인천지역사회 발전에 기여하면서 
재난 없는 안전국가를 위해 재난경감 실현에 앞장서다

최근 인천은 대한민국의 경제수도를 자처하며 많은 발전을 이루고 있다. 경제특구는 물론이고 인천공항 및 인천항의 높은 위상과 더불어 국제도시의 면모를 갖추어가고 있다. 송도에 위치한 인천대학교에서 재직 중인 전찬기교수는 이러한 인천발전에 도움이 되고자 많은 시간을 할애하고 있다. 또한 전교수는 (사)한국재난정보학회 회장을 하면서 세계적으로 급증하고 있는 대형 재해로부터 우리의 삶과 터전을 지키기 위한 학술활동과 연구에 매진하고 있다. 특히 세월호 사고 이후 국민적 관심사가 쏠리고 있는 재난과 안전에 대한 국민의식 개선과 재난경감에 학회의 큰 목표를 두고 있다. 송도에 있는 전찬기교수 연구실을 찾아가 보았다.

지역사회와 같이 걸어온 20년 
전찬기교수가 인천에 온 것은 1994년이다. 성균관대학교 대학원을 졸업한 전교수는 부천대학교에서 당시 시립이던 인천전문대학으로 부임하면서 곧바로 인천지역에 몰입되었다. 인천경실련 집행위원과 시민의 신문 편집위원장 등의 시민활동과 동시에 토목공학인 전공을 살려 인천지하철건설의 설계와 시공에 많은 기술자문을 하였다. 또한 인천공무원교육원에서 10여년 강의를 하면서 기술직 공무원의 역량강화에 도움을 주었고, 인천시 본청과 구청에서 도시계획위원 등 각종 자문과 평가를 통해 인천 발전에 기여하였다.   
최근에도 전교수는 인천시와 경제청 등에서 자문활동을 하고 있고, (사)인천아카데미 원장, (사)자유경제실천연합 공동대표를 하면서, 사랑나눔봉사단과 송도포럼, 글로벌녹색경영연구원 등의 단체에서 고문을 맡으며 지역사회와 호흡하고 있다. 
특히 학교에서도 인천대학교 통합과 국립화 및 증축사업 등을 거치며 대학발전에 기여를 해왔고, 교수의 직분인 교육과 연구에 매진하면서도 국책 과제에 참여해서 많은 성과를 이루고 있다. 또한 금년으로 대학에 몸담은 지 35년째인 전교수가 배출한 제자는 거의 5천명에 이르며, 국내외에서 큰 활동을 하고 있는 제자들을 전교수는 인생의 가장 큰 보람으로 생각한다고 한다. 이러한 노력으로 전교수는 마퀴즈 후즈후(Marquis Who’s Who) 세계인명사전 2015년판에 등재되기도 하였다.  

재해불안 없는 안전한 사회를 위한 노력
전교수가 재난에 관심을 가지기 시작한 것은 성수대교 붕괴가 일어난 뒤부터다. 사회적으로 큰 충격을 받은 사고로 인해 각종 구조물과 시설의 안전이 중요시 되면서 전교수도 구조물의 계측과 진단 연구를 하게 되었다. 인천시와 수도권의 위험시설물 점검도 20년째 하고 있으며, 2013년부터는 국내 재난전문 학회인 (사)한국재난정보학회 회장을 맡고 있다. 1997년 창립된 이 학회는 국가적 재난 및 재해에 대한 자료와 정보 및 연구결과를 공유하여 그 피해를 예방하고 적절한 대책을 수립하는 등의 노력을 기울여 왔다. 특히 전찬기 회장은 “최근 급증하는 대형재해에 대응하기 위해 정부에서도 국민안전처를 중심으로 안전우선 정책을 펴오고 있습니다. 하지만 여전히 재난의 위험성은 존재하며, 이로 인한 국민적 피해와 불안감이 늘어나고 있습니다.”라고 설명했다. 또한 지역사회의 안전을 위해서도 전 회장은 인천시의회 안전관리 특별위원회 위원으로 활동하고 토론회 발표 및 아파트 주민 특강 등을 하면서 “인천에서 가장 위험한 일들은 고층건물과 다중이용시설의 화재이고, 대규모 정전이나 장기간 단수에 대한 대비도 중요하다”고 말한다. 
지난해 무려 5차례의 학술대회와 학술발표를 수행한 전찬기 회장은 재난 예방과 피해 경감을 위해서는 무엇보다 방재에 대한 체계적이고 전문적인 대책 수립이 중요하다고 강조했다. 이에 올해에도 5월 8~9일 양일간 국내 처음으로 10개국 이상에서 대규모 재난 전문가가 참가하는 ‘재난경감 국제 컨퍼런스’를 개최할 예정이다. 국제적 재난정보 교류와 방재산업 활성화 방안 구축의 장이 될 이번 컨퍼런스는 향후 지속적으로 개최되어 우리나라가 재난경감의 국제 허브가 될 것으로 전망되고 있다. 우리나라 재난관리 역량의 강화를 위해 다양한 활동을 펼치고 있는 (사)한국재난정보학회 전찬기 회장의 앞으로의 행보가 기대된다.

Leader in realizing reduction of disasters for a safe country 
who is trying to develop Inchon community

Of late, Inchon is making lots of development professing to be an economic capital of Korea. The city is shaping into an international city with a high status of Inchon Airport and Inchon Harbor as well as the special economic zone. Prof. Jeon Chan-gi of Inchon University located at Songdo is putting in much time to help develop Inchon city. He is also devoted to academic activity and research to defend our life and actual site from large-scale disasters rapidly increasing globally as president of the Korean Society of Disaster Information. His learned society is particularly aiming at improving the people’s awareness of disasters and safety and reduction of disasters, which is catching the people’s attention since the mishap of Sewol Ferry. We visited the office of Prof. Jeon Chan-gi located at Songdo. 

20 years’ path with the local community 
It was in 1994 that Prof. Jeon Chan-gi was sent to Inchon. Prof. Jeon, who had graduated from the graduate school of Sungkyunkwan Univ., was immersed in the region of Inchon as he proceed to his post at Inchon College which was a municipal school then. While performing civic activities as executive committee member of Inchon Citizens Coalition for Economic Justice and chief contributing editor for the Citizens’ Newspaper, he gave lots of technical advice to design and construction of building Inchon subway with his specialty in civil engineering. He has also given lectures for over ten years at Inchon Officials Education Institute to enhance the capability of public officials in technical post and contributed to development of Inchon through every advice and evaluation serving as urban planning committeeman for Inchon city’s main office and ward offices. 

Lately, too, Prof. Jeon is acting as advisor to Inchon city, Economics Agency, etc. As president of Inchon Academy and co-president of Coalition for Free Economy Practice, he is also advisor to Love-sharing Corps, Songdo Forum, Global Green Management Institute, etc. in this community of Inchon. 

He also made endeavors to develop the university at school through the projects of integration into Inchon National University and its campus extension and is making many successful results participating in national policy projects while being devoted to education and research as a professor. It is 35 years since he became a teacher at college and his pupils now come to 5,000 who are very active domestically and internationally, which he really feels to be his biggest reward in life. With those efforts on his own initiative, Prof. Jeon got his name listed on Marquis Who’s Who, 2015 edition.

Efforts for a safe society without anxiety about disaster 
It was when the Seongsu Bridge collapsed that Prof. Jeon started to pay attention to disasters. With importance attached to every structure and facilities by this accident shocking the whole nation, Prof. Jeon started working on measurements and diagnosis of structures. He has been checking on the danger facilities of Inchon and the Metropolitan area for 20 years, and since 2013 he has been in charge of the Korean Society of Disaster Information, a domestic professional society for disasters. This society founded in 1997 has directed its energies toward sharing data, information and results of study on national disasters and calamities, preventing damage and establishing proper countermeasures. President Jeon Chan-gi explained, “To respond to recently soaring large-scale disasters, the government has been implementing safety-first policies centering on the Ministry of Public Safety and Security. However, danger of disaster still remains increasing the people’s damage and feeling of anxiety.” While serving as a member of the special committee for safety management of Inchon city council and giving presentations for forums and special lectures to apartment residents, he says, “The most dangerous thing in Inchon is the fire on high-rise buildings and facilities for public use and it is also important to prepare against a large-scale blackout or long-period failure of water supply.” 

Performing five times of scholastic contest and presentation last year, president Jeon Chan-gi emphasized the priority of setting up systematic and professional countermeasures against possible disasters on purpose to prevent disasters and reduce damage. This year, he is planning to hold a large-scale ‘International conference for reducing disasters’ in participation of specialists in disaster from over ten countries on the 8th and 9th of May for the first time in the nation. This conference to be the scene of exchanging international disaster information and activity plan for disaster-preventing industry is going to continue every year to put our country on the international hub of disaster reduction. We have to expect the movements of president Jeon Chan-gi of the Korean Society of Disaster Information, which is engaging in diverse activities to enhance our country’s capability to manage disasters.
