부동산 전문가의 손길로 도시개발 현안 해결 위해 뛴다
'행정사무감사 우수위원', 밥퍼나눔운동, 라이스버킷챌린지 등 행보

국내 지방자치의 산실이라 할 수 있는 서울시의회는 106명의 의원과 함께 서울시 전반의 사안 해결에 앞장서고 있다. 12개 상임위원회와 6개 특별위원회에서 천만 시민의 메가 시티(Mega City) 서울의 경제, 문화, 복지 등 다양한 문제에서 시민의 행복을 위해 열심히 뛰고 있다. 우미경 시의원이 활동하고 있는 도시계획관리위원회는 서울시의 도시계획과 주택정책을 결정하며 시민의 삶의 질을 향상시키기 위한 서울시 도시개발의 전반을 관장하고 있다. 우미경 의원은 최근 신설된 서울시의회 부대변인으로 선출되었으며, '싱크홀 발생 원인조사 및 안전대책 특별위원회'를 비롯한 서울시의 도시개발 분야에 힘을 쏟고 있는 전문화된 일꾼이다.

도시개발 분야 특화된 활동으로 '2014 서울시 행정사무감사 우수의원' 수상
'라이스버킷챌린지', '밥퍼나눔운동' 등 봉사의 손길 이어가
서울시의회 우미경 의원은 "적어도 1년 정도 인터뷰를 하지 않으려고 했다"는 것으로 말문을 열었다. 지역구 없이 비례대표 초선으로 당선되어 8개월 남짓 일하면서 눈코 뜰 새 없이 바빴지만 직접 나서기보다는 성과와 결과로 이야기하는 것이 맞을 것 같다는 생각이었다. 서울시의회 상임위원회인 도시계획관리위원회의 일원으로 참여하고 있는 우 의원은 지난 2월 13일 '2014 서울시 행정사무감사 우수의원 시상식'에서 우수의원상을 수상하기도 했다.

고도화․전문화 되어가는 현대 지방행정에서 집행기관에 대한 견제 및 감독기능의 중요성이 더욱 증대되는 가운데, 우 의원은 2014년도 행정사무감사에서 노들섬 활용 활성화 방안, 미래 창조산업 기반을 위한 마곡산업단지 조성 등에 대한 의견을 제안하며 합리적이고 지속가능한 도시계획관리정책 추진을 위해 노력하였고, 공공임대주택에 거주하는 주거빈곤계층에 대한 포괄적 지원 대책 수립의 문제점을 지적하는 등의 활동을 인정받은 것이다. 부동산학 박사로써 의원으로 당선되기 전부터 부동산 관련 학회․협회 및 실무경험에서 활동했던 경력의 전문성으로 이뤄낸 성과라 할 수 있다. 우 의원은 "제게 상을 주신 것에 감사하며 앞으로 더 잘 하라는 뜻으로 알겠다. 여성의 섬세함과 꼼꼼함을 바탕으로 앞으로 해야 할 일이 많다는 것을 새삼 느낀다"는 소감으로 자신의 다짐을 전달했다.

우 의원은 최근 서울시의회 의원들과 함께 쪽방촌에 거주하는 주민들을 돕는 취지로 기획된 라이스버킷챌린지에도 참여했다. 라이스버킷챌린지는 루게릭병 환자를 돕기 위한 '아이스버킷챌린지'를 본딴 캠페인으로, 쌀 30kg 이상을 들거나 30kg 이상을 쪽방촌에 기부하는 것이다. 우 의원은 특히 도시 계획과 관련된 업무를 담당하고 있기 때문에 이 캠페인에 참여하면서도 느끼는 바가 많았다고 한다. 작년 12월에 청량리 다일공동체에서 있었던 식사 나눔 봉사 '밥퍼나눔'에도 박래학 의장과 함께 서울시의회 대표로 참여한 우 의원은 "현장도 직접 나가고 일을 하다 보니 사회가 정말 양극화되고 있는 것이 느껴지는데, 우리가 할 수 있는 일이 그런 분들에 대한 나눔과 지속적인 관심이 아닐까 생각한다"고 이야기했다.

"도시계획은 되돌릴 수 없기 때문에 전문적인 지식 필요"
도시 재생과 8만호 임대주택이 주요 현안
우 의원이 활동하고 있는 서울시의회 도시계획관리위원회는 서울 도시계획과 주택정책을 결정하며 시민의 삶의 질, 그리고 미래 서울 발전의 청사진을 만들어가는 데 중추 역할을 맡고 있으며 도시계획국, 도시재생본부, SH공사 등 서울시 도시개발의 전반을 관장하고 있다. 그만큼 각 구의 지방자치와 밀접한 연관을 맺고 있는 곳이 바로 도시계획관리위원회다. 우 의원은 "도시정비계획이란 최소한 몇 십 년씩 그 영향이 이어지는데, 잘못된 도시정비계획은 그 리스크를 서울 시민이 고스란히 끌고 가는 문제가 되기 때문에 그만큼 전문적인 지식이 필요하다"며 도시계획의 중요성을 다시 한 번 역설했다.

현재 서울시의 도시계획과 관련된 중요 현안은 도시 재생사업과 8만 호 임대주택이다. 서울시는 저출산 고령화 저성장등의 사회패러다임과 부동산패러다임 변화로 인해 답보하고 있는 뉴타운 사업 등으로 인해 물리적 재생을 넘어 경제·사회·문화 등 종합적 재생을 위한 공공 차원의 정책의 필요성이 꾸준히 제기돼 왔다. 이에 따라 서울시는 「서울형 도시재생 시범사업 공모」를 통해 최종 5곳을 선정․발표하였고 우의원은 서울시의원중 유일하게 심사위원으로 참여, 심사하였다. 우 의원은 “도시재생사업으로 '근린재생형' 도시재생으로 낙후․쇠퇴한  지역의 활성화-지역경제 부활을 동시 실현하고자 하지만, 처음부터 계획도시로 몇 백 년에 걸쳐 만들어진 전 세계 핵심도시들과 달리, 압축성장과 함께 50여년에 걸쳐 급속하게 형성된 도시와 산과 구릉지가 많고 재난재해 시스템에 대한 방어 시스템이 미비한 지리적 여건과 아직도 첨예한 이해관계로 지역 간 갈등이 남아 있는 상황에서, 성공적 도시재생사업을 위해 도시계획관리위원으로써 어깨가 무겁다”고 하였다.

또한 현재까지의 임대주택 사업이 도시 외곽에 일률적으로 도시계획을 거쳐 입주자들을 내보내는 방법으로 차상위계층의 정주성을 배려하지 못하는 형태로 진행됐는데, 이는 서울시가 ‘마을 만들기 사업’ 등을 하는 가치와도 모순된다는 것이다. 한편 “SH공사도 부채 달성 목적을 위해 가용 토지를 많이 매각하기도 했는데, 임대주택을 지을 토지를 매각한 상태에서 임대주택을 지어야 한다는 것이 모순이 아닐 수 없다고 하며, 또한 단순히 8만호라는 숫자가 중요한 것이 아니라 사회적 여건에 맞는 안정적이고 지속가능한 임대주택일 때 그 숫자가 의미가 있는 것이라 할 수 있다. 차상위계층의 주거뿐만이 아니라, 전세에서 월세로 변화하고 있는 일반 임대차시장의 패러다임의 변화 속에서, 8만호 임대주택건립이 단순히 숫자 맞추기에 급급한 시장공약사업이 아니라 변화하는 서울시 임대주택시장의 새로운 대안들이 되어 서민주거안정에 기여해야 한다”고 했다.

'싱크홀 특별위원회' 활동하며 현안 해결 위해 노력할 것
우 의원은 서울시의회에서 '서울특별시 사회주택 활성화 지원 등에 대한 조례안', '서울특별시 도로 점용허가 및 점용료 등 징수조례 일부개정조례안' 등을 발의하였으며, 최근 서울 시내 곳곳에서 발생하고 있는 싱크홀 사태 대책을 마련하기 위해 작년 8월부터 조직된 '싱크홀 발생 원인조사 및 안전대책 특별위원회' 활동을 이어가고 있다.

부동산 관련 전문가로서 도시계획관리위원회 활동을 이어가고 있는 우 의원은 "지난 8개월이 쉽지만은 않았다"고 소회를 전했다. "서울시 25개구의 도시계획관리 문제가 비슷한 듯 하면서도 다 다르고, 싱크홀 문제는 또 다르다. 전문가로 여겨주시는 것은 감사하지만 사실 기초가 잡혀 있을 뿐 각 사안에 따라 공부를 다시 해야 하기 때문에 열심히 노력하고 있다"며 "시민 여러분들께서도 의원들이 역량을 발휘할 수 있도록 믿음을 주시기 바란다"고 앞으로의 다짐을 이야기했다. 서울시의 미래 발전을 위해 누구보다 앞장서 발로 뛰고 있는 우미경 의원이 이루어낼 일들이 기대된다.

Woo opened interview by saying "I didn't want to have another interview for a year because I wanted to show my achievement in action and result and it's been only 8 months since I started my term." She is a member of City Planning Commission of Seoul City Council and has been working really hard and received 'Excellent Member of '2014 Seoul Administrative Affairs Audit'. There was an increasing importance about supervisory function on implementing agencies in local administration and Woo suggested 'Nadulmok Revitalization Plan and Magok Industrial Complex at 2014 Administrative Affairs Audit for rational and effective city development plan. She also pointed out the problems on supporting measures for needy people in housing. This was possible as she obtained a PhD in real estate and has experience of working in related academic society and associations. Woo said "I'm grateful to receive the award. I feel there are many things yet to be done and I will do my best with my feminine delicacy and meticulousness." She recently participated, with other council members, in Rice Bucket Challenge to help those who live in cheap areas and they donated 30kg rice bags. She also participated Bobfor Share Movement in Cheongnyangni in last December with the chairman of council Leyhark Park and said "it is meaningful to share what we have with others as our society is getting more polarized and we need to show our continuing interests." 
"Special knowledge is needed for city development as it cannot be undone"
Pending problem of urban restoration and 80,000 rental houses
City Planning Commission, which Woo is working as a member, decides city plan and housing policy in order to improve quality of life. It currently manages City Plan Bureau, Urban Restoration Headquarters and SH Corporation. It is also closely related to local governments. Woo says "city planning is very important as it cannot be undone and its effect on the citizens normally lasts for several decades once it's done. Therefore, special knowledge is a must." Urban restoration and 80,000 rental houses are pending problem of Seoul. The city's New Town Project is at a standstill due to the change of low birth rate, aging society and low growth social and real estate paradigm and the need to revive public level total economic, social and cultural policies over just physical restoration have been suggested. For this, the city has chosen 5 places through 'Seoul Type Urban Restoration Pilot Project Contest' and Woo participated as the sole judge among council members. Woo says "I want to revitalize economy in run-down areas by 'Regeneration of Old Urban Neighborhood Method' but unlike well planned cities in the world which were built through hundreds of years, Seoul was developed by compressed growth in 50 years and it has many mountains and weak disaster prevention system. The discordant views between the interested parties and districts are another problem which makes it difficult to carry out the projects." Rental Housing Project also was processed by sending residents out to suburban of the city which is against city's administrative policy of 'Making Village'. Woo continuous "it is yet another problem that SH Corporation sold a quantity of land to pay their liabilities but this means that rental houses have to be built in the land already sold. The number of 80.000 houses is not important but those houses being socially stable and sustainable is. As Korea's real estate market is turning to rental from lease, building 80,000 rental houses should not bed used for a politician's pledge business but should be a right alternative for residential stabilization."

Sinkhole Special Committee to solve pending issue
Woo has proposed 'Regulations on Social Housing Activation Support' and 'Improved Regulations on Road Occupation Fee'. She is also being active as a member of Sinkhole Special Committee to tackle recent sinkhole phenomena in Seoul. Woo said "last 8 months were not an easy time. All 25 districts of Seoul have different problems of urban management plan and sinkhole is a wholly different matter. But I am doing my best to solve these problems and we need a support and cooperation from the citizens."
