박근혜 대통령, 농업의 미래성장산업화 대도약 이끈다

한?중 FTA, 쌀 관세화 등 시장개방 대응

박근혜 대통령은 순방 이후 첫 외부행사로 지난달 19일 경기도 안성 팜랜드에서 ‘농업의 미래성장산업화’를 주제로 전문가?농업계?기업계?농고농대생 등 각계 4백여명이 참석하는 대규모 토론회를 직접 주재했다. 이날 토론회는 한?중 FTA, 쌀 관세화 등 시장개방에 대응하여 ‘우리 농업을 어떻게 미래성장산업’으로 발전시킬 것인지 각계각층의 지혜를 모을 수 있는 토론과 공감의 장을 마련하자는 취지로 준비되었다. 아울러, 이번 토론회를 계기로 농업계가 ‘창의적인 해법’과 할 수 있다는 ‘자신감’을 갖고 우리 농업을 미래성장산업, 수출 전략산업, 6차산업으로 크게 한 번 도약시키자는 의미를 담고 있다. 이를 위해 ‘수출 경쟁력 있는 농식품 기반 구축’, ‘농업의 6차산업화를 통한 농가?농촌경제 활성화’를 주제로 열띤 토론이 이어졌다. 이번 토론회 계기에 안성 팜랜드에는 미래농업을 한 눈에 볼 수 있는 전시장이 운영되며, 토론 직전에는 농업계와 기업간 상생협약식도 진행되었다. 이번 상생협약은 CJ(제일제당)?아모레퍼시픽(주 장원)이 각각 농업인들과 공동 출자방식의 농업회사법인을 만들어 상호 윈윈 할 수 있는 비즈니스 모델로 발전시키고, 롯데마트는 농축산연합회?농식품법인연합회와 농식품 수출확대 등을 위해 함께 노력한다는 내용으로 농업계와 기업간 본격적인 상생협력의 계기를 만들 것으로 기대된다. 박 대통령은 토론회를 마치고 인근에 있는 농협 농식품물류센터를 방문하여 ‘농축산물 유통구조개선’ 추진상황을 점검하고, 관계자들을 격려했다.

박 대통령은 중국 최대 온라인 유통망인 ‘알리바바’에 처음 개설된 한국 농식품 전용판매장 코너를 둘러보고 관계자들을 격려했다. 또한, CJㆍ농심ㆍSPC의 농업분야 협력사례 등이 전시된 ‘수출 및 농업기업상생관’을 돌아보면서 기업들이 그간 농가와 계약재배를 통해 국산 농산물 사용 등 많은 분야에서 농업계와 협력해 왔다고 평가하고, 이러한 농업인의 노력과 기업의 기술ㆍ자본ㆍ노하우가 합쳐지면 반전을 이룰 수 있고, SPC의 미니사과 케익처럼 창의적인 아이디어를 융합하면 농업의 창조경제를 실현해서 기업에도 이익이 되고, 농업인은 가격걱정 없이 안정적으로 농산물을 공급할 수 있을 것이라고 했다.

박 대통령은 ‘ICT관’에 들러 농촌진흥청 관계자가 SNS를 통해 농가들의 현장애로를 실시간으로 상담하는 과정을 지켜보고, 직접 스마트 탭으로 바로 옆에 있는 사과나무를 촬영해 수확량을 측정하여 신속히 재해피해를 평가하는 기술을 시연해 봤다. 박 대통령은 이런 기술을 통해 재해가 발생되더라도 농가들이 2차 피해를 줄일 수 있고 가공ㆍ유통 등 다양한 분야에 IT기술을 활용한다면 농업인들에게 편리함을 주는 동시에, 생산성도 높일 수 있을 것이라고 강조했다. 아울러, SK관계자로부터 농촌 아이돌봄교실 등에 보급 중인 ‘로봇을 활용한 스마트러닝’에 대해 설명을 듣고, 스마트 폰에 설치된 코딩소프트웨어 화면 상의 계산식에 숫자를 선택·이동시키면, 블루투스로 연결된 로봇이 바닥에 있는 숫자판 위에서 답에 해당하는 위치로 이동하는 모습을 시연했다. 박 대통령은 농촌 교육분야에 이런 스마트 러닝이 확대된다면 도시와의 교육여건 격차를 줄이고, 귀농인들에게도 교육 걱정을 덜어줄 수 있다면서 IT강국인 우리나라의 강점을 잘 살려 농업ㆍ농촌을 ‘스마트’하게 변화시켜야 한다고 주문했다. 박 대통령은 종자·곤충산업, 농식품 R&D사업화 성과물, 다양한 농기계 등이 전시된 ‘미래성장동력관’과 다양한 유형(마을ㆍ지역ㆍ농가주도형)의 6차산업화 사례가 전시된 ‘6차산업ㆍ로컬푸드관’도 돌아봤다. 박 대통령은 안성 팜랜드와 편백숲 우드랜드에 대해 설명을 듣고, 과거 농업은 먹을거리를, 임업은 목재를 공급하는 산업에서 이제는 국민들에게 다양한 볼거리ㆍ즐길거리를 제공하는 복합산업으로 발전하고 있다고 하면서, 앞으로 안성 팜랜드를 수도권 인근의 대표적인 6차산업화 명소로 발전시켜야 하며, 임업분야도 국토의 ⅔인 산림을 잘 활용해서 국민행복을 실현하고, 농업인 소득도 높여야 한다고 강조했다.

President Park hosted a big forum under the subject 'Industrialization of Korean Agriculture' on 19 last month at Farmland Ansung, Geyonggi province. It was participated by 400 people from related fields including specialists and students. The forum was to discuss about how to promote Korean agriculture as a future growth industry considering the fact that Korea has to open the market due to FTA with China. In the forum participants discussed on 'making competitive products' and 'turning agriculture to the 6th industry', and agreed that 'creative methods' and 'confidence of our agriculture' were needed to promote the industry to be the future growth, export and 6th industry. An exhibition hall which showed the future agriculture was run in Ansung Farmland and agreement ceremonies between the companies were also took place. CJ and Amore Pacific and farmers agreed to establish an agriculture corporate and to develop it to be a business model, and Lotte Mart, Federation of the agriculture and stockbreeding, and Agrifood Union Association agreed to cooperate for expanding the export. After the forum, Park visited Agrifood Logistics Center to check about the progress of improving agrifood distribution system and encouraged the related people.

Park encouraged related people after having a look at the Korean agriculture corner opened on the China's biggest online distribution network Alibaba. Park visited 'Export & Agriculture Company Hall' and praised that the companies have been cooperating with farmers in various fields and this will boost up our agriculture industry. CJ, Nonghshim and SPC exhibited in the hall and Park said that innovative idea like SPC's mini apple cake can bring profits to our economy and farmers can be able to supply the products without a worry about the price due to the cooperation.

Park visited ICT Hall and observed how Rural Development Administration is listening to and communicating with the farmers through SNS. Park tried herself with a smart tab by taking a photo of an apple tree to estimate the yield and evaluate the damages of cultivation. Park emphasized that if we use these technologies we can reduce the second damages and can provide convenience for the farmers and increase the productivity. Park then was explained from an official of SK about 'Smart Learning with Robot' for rural school children and tried herself selecting & moving a certain number on the screen so that a robot moves to the point where there is the answer. Park said if this technology is widely in use in agricultural education we can reduce the gap between the cities and rural and can help return farmers less worry about their children's education. Park then visited 'Future Growth Hall' exhibiting seed, insects, agrifood R&D, and farming machines, and lastly '6th Industry & Local Food Hall'. Park was briefed about Ansung Farmland and Cypress Woodland and said that the agriculture in the past was about food and the forestry about wood, but they are now developing into a complex industry that provides various entertainments. She added that we have to promote these fields to the 6th industry for the benefit of farmers and people.
