회원들의 권익 향상과 아이들을 위한 교육제도 확립에 앞장 서

빠르게 변화하는 사회 속에서 올바른 교육의 가치는 더더욱 부각되고 있다. 특히 아이들의 행복한 공교육을 위한 교육제도의 필요성은 수많은 매체와 전문가들을 통해 수차례 지적되고 있는 상황이다. 이런 상황에서 바른 공교육의 확립을 위해 노력하고 있는 구미시학원연합회 하승우 회장을 만나봤다.

학원 업무 역량 강화와 바른 교육문화 정착에 힘쓸 터
사설 학원에 관한 각종 자료조사 및 학원 교재연구 편성에 관한 사업, 강사의 자질향상을 위한 세미나 및 연수교육을 펼치고 있는 구미시학원연합회는 지난 81년 1월 출범한 이래 1,200여 명의 회원을 보유하고 있다. 연합회에서는 또한 학원 교육환경 정화를 위한 조사연구, 국가 유공자녀 및 불우 청소년에 대한 무상 교육실시, 학원 수강생에 대한 교육성과 평가의 비교 분석, 무허가 학원의 실태를 파악하여 관계기관에 그 단속을 건의하는 사항 등과 관련된 업무를 수행하고 있다. 

25대 회장을 역임하고 있는 하승우 회장은 “우리들은 회원 학원들의 전반적인 업무 역량 강화를 위해 노력하고 있습니다. 특히 최근의 어려운 실정을 고려하고 회원들의 복지향상을 위해 많은 업체들과 MOU를 맺는 등의 노력을 계속하고 있습니다.”라고 말했다. 

하 회장은 최근 정부의 학원탄압 정책에 의한 학원계의 위축에 큰 우려의 목소리를 표했다. 울타리 밖 교육의 순기능을 정부가 외면한 채 불법과외를 조장하는 정책만 내세우고 있기 때문이다. 그는 이러한 어려움을 극복하기 위해서라도 모든 회원들이 일치단결하여 참된 학원 교육의 가치를 재정립해야 한다고 강조했다. 

하 회장은 “우리는 구미시의 올바른 학원교육 정착과 회원들의 권익을 위해 노력하고 있습니다.”라고 밝혔다. 구미시학원연합회는 이를 위해 첫째, 자율정화 위원회를 구성해 학원운영 자문 및 업무 편의를 제공하고 협회는 이를 위해 첫째, 자율정화 위원회를 구성해 학원운영 자문 및 업무 편의를 제공하고자 노력하고 있다. 또한 불법 및 탈법 행위 근절을 위해 솔선수범하는 문화를 확립하고, 불법 및 탈법을 일삼고 있는 무인가 공부방 및 과외 퇴치 운동을 실시하고 있다. 둘째 새터민가정 및 차상위계층에 있는 자녀들에게  재능기부를 통해 학원교육이 추구하는 가치를 알리고 있다. 많은 회원들이 참여하여 다양한 혜택을 제공하고 있으며, 교육과 봉사를 통해 평생교육의 가치를 실천하고 있다.

 
적법한 제도 마련 통한 차량학원운행 적법화 필요.
하승우 회장은 현재 차량운행의 형평성에 대한 문제를 지적했다. 지난 2015년 1월 29일부터 시행된 운송법 시행규칙에 의해 현재 유치원이나 어린이집에서는 어린이 보호차량으로 등록해 운행되는 차량이 학원의 경우에는 유상운송으로 분류되어 9년 이상된 차량은 경찰서에서 허가가 나지 않는 것에 대해 부당하다는 의견이었다. 하 회장은 “차량 운행의 경우 정기적인 검사와 교육을 통해 충분히 안전하게 운행이 가능한 부분입니다. 하지만 이를 전세버스처럼 무조건적인 금지조항으로 묶어 놓는다면 개인 사유재산에 대한 지나친 간섭이며  국가경제적으로 손실이 되는 일입니다.”라고 의견을 피력했다. 또한 그는 “법에서 요구하는 사항들은 어린이 보호차량 면허증 발급이나 책임소재를 명확히 한다는 등의 해결책으로 충분히 허용 가능한 부분이라고 생각합니다.”라고 밝혔다. 

하승우 회장은 오는 5월까지 국토부에 이 부분을 건의해 적합한 해결책을 마련할 수 있도록 노력하겠다는 의지를 천명했다. 구미시 학원 회원들의 권익보호와 복지 향상을 위해 매진하는 그의 노력에 격려와 응원의 박수를 보낸다.

Gumi-city Educational Institute Association to set the right path to true education 
To increase the members’ rights and interests and establish the educational system for children

In the fast changing society, value of the right education is being even more brought into relief. Especially, the need for the right educational system for children’s public education is frequently raised through numerous media and specialists. In these circumstances, We met president Ha Seung-woo of Gumi city Institute Association who is making endeavors to establish the right public education. 

Will strengthen the capability of Institute business and settle the right educational culture
Gumi city Institute Association is engaged in the survey of every data on private institutes, research on the institutes’ textbooks, seminars and trainings for teacher’s quality improvement. It has 1200 members since it started in January, 1981. The Association performs research on cleaning up the institute’s educational environment, free classes to the children of patriots and under disadvantages, the comparative analysis on the performance of institute attendees while suggesting the crackdown on unlicensed institutes by finding their actual condition. 

Ha Seung-woo, 15th president of the Association said, “We are struggling to enhance the general capabilities of member institutes. Especially, we are continuing the efforts of signing an MOU with many companies to increase the welfare of our members in the recent economic slump.”

President Ha worried about the atrophy of the Institute world caused by the government’s policy against it. It is because the government is simply bring forward policies from desk theory looking away from the positive functions of training outside school. He emphasized that to overcome such difficulty, all members should stand together and establish the value of true education given by institutes. President Ha declared, “We are making efforts to settle the right training of institutes within Gumi city and increase the interests of our members.” For this purpose, the Association is providing the advice on operating an institute and convenience in business by composing the self-cleanup committee.

Besides, to set the culture of lesson by example, they are implementing the campaign to expel unlicensed study rooms and outside-of-school studies which are illegal acts and evasion of the law. Second, they are promoting the value sought by institute training through free lessons to the poor and low-income family children. By participation of many members, they are providing many benefits for students placed in needy environment and practicing the value of lifelong education through training and community service. 

Needs to reopen the operation of institute vehicles through preparing legal system 
President Ha indicated the current equity problem in operating vehicles. By the Transport enforcement regulation started January 29, 2015, The vehicle operation is permitted for kindergarten or day care center by registering vehicle as children’ protection, but not for institutes.

“In case of vehicle operation, safe operation is possible enough by regular inspection and training. If this is banned unconditionally through a forbidden clause, it simply means leaving the children on the dangerous street,” was his opinion. He added, “The law says it is difficult to operate viewing our institute bus as a chartered bus. However, chartered bus and institute bus are in a different position, so it is permissible enough by the solution of issuing the license for children’s protection vehicle or clarifying who is responsible.”

President Ha Seung-woo declared his will toward installing the proper solution by proposing this matter to the land and Maritime Affairs Ministry by this May.
