지역경제와 문화를 살리기 위한 의정활동 펼칠 것

경상북도의회 이진락 의원

 경주시의회에서 3선의 관록을 자랑했던 이진락 의원이 지난 6.4 지방선거를 통해 제10대 경상북도의회에 입성했다. 고교시절부터 고학으로 서울대학교 전기공학과와 동대학원을 졸업한 입지적인 인물로 알려진 이진락 도의원은 경주시의회에서의 활동을 발판으로 경상북도의회에서도 지역경제와 문화, 그리고 역사를 알리기 위한 활동들을 하고 있다. 현재 그는 경주시 현안은 물론 경북도내 전체의 현안에 대해 연구하고 직접 발로 뛰며 지역경제와 문화, 그리고 향토역사를 살리기 위한 다양한 활동을 펼치고 있다. 월간 파워코리아는 이번 11월호에서 음악으로 소통하는 정치인으로 주목받고 있는 경상북도의회 이진락 의원을 만나 지역현안과 앞으로의 의정활동에 대한 이야기를 들어보았다. 

Q : 3선의 기초의원을 지내고 도의회에 입성했다. 어떤 각오로 임하고 있는가? 

A : 초선의 광역의원이지만 기초의원으로서의 경험이 풍부하기에 우선 전체적인 상황을 보는 것은 어렵지 않았습니다. 그간 자치행정에 관련된 문제들만 파악했다면 이제는 교육과 소방업무가 포함된 광역자치행정에 대해 공부하고 있습니다. 현재 경주시와 경상북도는 재정적인 부분들이 미흡합니다. 그리고 역사문화도시 복원과 문화융성시대 선도를 위해서 필요한 재정적인 힘이 부족합니다. 그래서 경북의 문화를 알리기 위한 활동은 물론, 지역경제의 활성화를 위해 새로운 일자리 창출과 효과적인 재정확충 방안을 마련하고 주민들을 위한 복지활동에 전념할 생각입니다. 

Q : 제10대 경상북도의회가 출범한지 이제 100일이 좀 더 되었다. 어떤 활동들을 해 왔는가?

A : 그동안 도금고 이자 관리를 비롯한 재정 관리 실태에 관하여 공부하면서 각종 문화행사에 많이 참석했다. 제가 살고 있는 경주시는 물론 봉화은어축제를 비롯한 타도시 문화행사에도 가능한 시간을 쪼개어 가 보았습니다. 그리고 지역현안에 관한 학술회의에 참석하여 전문가들의 견해를 경청하였고 23개 시?군에서 오신 60명의 동료 도의원들과 사심 없는 많은 대화를 나누었습니다. 기초의원시절에 다루지 않았던 교육현안과 소방분야는 아직도 모르는 것이 많아서 타 상임위활동에도 귀를 열어놓고 늘 배우고 자세로 활동을 하고자 노력해 왔습니다. 그리고 나머지 시간은 다양한 계층의 경주시민들의 목소리를 듣고 있습니다. 보아도 보지 않은 것처럼, 들어도 듣지 않은 것처럼, 말하고 싶어도 말 못하는 척 당분간은 조용하게 낮은 곳 어려운 곳의 시민과 도민들의 삶의 현장을 있는 그대로 파악하고자 합니다. 10대 경북도의회 개원 첫 도정질의 기회에 경북도금고 이자관리 개선방안, 신라왕경복원사업의 실현을 위한 극복해야 할 문제점 등에 대한 세밀한 자료수집과 질의 그리고 집행부의 긍정적인 답변을 받아낸 보람을 얻었습니다. 2015년부터 중앙정부에서 전국의 지자체들의 무분별한 낭비성 행사에 대한 재정적인 지원감축 계획에 일면 공감하면서도 역사문화관광도시 경주시의 특성상 문화 축제성 행사를 갑자기 줄일 수 없는 딜레마를 어떻게 해결할지 경주시와 경북도와 긴밀한 협의를 하여야 합니다. 관광도시의 특성상 늘 새로운 볼거리 먹거리로 관광객을 유인하여야 하는데, 그에 필요한 재원의 확충이 경주시 자치행정의 영원한 숙제입니다. 경주시의원의 경험을 바탕으로 차분하게 도의원 활동을 펼치고 있습니다.   

Q : 지역현안에 대한 말씀 부탁드립니다. 

A : 현재 경상북도의 가장 큰 문제는 아마 국내 최초의 중수로형 원전이자 계획수명이 다한 월성 1호기의 재가동 문제일 것이다. 아직 안전성 문제로 논란이 있는 방폐장문제, 2015년말 한수원본사 완공과 함께 경주로 오는 직원 사택 위치를 둘러싼 한수원측, 경주시, 시민들간의 이견차를 줄이는 문제, 1998년 시작하여 2015년 7번째 행사이후는 국비지원이 전면 중단될 것이 확실한 경주문화엑스포의 향후 방향문제, 매년 30억원의 적자가 예상되는 경북관광공사의 향후 운영문제, 역시 2015년 5월에 완공되어 경주시 자체로 운영하기엔 재정적인 부담이 될 화백컨벤션센타가 포함된 보문관광단지의 정상화를 위해서 경북도와 경주시는 긴밀한 협조관계를 유지하여야 할 것입니다. 해마다 천만명이 넘는 외국관광객이 한국을 찾고 있지만 경주를 찾는 외국관광객은 50만명 정도라는 부정할 수 없는 통계는 한국을 대표하는 역사문화관광도시 경주관광의 명예에 상처를 주고 있습니다. 국내는 물론 세계적인 관관산업의 유행변화에 경주시는 물론 경북도의 관광산업정책 또한 획기적인 변신을 하여야 한다고 봅니다. 대선이나 총선마다 많은 후보들이 늘 지역균형발전을 외치지만 아직도 도시가스가 공급된 도시지역과 도시가스가 공급되지 않는 농촌지역간의 난방비 차이는 서민들의 삶의 생활비 부담에 격차를 주고 있습니다. 그래서 늘 발생하는 크고 작은 지역현안에 대하여 도의원으로서의 역할에 충실하고자 합니다.

Q : ‘이진락 의원’하면 음악으로 소통하는 정치인으로 알려져 있다. 음악은 어떤 의미인가?

A : 사실 정치인하면 주민들과 소통하는 창구가 부족합니다. 딱딱한 이미지 때문에 선거 때만 관심 갖는 이미지가 크죠. 그래서 음악이 중요하다고 생각합니다. 저는 틈틈이 동호회에서 배운 아코디언 연주를 통해서 지역의 양로원이나 사회복지시설과 경로당 등을 찾아  어르신들께 음악을 통해 작은 행복을 드리고자 노력하고 있습니다. 현실적으로 각종 행사에 내빈들이 많아서 도의원이 축사를 할 기회는 거의 없습니다. 다행히 저는 아코디언을 가지고 가서 식전공연에 한 두 곡씩 들려드리면서 시민들과 함께 하려고 합니다. 특히 얼마 전 다녀온 동유럽의원연수에서는 그 나라의 다양한 문화를 보고 배웠지만 그곳의 길거리 음악연주단과 함께 아코디언 연주 협연을 통해서 한국의 존재를 많이 알렸습니다. 모차르트의 고향인 오스트리아 짤스부르크에서 길거리 아코디언악사를 만나 아리랑 등을 연주하였습니다. 세계 각국의 수많은 관광객들이 몰린 체코 프라하城 대통령집무실 부근 광장에서는 그곳에서 늘 연주하는 클라리넷, 콘트라베이스, 아코디언, 바순 4중주 악단의 일원으로 아코디언 연주를 통해 한국의 존재를 알리는 민간문화사절 활동을 펼쳤습니다. 아직은 실력이 부족하지만 틈만나면 만나는 시민, 도민은 물론 어떤 자리에서도 아코디언을 매개체도 친밀도가 쉽게 생겨나더군요. 그래서 음악과 출판을 통해서 자연스럽게 시민들과 소통하는 도의원이 되고자 합니다.  

Q : 마지막으로 앞으로의 의정기간동안 이루고 싶은 목표나 계획이 있으시다면? 

A : 2012년도 전기공학 박사학위 취득 후 다시 공부하여 10년 만에 지난 2014년 2월에 신라왕릉 전기탐사를 주제로 고고학전공 박사논문을 내었지만 딱딱한 학문적인 껍질을 걷어내고 신라왕릉과 중국황제릉을 수없이 답사한 사진을 위주로 새로운 연구서적을 내고자 합니다. 마침 전개되는 신라왕경복원사업과 맞물려 학문적으로도 의미 있는 내용이지만 도민들이 재미있게 볼 수 있는 책이 되도록 준비하고 있습니다. 또한 경북도민들의 재능기부를 통해서 경북의 문화융성시대가 앞당겨지기를 희망하고 최소한의 도비지원을 통해 위대한 경북도민들의 손으로 경북의 문화융성시대가 밝아지기를 소망합니다. 전자, 철강, 자동차산업의 성장과 함께 했던 경북의 산업도 이제는 저성장시대를 너머 구조조정의 아픔을 겪어야 합니다. 동해안 에너지클러스터 사업이 착실히 진행되고 경주의 양성자가속기연구센터, 포항의 차세대 방사성가속기를 바탕으로 원자력해체기술연구센타가 경북에 유치되어 미래과학산업에 경북이 앞장서기를 희망합니다. 신라왕경복원이 착실히 이루어지고 경북도의 일자리 창출이 중단 없는 전진을 이어가도록 저도 노력하겠습니다. 전기공학과 고고학의 융합학문 지식을 체험한 저로서는 기초의원 활동을 바탕으로 경북도의원으로서 늘 새로운 역할과 도전을 즐기고자 합니다. 항상 경북도민들과 함께 하는 성실한 의정활동을 꿈꾸고 있습니다.

Q : You served in the local council for three times and is now a member of the provincial council. What's your resolution?

A : Although this is the first time I serve in the provincial council I've had many experience so it wasn't difficult to see over all situation. If I've been working on the self-governing administration, I'm now working on the wide-area self-governing administration which involves education and fire-fighting. Gyeongju city and Gyeongbuk province have a weak finance at the moment which causes a lack of financial power to implement the restoration of historic cultural city and cultural booming era. So I'm going to focus on PR for Gyeongbuk culture, creating jobs for activation of regional economy, effective plans for securing the budget, and welfare activity.

Q : It's been around 100 days since the inauguration of the 10th provincial council. What have you been doing?

A : I've been managing the money and interest while studying the actual condition of the financial management. I've been participating in various cultural events including Gyeongju, where I live, Bongwha Sweetfish Festival and other cities. I also participated in an academic conference on local issues to hear the opinions of experts and share my thoughts with 60 provincial members came from 23 cities and counties. Because I still don't know much about the educational issues and fire-fighting field, I'm opening my ears and trying hard to learn the fields. As for the rest of the times, I'm hearing the citizens' opinions in Gyeongju. Without judging carelessly on each matter and issue, I'd like to understand the lives of our people first. However, I have collected meticulous information on interest management improvement plans and the problems to be overcome for The Restoration Project of the Capital of Shilla, and have received a positive answer from the executive department.

Q : Tell me about current local issues.

A : The biggest problems we have at the moment are the Korea's first heavy water reactor type nuclear facility and the re-operation of the Wolsung Nuclear Power Plant 1 which its expected life has already expired. Other issues include radioactive waste site problem, the conflict between KHNP and Gyeongju city on the dormitory location of KHNP head office which will be moved to Gyeongju in late 2015, the future direction of Gyeongju Culture Expo started in 1998 but will not receive supporting fund from the government from 2015(7th event), the management problem of Gyeongbuk Tourism Corporation which is expected to have $3m deficit every year, the normalization of Bomoon Tourist Complex, including Gyeongju CVB, which is a burden to the city to run alone without a cooperation between the city and the province. Its quite shameful that 10 million foreigners are visiting Korea every year but only 50,000 of them visit the city which actually is THE historical and cultural city. The city and the province have to work together, in accordance with the global tourism trend, to change or improve the related policies. Many candidates voice the same, whenever the election season comes, for balanced regional development but there still is difference on the cost of living between the area where the city gas is provided and the area which has not. Therefore, I'd like to more focus on practical problems. 

Q : Apart from being a member of the council, you are also known as "music". What does it mean to you?

A : Generally, politicians have less channels to communicate with the residents. Many get interested in them only when the election season comes. That's why music is important for me. I learned the accordion from a music club and regularly visit nursing homes, social welfare facilities, and senior citizen centers to play for them. Practically, there are many guests in various events so the provincial members can rarely have an opportunity to have a congratulatory speech. I once have met a street accordion player on the street in Salzburg, Austria and played Arirang and some other tunes. More interestingly, I've done private cultural ambassadors activities as a member of a quartet(clarinet, double bass, accordion, bassoon) on the square near the presidential office in Prague. 

Q : Lastly, are there any goals or plans you would like to achieve?

A : I finished a doctoral course in electric engineering in 2012, and presented a yet another doctoral thesis in electrical exploration on Silla royal tombs in February 2014. Now I'm planning to publish a research book based on the photos I collected when I visited Silla royal tombs and Chinese imperial tombs. The Restoration of Silla Capital Project is being carried out just in time and I hope my book will be an interesting book for people to read. I hope that the era of Gyeongbuk's cultural boom will be moved forward by the resident's talent donation alongside the province's supporting fund. The existing Gyeongbuk's industry such as electronics, steel, and car will have to be suffered from its reconstruction to grow. I hope that East Sea Energy Cluster Project will be processing as planed and the Atomic Disintegration Technology Research Center will be invited to the province based on the Proton Accelerator Research Center in Gyeongju and the Next Generation Radiation Accelerator in Pohang in order for the province to lead the future science industry. I'll do my best for The Restoration of Silla Capital Project and creating jobs. With my knowledge and experience, I'd like to enjoy my new role and challenge. I'll always be with the residents of the province. Thank you.
