중국 유학 1세대로서 한?중 양국 가교 역할 수행할 것

중국유학인대상, 한?중포럼, 유학생 네트워크 개설 예정

중국의 기세가 날로 거세지고 있다. 1978년 덩샤오핑이 ‘개혁개방’을 주창한 뒤로 중국은 매년 10% 전후의 경제성장률을 보이며 어느덧 엄청난 속도와 팽창력으로 경제대국으로 부상하며 국제사회에서 높은 위상을 차지하게 되었다. 이제는 중국이 미국과 함께 G2로 불리는 것이 더 이상 어색하지 않다. 교육부 통계에 따르면 올해 국내 중국인 유학생 규모는 5만여 명이며, 중국으로 유학을 떠나는 한국인 유학생도 작년 기준 6만 3천여 명에 달한다. 그러나 나날이 양국 교류가 늘어남에도 불구하고 서로에 대해 잘 알고 있다고 보기는 어려운 것이 사실이다. 이러한 현실 속에서 양국 유학생들의 문화 교류와 상호발전을 위한 ‘한국중국유학교우총연합회’가 지난 8월 발족되었다. 초대 회장으로 취임한 구자억 회장(한국교육개발원 기관평가연구실장 겸 사단법인 한중교육교류협회장)을 만나 자세한 이야기를 들어보았다.

92년 수교 직후 중국 유학 1세대로 발걸음 시작

우리나라가 중국과 정식으로 수교를 맺은 것은 92년 8월로 올해로 22주년을 맞았다. 구 회장은 중국과의 수교 이전인 1987년 대만에 두 달 나가게 된 것을 계기로 중국에 대한 관심을 갖게 되었다. 당시 우리나라 국민소득이 약 8천 달러를 기록하고 있을 때, 대만은 1만3천 달러의 국민소득을 올리고 있었다. ‘대만이 이 정도인데 미지의 땅인 중공(당시 지명)은 어떨까’라는 생각이 구 회장을 사로잡았다. 91년 중앙교육과학연구소 텅춘 부소장의 방한을 계기로 중국 유학을 준비하게 된 구 회장은 93년 2월, 중국 유학생 1세대로서의 발걸음을 시작했다. 그러나 덩샤오핑의 개혁개방 조치에도 불구하고 아직은 개방이 미약한 시기였던 당시는 이제 막 ‘중국 특색 사회주의(자본주의 요소를 받아들인 사회주의)’를 주창한 덩샤오핑의 흑묘백묘론(黑猫白猫論)을 통해 경제 활성화 조치가 막 시작되던 때였다. 농촌의 생활수준은 대단히 열악한 상태였고 심지어는 수도인 베이징조차 밤 7시가 넘어가면 불 켜진 집을 거의 찾을 수 없던 시기였다. 그런 어려운 시기에 구 회장은 베이징사범대학에 유학을 가 외국인 유학생 1세대로 유학생들의 어려운 현실을 몸소 체험했다.

교육에 대한 투자가 국가 경쟁력

국제화된 중국 대학 출신들에 대비해야

유학 당시의 저발전 시기부터 현재의 경제 대국에 이르기까지 구 회장이 중국에게서 가장 인상적인 점으로 꼽는 것은 교육에 대한 무한한 투자다. 중국은 2008년 들어 ‘천인계획(千人計劃)’을 통해 10년 동안 세계적 수준의 학자 2,000명을 영입한다는 계획을 세웠다. 대상자에게는 일시 보조금으로 100만 위안(약 1억7,000만원)이 주어지고, 연구 경비는 ‘요구하는 만큼’ 지원된다. 국가 경쟁력을 키우기 위한 파격적인 조치인 셈이다.

“얼마 전에 절강대학 교수들을 만나서 학교의 1년 운영예산을 물어봤더니 1조 2천억이라고 하더군요. 연구비 포함하면 2조를 넘는다는 말이거든요. 돈을 투자한 만큼 학교가 좋아집니다. 미국의 학교 평가 전문 매체에서 세계 500대 대학을 평가했는데 중국이 28개, 한국이 17개 들어갔습니다. 다 이러한 투자 덕분이 아닌가 생각합니다. 현재 중국은 국가적으로 여력이 있으니까 고급인재 유치에 막대한 예산을 투자하고 있습니다. 특히 중국은 내부에 인재가 없으면 외부에서 끌어 들입니다. 천인계획이 그런 것들이거든요. 

이제 중국은 그리 만만한 국가가 아닙니다. 어떤 나라가 무섭다고 생각하면 대비할 수 있는데 우습게 생각하면 대비를 못합니다. 중국이나 일본을 무섭다고 생각하고 철저히 대비해야 합니다” 대학들의 국제화 지수를 평가해 보면 한국은 100점 만점 중 33점 정도인데 비해 중국은 55점을 기록하며 중국 대학이 한국 대학의 수준을 훨씬 앞서가고 있는 중이다. 중국은 특히 이공계 인재에 대한 투자를 아끼지 않고 있으며 수학?과학과 같은 기초과학을 세계 최고 수준으로 만들고 있다. 2000년대 들어가면서 사상 해방에 따른 백가쟁명의 시대가 열린 때문이다.

한?중 유학생 가교 역할을 수행할 한국중국유학교우총연합회

중국유학인대상, 한?중포럼, 한?중유학포럼 등 개최 예정

구 회장은 한국중국유학교우총연합회 회장직을 맡게 된 것에 대해 “최근 나날이 성장해 가는 한국과 중국의 유학생 규모를 보며 한중우호증진에 이바지하고, 더 나아가 동북아 평화증진에 기여하는 길을 모색하고 싶다”는 뜻을 밝혔다. 연합회는 한국과 중국이 문화적 차이로 인해 이해하지 못하는 부분에 대해 소통할 수 있는 창구이자, 우호협력의 선구자가 될 수 있는 방안이 될 것이다. 또 한중 양국에서 유학한 인재들이 곧 국가 산업에 있어 전문가가 된다는 점에서 양국사회발전에 긍정적 역할을 할 수 있다. 

“현재 중국에서 공부하는 교우가 20만 명이 넘습니다. 이러한 인재들이 있음에도 중국에서 공부한 사람들이 적재적소에 쓰이지 않습니다. 우리나라의 인재풀이나 정책 방향 자체가 아직은 미국에 치중된 부분이 있기 때문에 중국에 대한 정책을 결정할 때도 중국 유학생 출신들이 영향력을 갖고 있지 못합니다. 만약 중국유학인 20만 명이 5명씩만 네트워크를 갖고 있다 해도 100만 명입니다. 그것을 활용할 수 있는 계기를 만들어 줄 필요가 있습니다”

한국중국유학교우총연합회는 12월 중국에서 유학한 사람들 중 한국 사회 발전에 크게 기여하거나 한중 관계 발전에 기여한 인물들에게 중국유학인대상을 수여하는 행사를 기획 중이며, 이어 한중유학인 명부 제작과 함께 한?중포럼, 한?중유학포럼 등을 개최할 예정이다. 또한 중국 유학생들이 한국에서 겪는 어려움을 해소해주기 위한 중국 유학생 상담센터를 개설할 예정이다. 중국 유학 1세대로서 양국 유학생들의 이해를 증진하고 유학생의 구심점이 되어줄 구 회장의 한국중국유학교우총연합회가 국제화 시대 상호 협력에 커다란 역할을 할 수 있기를 기대한다.

China is getting stronger. China has shown 10% economic growth a year since Deng Xiaoping advocated 'Chinese Economic Reform' in 1978 and has now become the second biggest economy in the world after US. It is no wonder they are called G2. The Chinese students in Korea has reached 50,000 and the Korean students in China 63,000 by last year according to a statistics from the Ministry of Education of Korea. Despite the exchanges between the two countries has increase significantly, we still do not know much about each other. The good news is that Korea-China Foreign Students Association was launched last August for cultural exchange and bilateral development. Korea's top bilingual magazine Power Korea has met the first president of the association Gu Ja-eok(the head of Korean Educational Development Institute's Office of Educational Institute Evaluation Research/the president of Korea-China Federation of Education Exchange) and heard about the details.

Starting as the first generation of the Korean students in China since the diplomatic ties between the countries in 1992

It has been 22 years since Korea and China established diplomatic relations. Gu started to have an interest in China when he stayed in Taiwan for two months in 1987. Taiwan's national income was $13,000 and Korea $8,000 at that time and Gu was eager to know how much China would earn. Gu was encouraged to study in China when the assistant director of China's Central Education and Science Research Institute Tengchong visited Korea in 1991. Gu eventually left for China in February 1993. Despite Deng Xiaoping's 'Chinese Economic Reform(accepting capitalism element based on socialism)', China's opening the market was still in the beginning stage when Gu went to China as he could not find a house with light at night after 7pm even in Beijing. He studied at Beijing Normal University as the frist generation of the Korean students in China.

Investment in education is nation's competitiveness

Preparing for the talents from globalized Chinese universities

Gu was impressed by China's unlimited investment in education. China introduced 'Chunin Plan' in 2008 to promote 2,000 global level scholars for the next 10 years. Selected scholars were given $170,000 supporting fund with limitless research funds so that they can raise the country's global competitiveness in the future.

Gu said "I recently asked the professors of Zhejiang University about their yearly budget and they said it was $1.2 billion and it was $2 billion if included research funds. The more investment the better the universities will be. A research on 500 world university evaluation in the US includes 28 Chinese universities and 17 Korean universities. I think this is the result of China's investment in education. China is investing a huge amount of budget in education. Especially they even invites foreign talents they need if they cannot find the talents in the country. It's part of Chunin Plan. China is no longer the country we used to know. If we have knowledge about the country we know what we have to prepare but if we ignore it we cannot prepare." If we look at the Globalization Index of World Universities, Korea scored 33 out of 100 while China did 55. China is particularly investing more money in science and engineering so that they can lead the field. This is because of the atmosphere for free discussion since 2000.

Gu said "as the first president of the association, I would like to contribute to promoting the friendship between the two countries and peace in Northeast Asia." The association will be a liaison office for communication and cooperation. Also it will take a positive role for the development of both societies considering that both students will lead the industry as specialists when they go back to their homeland. 

Gu said "currently, there are more than 20,000 Korean students in China. Despite this resources, they are not being used in the right place when they go back to Korea. This is because Korea's resource pool is still centered on the US and the influence of the students studied in China is relatively weak even when the matter is related with China. If each of 20,000 Korean students in China have a network with 5 other people it will be one million. We need to make an opportunity to use platform."

The association is preparing an award 'Excellent Korean Students in China Award' in December for those who contributed to the development of both countries. They are also preparing to make a Korean & Chinese Students Directory, Korea-China Forum and Korea-China Students Forum. They have a plan to open a Counseling Center for Korean Students in China to solve various problems they might encounter while staying in China. Power Korea hopes that the association will play a great role for both Korea and China.
