2012년 기준으로 대한민국은 OECD가맹국 중 폐기물의 85% 가량을 재활용하는 국가가 되었다. 그런데 재활용 과정에서의 부산물과 소각, 매립에서 나오는 2차 오염 문제가 부각되면서, 폐기물에서 자원재생을 이뤄내는 일은 모두의 숙제로 남았다. 친환경 자원순환/재활용 시스템은 현재 가장 이상적인 해답으로 제시되고 있으며, 특화된 기술로 주목받고 있는 ㈜로하스텍 강철규 대표로부터 인류와 환경이 공존하는 밝은 미래를 기대해 보는 시간을 가졌다. 

고갈되는 자원. 폐기물 연료화의 친환경순환재생이 대안
㈜로하스텍은 폐기물을 가공하여 에너지화하는 단계에서, 폐기물 재생으로 발생하는 2차 부산물도 재생에너지화할 수 있는 기술인 MTLE공법을 특화한 환경친화강소기업이다. MTLE는 유기성 폐기물을 또 다른 유기성 폐기물과 합쳐져 고체, 액체, 기체 상태의 각에너지로 전환되기에 폐기물 순환이 곧 에너지의 소모가 아닌 ‘재탄생’이라는 개념이다. 이러한 공법으로 가정에서의 식품폐기물과 농촌의 축산폐기물, 도시의 하수슬러지에 목재 성분의 부산물을 혼합해 고형 연료인 펠릿을 만들 수 있고, 폐수나 가스 등 추가 폐유기물을 스팀화해 전력으로 전환할 수 있다. 강철규 대표는 ㈜로하스텍의 설립목적에 대해 “예전에는 사람이 살아가는데 의식주 해결이 중요했지만 이제는 먹고 사용한 뒤에 잘 버리는 것이 문제가 되었다. 그것을 해결하는 것이 로하스의 목적이고, 지구의 질량 보존법칙을 생각하면 폐기된 것은 재탄생되어야 하는데, 소각과 매립은 더 이상 대안이 아니다. 화석에너지를 사용한 연료는 점차 고갈되고 버려진 부산물은 환경오염으로 돌아온다. 그래서 우리에게 있어 로하스란 물질변화로 재탄생시켜 새로운 자원으로 활용하여 인류의 생존환경에 도움이되는 유익한 환경이어야 한다”고 말한다. 기존의 단순 성형 식 폐기재활용 연료인 RDF나 SRF는 또 다른 오염을 야기하는 유해물질 배출로 환경보호 의의가 점점 퇴색되는 가운데, ㈜로하스텍의 MTLE 펠릿은 악취와 오염 문제를 해결한 미래지향적 기술이다. 또한 MTLE 및 새로운 폐수처리방식으로 활용되는 MCT 기술은 기존의 MT공법과 MBT공법보다 설치비용과 운영에너지 가 경제적이며, 추가 폐기물을 방류하지 않아 신재생에너지의 가장 유익한 대안으로 평가받고 있다. 환경오염방지와 막대한 에너지 수입비용 절약, 그리고 추가 에너지 생산이라는 세 마리 토끼를 잡는 기술이기 때문이다. 강 대표는 “한국산업기술시험원의 성적서를 통해 폐기물 고형연료제품의 품질기준, 목재펠릿 사용처로서의 기준에 적합함을 입증했다. 또한 환경부의 기준보다 더욱 엄격한 기준도 통과할 자신이 있다”며 이러한 기술을 통해 6차 산업으로서의 가치를 입증할 것이라고 한다. 일원화된 1,2차 산업을 3차 서비스 산업에 융화시킨 6차 산업은 친환경 농업의 집단 에너지시설로 공장지대, 그리고 귀농과 평생직장 개념의 거주지까지 확대시킬 수 있는 ㈜로하스텍의 EFA 농업기술방식에도 적합하다. 유기농보다 상위개념으로서 자연과 인간의 어우러짐을 생각하는 EFA 기술은, 농약/비료 없이 씨앗이 가지고 있는 영양소만 사용해서 먹을거리를 만들 수 있는 기술이라고 한다.

“FTA 발효 후부터 국내의 농업, 식품제조 인구들이 위축된 감이 있다. 우리의 EFA 기술은 단순히 땅을 일구고 재배하여 판매하는 농업이 아니다. 부산물 발생이나 오염의 소지가 없어 비용 절감과 경쟁력 증대를 기대할 수 있다” 강 대표는 이러한 기술의 시뮬레이션을 위해 2007년부터 기업이 위치한 원주시 연세대 창업보육센터에서 특화기술 연구를, 원주시 공장/연구소 설립 시범 운영을 1년간 해 왔고 2014년 하반기부터 개발된 기술을 보급하기 시작했다. “현재 원주에는 직접 보급한 EFA 농법에 대한 시설을 짓고 있으며, 구미에는 MCT 기술이 보급됐다. 우리의 기술은 유기적이다. MTLE 공법으로는 부산물을 결합한 고형연료를 만들고, MCT 공법으로는 폐수를 청정혼합가스로 만들어 연소해 폐수 방류시설과 비용에 대한 부담을 덜 수 있다. 그리고 공장식 농업에서 찾기 어려운 무공해 EFA 재배기술이 합해지면, 에너지 자립을 통한 고소득 농가를 만들 수 있다. 이러한 농가를 집약시킨 에너지 타운을 만드는 것이 농업의 경쟁력을 높이고, 국가의 존망을 결정하는 식량의 자급자족까지 해결하는 것이다.” 자체 에너지를 생산한 농민들은 생산물을 직접 소비하고, 나머지를 판매하여 소득을 올리는 방식으로 농사를 지어 연간 7,000여 만 원의 수익을 기대할 것이라고 강 대표는 전망한다. 현재 농업인구의 연소득 2배에 해당하는 수치다. 그렇다면 집단에너지 시설로의 확장도 가능할까? 강 대표는 “가능하다”고 힘주어 말한다. “현재 ㈜로하스텍의 기술만으로도 에너지 자립을 100% 완성할 수 있다. 우리의 롤 모델인 독일의 경우, 2020년부터 원전을 새로 짓지 않겠다고 선언했다. 그 바탕에는 에너지 순환과 지역경제 자립이 양립 가능한 기술력이 있었다. 도입 후 성공하여 에너지타운, 즉 자립형 에너지마을이 점차 대중화되고 뿌리내리면 우리도 그렇게 될 수 있다” 기술 강소기업, 친환경 기업이라는 뼈대를 완성하기 전, 강 대표는 레미콘 사업을 할 때 의 폐기물 처리를 고심하다 유기/무기성 폐기물로 골재를 만드는 기술을 개발했었다. 그러다 지인의 음식물 쓰레기 처리비용 문제를 전해 듣고 비용과 환경문제를 동시에 해결하는 현재의 기술에 이른 것이다. 국토가 좁은데다 3면이 바다라도 폐수의 해양배출기준이 갈수록 엄격해지는 현실 속에서, 강 대표는 국가와 지구 개념의 환경 선순환 성공사례를 만드는 것이 목표라고 한다. “앞으로 강원 홍천에 로하스적 삶을 연구하는 연구소를 짓고, 원주시와 협의하여 친환경자원순환사업 연구소 개설을 고려하고 있다”는 강 대표의 바람이 이루어지면 대한민국 역시 분리수거, 폐기물재활용에 이어 독일의 성공사례 부럽지 않은 그린에너지 강국으로도 거듭날 것이다.

Among the member countries of OECD, S. Korea recycles 85% of waste as of 2010. But the second pollutions occurring during the process of incineration and landfill are standing out as another problem. For this, eco-friendly regeneration system is being suggested as an ideal alternative. Korea's top bilingual magazine Power Korea has met Cheolgyu Kang and had a time to talk about human and environment.

Exhaustion of resource, eco-friendly regeneration of waste as the alternative

Lohas-Tech is an eco-friendly small but strong company specialized in MTLE method. They make energy from waste and its by-products. MTLE organic waste is combined with another organic waste to make energy in the form of gas, liquid and solid. It means that the recycling of waste is a regeneration but not an exhaustion of energy. Based on this method, we can make the solid fuel called 'pellet' by combing food waste, livestock waste, and sewage sludge with wooden elements. Also, the water waste and gas can be turned into electricity by steaming up. Kang explained the reason he established the company by saying "food, clothing and shelter were important for people in the past but now the waste from them became a problem and it is our job to solve the problem. According to the Law of Conservation of Mass, waste has to be regenerated and therefore, incineration and landfill are no more an ideal answer. The fossil fuel is getting exhausted and the by-products come back as environmental pollution. Therefore, Lohas should means that it provides a beneficial environment for human by regenerating new resources." The existing waste recycling fuel RDF and SRF cause yet another pollution but Lohas-Tech's MTLE Pellet is an futuristic technology that removes the stink and pollution. Also the MCT technology, which is used for MTLE or new water waste treatment system, reduces installation fee, and the operational energy is more economical than the existing MT and MBT methods, and it does not discharge additional waste. The technology carries out three functions at once; 'prevention of environmental pollution', 'reducing energy import costs', and 'energy regeneration'. Kang said "we satisfied Korea Testing Laboratory's 'Waste Solid Fuel Quality Standard' and 'Wooden Pellet Standard of Usage'. We are confident to say that we can pass even stricter standards than the Ministry of Environment's level and we will prove its value as the 6th industry." The 6th industry integrates the first and second industries with the third service industry and it can be expanded to the industrial and residential area which is suitable for Lohas-Tech's EFA agricultural technology method. EFA technology is a superordinate concept to organic farming that considers harmony between human and the nature, and it is known to produce food from the nutritions of seed without any agricultural pesticides and manure. 

The goal to make energy independent village

Kang said "the Korean farmers and the food manufacturing workers are daunted by FTA. Our EFA technology is not about cultivating the land to sell goods and also it does not make pollutions or by-products. But it can reduce the cost and raise the competitiveness." For the simulation of EFA technology, Kang has been carrying out a research on specific technologies and a test operation of factory and research institute at Yonsei University's Business Incubator Center in Wonju city since 2007, and started to spread the developed technology from late 2014. Kang said "we are currently building facilities for EFA agricultural method in Wonju city, and MCT technology is in use in Gumi city. Our technologies are organic. We make solid fuel with MTLE method, and clean mixed gas with MCT technology to reduce the cost of water waste discharge facilities. If chemical-free EFA cultivation technology is in use, we can make an energy independent high profitable farm village. And these villages can form an energy town which will contribute to raising agricultural competitiveness and self-sufficiency of food in the region and Korea."  Kang predicted that the people of energy independent village can make $70,000 profit a year in the way that they consume the products they produced and sell the overhang to others. It is double the amount of current yearly farm income in Korea. Regarding the possibility of an energy complex, Kang said "with the technologies of Lohas-Tech, people can be 100% energy independent. One of our role model countries Germany, for example, announced that they won't build anymore nuclear facilities from 2020. This is possible because they have technologies for energy regeneration and independence of regional economy. We have to take the case as yet another role model to build the relevant villages in Korea." 

He actually worried about the disposal of wastes while he was working in the ready-mixed concrete industry, and this prompted him to develop the technique to make aggregates by using organic and inorganic wastes. And when he heard from an acquaintance who was worrying about the cost of food waste disposal, he developed the current technologies. It is Kang's goal to make a successful case of environmental recycling in Korea. Kang is also considering to build a research institute in Hongcheon, Gangwon Province, and to open a laboratory for eco-friendly resource regeneration project in cooperation with Wonju city. If Kang's dream is fulfilled, Korea can reborn as a strong green energy country like Germany.
