미래부, 과학기술로 재난재해 대응 강화 모색한다

미래창조과학부 최양희 장관은 지난달 9월 18일 오후 서울 논현동 한국이노베이션코칭센터에서 재난재해 과학기술 실무위원회 및 소위원회 착수회의를 개최하고, 「재난재해 대응 과학기술 역할강화 3개년 실천전략」수립을 본격화했다. 실천전략(안)은 과학기술 정책의 조정, 정부 주요 연구개발 사업의 배분?조정 권한이 있는 국가과학기술심의회의 차원에서 수립되는 것으로, 미래부, 안전행정부, 소방방재청 등 관계부처 합동으로 재난?재해 선제적?체계적 대응을 위한 과학기술의 역할 확대를 도모하고자 수립을 추진하게 되었다.

최근 빈번한 재난?재해의 발생, 피해규모의 대형화, 유형의 복잡화 등으로 사회 전반의 불안감이 증대되고 있는 상황에서, 재난?재해 피해 최소화, 국민 불안해소에 기여할 수 있는 과학기술의 역할 확대 요구가 증가하고 있다. 하지만, 재난재해 대응 과학기술 분야 정책 및 사업은 부처별로 각기 수행되고 있으며, 이를 효과적으로 연계?조정하는 통합적 전략이 부족하다는 지적이 지속적으로 제기되어 왔다. 이를 해결하기 위해, 실천전략(안)에서는 재난?재해 과학기술 대응 중점추진 과제별 10개년 종합전략을 제시함으로써 부처별 추진 업무의 통합적인 방향성을 제시한다는 방침이다. 아울러, 10개년 종합전략 중 단기간 내에 성과 창출이 가능한 과제 내용으로 3개년 실천전략을 마련하여, 국민이 체감할 수 있는 성과를 창출하는 것으로 목표로 삼고 있다. 미래부는 실천전략(안)이 내실있게 마련될 수 있도록 재난?재해 분야를 비롯하여 다양한 분야의 산?학?연 전문가로 추진체계를 구성하고, 관계부처 공무원의 수립과정 참여로 부처간 협조체계를 구축하여 정책의 실효성을 제고할 예정이다.

미래부는 실천전략(안) 수립의 추진방향을 설정하고자 부처추천 전문가 등 각 분야의 명망있는 전문가로 ‘재난?재해 과학기술 추진위원회’*를 지난 8월초에 구성하였으며, 추진위원회는 국내외 문헌, 대국민 설문조사 분석 등을 통해 재난?재해 과학기술 대응 관련 주요 아젠다를 도출한 바 있다. 실천전략(안)을 토대로 매년 상반기에 차기년도 ‘(가칭) 재난?재해 주요 연구개발 투자방향(안)’을 마련하고 예산(안)에 반영을 추진할 예정이다.

미래부, 바이오벤처기업인 키운다

미래창조과학부는 지난달 9월 17일 미 국립보건원(이하 NIH)와 손잡고 금년부터 추진 중인「한-미 BT분야 창조경제 리더 양성사업」에 참여 할, 25명의 예비 리더를 최종 선발했다고 밝혔다. 이번 사업은 국내 연구자가 미 NIH에서 공동연구를 수행함과 동시에 기술이전 교육프로그램을 이수함으로써 창업 및 기술이전 역량을 강화하는 사업*으로, 벤처기업인을 꿈꾸는 국내연구자를 맞춤 지원한다. 이번에 선정된 창조경제 예비 리더 25인은 ’14년 12월부터 NIH 소속의 국립암연구소(NCI), 국립노화연구소(NIA) 등 실험실에서 공동연구를 수행하는 한편, NIH 기술이전실(OTT)의 지재권, 기술마케팅, 협상기술 등 교육프로그램을 이수하여 창업 및 기업가 정신을 함양하게 된다. 미래부 이진규 연구개발정책관은 “이번 「한-미 BT분야 창조경제 리더 양성사업」을 통해 미래부는 미국의 생명과학 분야 대표적인 공공기관인 NIH와 보다 긴밀한 협력 관계를 구축”하였으며,  “BT분야에서 선진적인 연구 및 창업?기술이전 역량을 보유한 NIH와의 협력을 통해 국내 우수한 연구자들이 향후 창조경제를 이끌 리더로서 우리나라 BT분야 발전에 기여할 것으로 기대된다.”고 전했다.

Ministry of Science, ICT and Future Planning reinforces disaster confrontation system with science and technology

Yanghee Choi, the Minister of Science, ICT and Future Planning held a business committee and a subcommittee launching meeting for disaster confrontation science and technology on 18 last month at Korea Innovation Coaching Center in Nonhyun, Seoul, and started building up the '3 Year Practical Strategy of Disaster Confrontation and reinforcing the Role of Science & Technology'. The Strategy is to be built on the level of National Science & Technology Council which has the right to distribute and adjust the government's major R&D projects as well as science & technology policy. Its purpose is to expand the role of science and technology in disaster confrontation, and is delivered jointly by the Minister of Science, ICT and Future,  the Ministry of Security and Public Administration, and the National Emergency Management Agency.

In the current situation of increasing social unrest caused by big and complicated disasters, the demands for the expanded role of science & technology to reduce the damage, and to solve the anxiety of people, are high. However, the policy and the projects of disaster confrontation in the science and technology field used to be preceeded by individual departments, and it has been suggested that an integrated strategy which can effectively control the situation is insufficient. To solve this problem, the Practical Strategy will suggest integrated direction of each department by introducing the '10 year total strategy of disaster confrontation science and technology' according to its task. In addition, they have a goal to harvest convincing results which people can acknowledge by the 3 year practical strategy of 10 year total strategy which can create its result in a short period of time. For this, they will form a driving force by inviting specialists from industry-academic cooperation, and enhance the effectiveness of the policy.

They actually made 'disaster science & technology promotion committee', consisting of renowned experts in various fields, last August. And they have drawn a main agenda relating to disaster confrontation science & technology through analyzing domestic and foreign documents and survey. They are planning to create 'disaster R&D investment direction(tentative name)' based on the Practical Strategy and reflecting it into the budget.

Ministry of Science, ICT and Future Planning raises up bio venture entrepreneurs

Ministry of Science, ICT and Future Planning chose 25 prep leaders on 17 last month who will participate in 'Korea-US Creative Economy Leader Training Project in BT field', held from this year by the Ministry and NIH(US National Institute of Health). The project is for domestic researchers to carry out mutual research at NIH and complete the educational programmes in order to strengthen their ability to start a business and technology transfer. They support domestic researchers who dream to be a venture entrepreneur. The 25 prep leaders will carry out mutual research at NCI(National Cancer Institute) and NIA(National Institute on Ageing) which belong to NIH, and complete the programmes like intellectual property rights, technology marketing, and negotiation skills of NIH's OTT(Office of Technology Transfer). Jinkyu Lee, the head of the Ministry's R&D Policy Department, said "the Ministry has built a more intimate cooperation relationship with NIH, which is a representative public organization in life science field, through 'Korea-US Creative Economy Leader Training Project in BT field'. We are expecting that the excellent domestic researchers, as the leaders of creative economy, will contribute to Korea's development in BT field through cooperation with NIH which has advanced research technique and skills for setting up a business & technology transfer in BT field."
