houses.

4. Relating to Job Creation, what is your achievement and future plan?
We are changing our organizational system to be centered on job creation to build a foundation to create 20,000 good jobs. Our 'Total Job Matching Project' won The Presidential Prize of 2014 National Work Place Competition and The Best Grade of Regional Industrial Promotion Planning Audit with which we secured $28m business support fund from the government. We also launched 'Good Company Bidding Committee' in last August, reinvited 6 Korean shoes companies from abroad, invited investments from global companies including Burckhardt Compressio and Denda Industry, opened SW Convergence Cluster, started to build Knowledge Industry Center, established Busan Creative Economy Innovation Center and created R&D Industry Base for future food industry. If last year was in the preparing stage of building strong and sustainable economy, this year will implement its result with various policies. With the launching of Busan Job Creation Committee last month, we rapidly reflect various ideas and demands of the industry to the policy, implement the core policy of building Busan R&D industry 'TNT2030 Plan' to foster manpower and innovate technology, find and promote 300 world class small but strong companies through R&D investment, and boost up higher value industry such as finance, tourism and MICE industry. In addition, we will invite global companies home and abroad, encourage public corporations to recruit more than 30% of regional manpower to prevent the loss of city's youth labor force and to increase jobs for women and elderly people. We will build business space and funding support system to invite young talents who have innovative start-up items to create global companies like Apple and Google in Busan. Job problem actually is the most important issue of the society. And for this, we will cooperate with all the necessary organizations.

5. What is your plan to promote your cultural assets?
The cultural power of a city is competitiveness and it decides its image. Broadway in New York and Montmartre in Paris are good examples. We also have various cultural resources and they are constantly being recreated. Recent successful cases including Gamcheon Culture Village, Mountainside Road Renaissance and Bupyeong-dong Night Market where regional cultural assets are combined with urban restoration and community. Also, our 7 marine bridges, ports and coast tour alongside its fantastic night view deliver the ultimate charm of the city. We will reserve and promote our cultural assents globally and build tourism infrastructure such as Busan Western Tourist Complex.
