3개 국가산업단지 유치, 청년층 일자리 확대 정책「경남형 기업트랙」등 눈부신 성과
경상남도는 한반도의 동남단에 위치하며 총면적 10,537.32㎢로 남한 총면적의 10.51%를 차지한다. 이는 광역시·도 중 경상북도, 강원도, 전라남도에 이어 네 번째이며 2차 산업, 그 중에서도 중화학공업의 비중이 높은 곳이다. 민선6기 경상남도의 도정을 책임지게 된 홍준표 도지사는 '당당한 경남시대'라는 슬로건 아래 경남 미래 50년을 준비하기 위해 재정 건전화와 미래 성장 동력 확충을 축으로, 청년일자리 창출과 지역균형발전에 도의 역량을 집중하고 있다. 경상남도는 사천․진주, 밀양, 거제 세 곳의 국가산업단지를 보유하게 되었으며, 청년 일자리 확대 정책으로「경남형 기업트랙」을 발굴 추진하는 등의 성과를 냈다. ‘2014 지방자치단체 정부 3.0 추진 실적 평가’에서 전국 1위를 차지한 경상남도의 발전을 위해 미래를 준비하는 홍준표 도지사를 국내 대표 국․영문 잡지 월간 파워코리아가 만나보았다.
1. 지사님의 대표공약인 ‘경남미래 50년’사업에 대해 구체적으로 설명해주신다면?
경남의 새로운 성장 동력을 확보하고, 18개 시군이 골고루 잘사는 균형발전을 이루고자 6대(5+1) 핵심전략사업을 포함한 경제 분야 40개 사업과 도민의 삶의 질 향상을 목표로 하는 사회분야 27개 사업을 선정하여 경남미래 50년 사업을 전략적으로 추진하고 있다.
먼저, 지난 해 3월 사천‧진주 항공/밀양 나노/거제 해양플랜트 3개 산단이 국가지원 특화산단으로 선정된 것에 이어, 지난 연말 세 곳 모두 개발 추진이 확정되었다. 창원 산단도 지난해 3월 혁신산단으로 선정, 지난해 말 산학융합지구로 선정되어 구조고도화 사업이 진행되고 있다.
또한, 5+1 핵심전략사업의 나머지 하나인 글로벌 테마파크 조성과 관련, 미국 20세기 FOX사, 호주 빌리지 로드쇼와 MOU를 체결하였으며, 지난해 8월, 정부의 카지노 사업자 추가 선정방침 발표로 사업 추진이 한층 탄력을 받을 것으로 전망된다.

경남미래 50년 사회분야 27개 사업은 안전, 문화, 복지, 환경 등 4대 부문으로 구성되어 있으며, 주요사업으로 최신재난경보 시스템 구축(안전), 작은 영화관 설치(문화), 홀로 사는 어르신 공동생활 가정 확대, 청년일자리 창출-기업트랙 개설(복지), 경남 그린누리 조성(환경) 사업 등이 있다.
2. 지난해 12월 17일 확정된 3곳의 국가산업단지의 향후 개발계획은 어떻게 되나요?
진주·사천 항공국가산단은 규모 436만㎡(132만평)으로 올해 상반기 산단 계획 수립 및 타당성조사를 거쳐 하반기 실시설계를 하고 2016년 하반기 분양에 들어갈 계획이다. 1단계로 165만㎡(50만평)을 먼저 개발하게 되며 입주기업은 국내외 33개 이상으로 항공기·항공부품 업종 및 연관업종을 유치할 것이다.
밀양 나노융합국가산단 규모는 342만㎡(104만평)로 1단계 165만㎡(50만평)을 우선 개발하고 나머지는 추가 개발할 것이다. 2020년 완공 계획이며, 기계장비, 디스플레이 등 나노 관련 기업 50개 이상을 입주시킬 계획이다.
거제 해양플랜트국가산단은 먼저 올해 바로 특수목적법인(SPC)을 구성 한 후 산단 조성이 추진된다. 해양플랜트 산단 총 규모는 381만㎡(116만평)로 오는 2020년까지 1조2664억 원의 사업비가 투입된다. 사업비는 100% 민자이며, 입주기업은 해양플랜트산업 및 기자재·부품 등 연관 업종이다.
3. 지난해 무상급식 논란과 관련해 중심에 계셨는데, 경남도와 일선 시군의 무상급식 예산지원 중단으로 신학기 급식차질을 우려하는 목소리가 나오고 있습니다. 어떻게 보십니까?
학기 4월부터 경남도내 무상급식이 중단되어 학부모 부담이 불가피하다는 언론 보도는 사실과 다르며, 2015년도 학교 무상급식은 교육청 자체예산으로 지원한다. 도교육청에서 제출한 2015년도 무상급식비 1,125억 원은 도의회 심의과정에서 원안 가결되어 예년 수준으로 정상 추진 가능하다. 다만, 무상급식 시책은 교육청 업무이므로 교육청 자체재원으로 추진하도록 도의회에서 예산 승인한 것이다. 우리 도에서는 무상급식 예산의 지원을 중단하는 대신 시·군을 통하여 서민자녀 기초학력 향상, 교육여건 및 학생안전 개선사업 등을 직접 지원한다.
4. 최근 청년실업이 심각한 사회문제로 대두되고 있습니다. 경남도에서 추진한 국내·외 청년 일자리 창출을 위한 성과와 향후계획에 대해 소개를 부탁드립니다.
도내 대기업, 중견기업에 대학생 일자리 창출을 위해 노력한 결과 2015년 1월 현재 62개 기업·단체 총 8,789개의 기업과 직·간접적으로 협약을 체결하였다. 특히, 청년 일자리 확대 정책으로「경남형 기업트랙」을 발굴 추진, 2103년 KAI트랙 40명으로 출발한 트랙개설은 2015년 1월 현재, 26개 기업 23개 트랙을 개설, 493명에 달하는 도내 대학생 채용협약 성과를 이루어냈다. 2017년까지 도내 대학 졸업생의 5%에 해당하는 1,000명 이상까지 안정적인 일자리를 확보할 계획이다.
또한 지난해 교육부, 고용노동부가 공동으로 공모한 스위스 도제식 직업학교 시범사업에 매진한 결과, 신청한 9개 시·도 특성화고 중 경남의 창원기계공업고등학교가 전국 1위에 선정되어 5년간 100억 원의 국비를 지원받는 쾌거를 이루었다.
5. 최근 우리나라를 찾는 관광객이 증가하면서 지자체별로 외국관광객 유치를 위해 다양한 아이디어를 내고 있습니다, 도에서는 중국 관광객 유치를 위해 어떤 노력을 하고 있는지요.
지난해 방한 외래 관광객 1,400만 명 중 중국 관광객은 610만 명으로 43.5%의 비중을 차지하고 있고 향후 5년 이내를 중국관광객 유치의 골든타임으로 보고 있다. 우리 경남은 남해안 천혜의 자연경관과 한류를 대표하는 SBS 드라마『별에서 온 그대』촬영지인 통영 장사도 등 사계절 관광이 가능한 곳이다. 중국 관광객 유치를 위해 지난해 9월 실크로드 한중 유학생 기자단을 발족하고 웨이보 등 중국 유명 SNS를 통해 경남관광을 알리고 있다.
급속한 산업화로 나빠진 대기환경 속에서 지친 중국인의 폐를 경남의 맑은 공기로 정화하고 산청의 기바위, 함양 산양삼 등을 체험하는 힐링 폐세척 관광 상품 개발 등 차별화된 마케팅 전략을 추진해 나갈 계획이다.
6. 경남은 전국 농산물 수출의 절반 이상을 차지하는 대표적 수출농업 도입니다. 올해 수출 목표와 구체적인 추진 계획은 무엇입니까?
2015년도 농수산물 수출목표액을 전년 목표대비 38.5%가 증액된 18억불로 정했다. 올해 수출 목표 달성을 위하여 3월 라티노 Northgate 특판 행사, LA 농수산식품 판매장 설치, 중국 상해 수출상담회 개최 등 적극적인 해외 마케팅 전개를 통해 신규 수출시장 개척 및 수출선 다변화를 꾀하고자 한다. 그 외에도 품목별 판로개척 전담부서제 도입 운영으로 전문성 및 책임성을 강화하고, 2018년까지 농식품가공 수출유망업체 200개소 육성, 경남 수출 농산물 전문 홈페이지 구축 등을 계획하고 있다.
7. ‘2014 LA한인축제 농수산엑스포’ 행사시 많은 성과를 거둔 것으로 알고 있습니다. 그 내용과 향후 계획에 관해 알고 싶습니다.
“LA한인축제 농수산엑스포”는 1974년 제1회 대회를 시작으로 2014년 41회를 맞이하였으며, 한인 동포와 타 인종들의 교류로 공동체 의식 고취를 목적으로 한 국제행사다. 우리 도에서는 2014년에 거창 하늘바이오(김부각 3,000만 달러), 함양 퓨어 플러스(알로에 음료 3,500만 달러), 통영 대원식품(냉동굴 2,000만 달러)등 도내 우수농수산물 48개 업체와 함께 직접 참가하여 2억 25백만 달러의 수출계약 성과를 거두었다.
2015년 행사(10.1 ~ 4)에는 오렌지카운티 지역 아리랑축제와의 연계를 통해 60여개의 수출업체가 참여하여 농수산물 수출 3억불 달성을 추진하며, LA에 농수산식품 판매장을 설치하여 라티노, 주류시장 및 동부권 시장을 공략해 나갈 것이다. 이를 위해 농·식품 수출 가공업체를 2018년까지 200곳 육성하고, 우수바이어 초청 상담회 등을 통해 지속적으로 수출시장을 넓혀나가겠다.
8. 지난해 ‘2014 지방자치단체 정부 3.0 추진 실적 평가’에서 전국 1위를 차지했습니다. 도에서 추진한 주요 사업내용은 어떤 것이 있습니까?
박근혜 정부의 국정운영 패러다임인 정부3.0 추진성과를 평가하는 것으로 주요 평가분야는 투명한 정부, 수요자 맞춤형 서비스 정부 등이며 우리 도는 17개 시‧도 중 전국 최우수로 선정되었다.
특히, 경남도는 혁신사례 전반에 정부3.0의 가치를 구현하여 대표적 혁신사례인 1)공공임대아파트 분양전환 가격 개선, 2) 기업맞춤형 트랙 설치를 통한 청년 일자리 제공, 3) 거가대교 운영 재구조화 등을 통한 재정건전화 추진, 4) 정보공개제도 운영, 5) 빅데이터 분석을 통한 축제 활성화 시책 등이 우수한 평가를 받았다.
앞으로 우리 도는 개방‧공유‧소통‧협력의 정부3.0 가치에 부합하는 다양한 정책 개발에 박차를 가해 도민이 체감할 수 있는 ‘여민동락’의 도정을 구현할 것이다.

Making 50 years of resident's happiness through 'The Age of Dignified Gyeongnam'
Inviting 3 National Industrial Complexes and introducing 'Gyeongnam Style Enterprise Track' to promote youth employment
The province is located in the southeast of Korea with the gross area of 10,537.32㎢ taking 10.51% of total areas of the nation. It is the fourth biggest province after North Gyeongsang Province, Gangwon Province and South Jeolla Province. The second industry, especially the heavy chemical industry, is of great importance in the region. The 6th Governor, Hong, is gathering the capabilities to create youth jobs and to develop the region in balance based on expanding future driving force and budget transparency under the slogan of 'The Age of Dignified Gyeongnam' for the next 50 years. The province has 3 National Industrial Complexes of Sacheon/Jinju, Miryang and Geoje, and launched 'Gyeongnam Style Enterprise Track' as part of youth job creation policy. The province also won the grand prize at '2014 Central Government 3.0 Implementation Performance Assessment of Local Government'. Korea's top bilingual magazine Power Korea has met Hong.
1. What is 'Gyeongnam Future 50 Year Project' which is one of your election pledges?
It is to secure a new driving force of the province. It contains 40 economic projects including '6(5+1) Core Strategic Projects' to develop the region in balance, and 27 Social Projects to improve the quality of residents's life. The three Industrial Complexes (Sacheon/Jinju for aviation, Miryang for nano, Geoje for offshore plant) were chosen as nationally-supported special complexes in March last year and the development plan has been set up. Also, Changwon Industrial Complex was chosen as an innovative and industry-academic complex, and the improvement project is being carried out. Regarding the global theme park, we signed MOUs with 20th Century FOX(US) and Village Roadshow(Australia) and the government announced a selection criteria of casino licensees which will booth it up.

The 27 social projects are divided into safety, culture, welfare and environment and the main projects include building disaster alarming system (safety), building small cinemas (culture), expanding community household and enterprise tracks (welfare), and creating Gyeongnam Green Nuri (environment).
2. What are the development plan of the 3 Industrial Complexes?
The complex in Sacheon and Jinju is 436,000㎡. We will carry out research in the first half of the year and design it in the latter half and parcel out in late 2016. 165,000㎡ will be developed first and we will invite more than 33 domestic companies related to aviation.
Miryang's Nano Fusion Complex 342,000㎡ and we will develop 165,000㎡ first. It will be done by 2020 and we will invite more than 50 companies related to Nano technology.
Geoje Offshore Plant Complex will be built after forming SPC (Special Purpose Corporate). The size is 381,000㎡ and $1.2b will be privately invested. The invited companies will be related to Offshore Plant or tools and materials.
3. There is a concern about suspension of support for free school meals. What is your view?
The media actually was wrong to spread the information. The free meals will be provided from the budget of Education Office. The $110m free meal budget has been passed the process of consideration at the provincial assembly already. However, the budget comes from Education Office not the Province. The Province, instead, will support learning ability of the students from low-income families, and will improve over all educational environments.
4. Youth unemployment is a serious problem. What solutions do you have?
We currently have signed MOUs with 8,789 companies in the province. We launched 'Gyeongnam Style Enterprise Track'. It started with 40 persons of KAI Track in 2013, and now we have opened 23 tracks of 26 enterprises which made contracts with 493 university students. We are planning to secure more than 1,000 jobs (5% of university graduates in the Province) by 2017.
We also focused on the pilot project of Swiss style apprentice school hosted by the Ministry of Education and the Ministry of Employment and Labor last year and we achieved receiving $10m support for 5 years from the government thanks to Changwon Technical High School's winning the grand prize at the national competition.
5. Korea is enjoying a great benefit from the increasing number of foreign tourists. What activities do you do to attract Chinese tourists to the Province?
The number of Chinese tourists visiting Korea last year was 6.10 million which takes 43.5% of 11.4 million total foreign tourists and it is predicted that the next 5 years will be the golden time for attracting Chinese tourists. The Province has fantastic landscape and one of the populist Korean Wave dramas SBS 'You Who Came From The Star' was located in Tongyeong. We launched 'Korea-China Student Reporters' in September last year and we are promoting tourism through famous Chinese SNS such as Weibo. We will carry out differentiated marketing strategy such as 'Healing Lung Cleansing Tourist Package' alongside Sancheong Ki Rocks and Hamyang Samyang Ginseng for Chinese tourists as they are fed up with air pollution.
6. The agricultural products take up to half of the Province's export goods. What are the goals and plans this year?
We made the target export sales of this year to be $1.8b which is a 38.5% increase over the last year. We will pioneer foreign markets by installing bargain counter at Latino Northgate Special Event and LA Korean Agriculture and Fisheries Expo and holding Shanghai Export Consulting. We will also introduce the Market Pioneer Special Department to strengthen expertise and responsibility, and foster 200 promising food related enterprises by 2018, and build specialized web site.
7. We learned that you achieved a lot at '2014 LA Korean Agriculture and Fisheries Expo'. What was it about and what are your future plans?
The Expo started in 1974 to encourage community spirit among the Korean and the residents in the region. We participated with 48 provincial enterprises including Geochang Sky Bio ($10m dried laver), Hamyang Pure Plus ($35m aloe drinks), and Tongyeong Daewon Food ($20m frozen oyster), and achieved export contracts worth $225m. The Expo this year will be held in connection with Arirang Festival of Orangy County and we plan to achieve $300m export by participating with 60 provincial enterprises. We will also attack the markets in the eastern parts and the Latino alcohol market by installing the bargain counters in LA.
8. You won the first place at '2014 Central Government 3.0 Implementation Performance Assessment of Local Government'. What projects did you carry out?
The assessment is one of President Park's administrative policies and the appraisal areas are based on transparent government and providing customized services. We won the first place by beating out 17 cities and provinces. We scored high in 1) improving the price of public apartment, 2) building enterprise-centered tracks for promoting youth employment, 3) transparent financial operation of Busan–Geoje Fixed Link. 4) release of information system, 5) activating festivals through big data analysis. We will keep pushing forward the government policies of openness, sharing, communication and cooperation to give practical help for the residents.
