제주자치도 향토자원 산업화로 농촌 지역경제 활력을!

향토산업 육성사업 선정권한이 종전 농식품부에서 시·도로 이관됨에 따라 2015년도 향토산업 육성사업 신규지구부터는 도 주관으로 공모 및 심사평가를 거쳐 최종 사업대상자를 선정(2개지구· 60억원)하게 되는데, 지난달 10월 17일~ 11월 14까지 행정시를 통해 사업계획서를 접수 받았다. 향토산업 육성사업은 농어촌 지역에 부존해 있는 유·무형 향토자원을 발굴, 1·2·3차 산업간 융·복합화를 통해 지역핵심전략사업으로 육성함으로써 지역경제 활성화를 유도하기 위한 사업으로서 현재까지 도에서는 2007년 2개사업을 시작으로 모두 9개사업· 30,260백만원을 투자하여 추진완료 되었거나 추진 중에 있으며, 활용된 향토자원은 녹차, 흑돼지, 감귤, 구좌당근, 우도땅콩, 우뭇가사리, 블랙컬러 농산물 등이다. 

2015 향토산업 선정과 관련하여 사업 대상자는 농업인 조직, 생산자 단체, 학계?연구기관, 제조?가공업체, 행정시장 등 산·학·연·관이 참여하는 클러스터 사업단으로 지원대상 향토자원은 올해 농식품부 계획에 의거 행정시를 통해 일제조사를 거쳐 농식품부로 제출한 자원으로 추진해야 된다. 대상자 선정은 도 주관으로 농경제·산업, 제조·가공, 경영· 마케팅 등 다양한 분야의 민간 전문가로 심사 평가단을 구성하여, 1차 서면검토 후 3개지구(1.5배)를 예비선정하고 2차 현장평가를 거쳐 최종 2개지구 사업 대상자를 선정하게 되는데 선정된 2개 지구에 대해서는 지구당 4년간·30억원이 투자되어 사무국 운영, 제품 및 브랜드 개발, 홍보 마케팅 등 S/W분야와 가공시설 및 홍보·체험관 구축 등 H/W분야에 포괄지원방식으로 지원받게 된다. 자세한 사항은 도 홈페이지(www.jeju.go.kr)에 안내되고 있다.

전국체전 환경정비 온 도민과 함께 나선다 !

제주특별자치도에서는 제95회 전국체전의 성공적인 개최를 위해 환경정비에서부터 민?관이 하나되어 손님맞이 준비에 만전을 기하고 있다고 밝혔다. 제주도에 따르면, 9월29일부터 11월10일까지 전국체전 대비 대청결 특별기간으로 정하여 환경정비에 만전을 기하고 있다고 하였다. 이에 따라 주요도로로변, 경기장주변, 관광지, 공항?항만등을 중심으로 대대적인 환경정비를 실시하고 있으며, 특히 환경정비 대상지 별 전담부서를 지정하여 도민?각급기관?단체, 공무원이 하나된 전국체전대비 대통합 환경정비 운동을 전개하여 모든 지역주민과 방문객이 쾌적한 환경속에서 전국체전을 치룰 수 있는 여건 조성에 최선을 다하기로 하였다. 또한 도에서는 현재 환경정비 상황실을 설치 운영 중이라고 밝혔다.

현재 전국체전 종합상황실에 환경정비분야 상황반을 편성 운영중에 있으며, 행정시별로 상황근무자 및 기동수거반을 편성?운영하여 청소민원에 대해서는 즉시 접수 및 조치를 실시하고 경기장 주변 및 시가지 청결 유지에 만전을 기하는 한편, 전국체전 개최 기간에는 경기장별 쓰레기 처리상황 실시간 파악 및 비상시 처리에 한 치의 소홀함이 없도록 최선을 다하기로 하였다.

한편 도 관계자는 도내 거주인구와 유입 관광객의 지속적인 증가에 따라 생활 폐기물 발생량도 큰 폭으로 늘어나고 있어 처리에 어려움이 많다고 밝혔다.

도에서는 가정에서부터 쓰레기 배출량 줄이기를 적극 실천해 줄 것과 쓰레기 배출시에는 쓰레기 종류별 배출방법에 따라 배출하는 성숙한 도민의식을 보여줄 것을 당부하였다.

Jeju Special Self-Governing Province vitalizes regional economy by industrializing local resources.

As the right of selecting the local industry promotion project moved to city or province from Ministry of Agriculture, Food and Rural Affairs, Jeju province will manage, advertise, and choose the recipients of the project(2 districts, $6m) from 2015, and they received business plans between 17 October and 14 November from candidates through Jeju city. The project finds both tangible and intangible local resources to promote them as a regional core strategic project by blending primary, secondary and tertiary industry. The province started 2 projects in 2007 and currently is proceeding(or has proceeded) 9 projects. The utilized resources so far are green tea, black pig, tangerine, guja carrot, woodo peanut, agar-agar, and black colored agricultural products. 

The recipients for 2015 project will be farmer's or producer's organizations, academic & research centers, manufacturing & process enterprises, administration and market. The local resources for the project have to be submitted to the Ministry of Agriculture, Food and Rural Affairs through simultaneous check. Regarding the selection of recipients, the judge is consisted of private professionals from various fields and managed by the province. They screen the proposal first, choose 3 preliminary districts, evaluate the site, and finally select 2 districts which will receive $3m for 4 years to run the project including development of product & brand, PR & marketing and building facilities & experience venues. The people of Jeju carry out environmental maintenance for National Sports Festival.

Jeju Special Self-Governing Province said that they and the people are doing best to maintain a clean environment for a successful 95th National Sports Festival in Jeju. The province made the period from 29 September to 10 November as the special period for 'the big clean up' around main traffic lanes, stadiums, tourist spots, airports and harbors. They appointed a charge department and made a situation room to control the cleaning to create a fresh environment for the festival. The situation room is running an enhanced watch team & a pick-up squad to immediately solve the problems and checking the rubbish removal situation around the stadiums in real time. Meanwhile, an official of the province said that there is a difficulty of handling a large amount of household waste due to the resident population and the continuous inflow of tourists. The province asked the residents to reduce the waste and throw it away separately according to its kind.
