최 부총리, "일자리 창출에 정책역량 집중하겠다"

최경환 부총리 겸 기획재정부 장관은 지난달 17일 "앞으로 국민 모두가 일을 통해 희망과 행복을 느낄 수 있도록 일자리 창출에 정책역량을 집중하겠다"고 밝혔다. 최 부총리는 취임 후 첫 행보로 이날 새벽 경기도 성남 인력시장을 찾아 근로자들과 간담회를 갖고 이같이 말했다. 그는 "새 경제팀의 수장으로서 모든 경제주체들이 신명나게 활동할 수 있도록 의욕과 활력을 불어넣는 것이 가장 큰 과제"라면서 "임시ㆍ일용직을 포함한 비정규직에 대해서도 관심을 가지고 대책을 마련하겠다"고 강조했다. 특히, "임시ㆍ일용직 비중이 높은 건설근로자에 대해선 임금체불 근절방안 마련, 건설기능향상 훈련 확대, 건설공제사업 활성화 등 건설근로자의 고용안정 및 복지증진과 관련한 다양한 정책을 추진하겠다"고 약속했다. 최 부총리는 이날 철근 관련 근로자들이 일자리를 찾기 위해 모이는 성남 태평동 근로자쉼터를 방문해 일자리 동향을 점검하고 근로자들을 격려했다. 이어 성남 중앙동에 위치한 두리인력소개사무소로 이동해 구인기업 대표 및 근로자들과 조찬 겸 간담회를 갖고 일용직 근로자들의 애로사항을 들었다. 그는 "안정적인 일자리와 안전한 근로현장은 행복한 삶의 출발점"이라면서 "근로자들이 안심하고 일할 수 있도록 작업현장의 안전성을 확보하고자 고위험 건설현장을 중점 관리하고 산재율을 반영한 종합심사낙찰제를 시범 실시하는 등 제도적으로 뒷받침하겠다"고 전했다. 

최 부총리, "규제 혁파…도전적인 기업에 과감한 인센티브"

최경환 부총리 겸 기획재정부 장관은 지난 20일 "새 경제팀은 기업의 투자에 걸림돌이 되는 규제를 혁파하고 도전적인 기업에는 과감한 인센티브를 줄 것"이라고 밝혔다.

최 부총리는 이날 인천남동산업단지를 찾아 입주기업 대표들과 간담회를 열고 "기업인들의 기를 되살리는 것이 무엇보다도 중요하다"며 이같이 말했다. 그는 "9988(기업의 99%, 일자리의 88%)이란 말이 있듯, 중소ㆍ중견기업은 우리 경제의 버팀목이자 미래이고 희망"이라면서 "우리 경제를 업그레이드할 수 있는 마스터키는 중소ㆍ중견기업에 있다"고 설명했다.

그러면서 "정부는 더 단단하고 더 촘촘한 중소기업 성장사다리를 구축하겠다"며 "우수한 기술과 아이디어만 있으면 회사를 창업해 중견기업, 더 나아가 대기업까지 키워나갈 수 있도록 지원하고, 혹시 실패하더라도 일어설 수 있도록 재도전 환경을 조성해 기업가 정신을 되살리겠다"고 강조했다. 특히, "중소기업의 설비투자에 가속상각제도를 도입하고 공정자동화 설비 수입에 관세 감면을 확대하는 등 중소기업의 투자를 촉진하기 위한 세제지원 방안을 검토하겠다"고 덧붙였다. 최 부총리는 "젊은 세대들이 기피하는 노후 산업단지의 리모델링 추진 체계를 근본적으로 개편하는 방안을 마련하겠다"며 "산업단지 내 주거ㆍ보육ㆍ교통ㆍ안전ㆍ복지ㆍ문화시설 확충을 관계부처 합동으로 지원해 2017년까지 최대 25개 노후 산업단지를 리모델링하겠다"고 밝혔다. 또한 "2015년부터 주차난이 심각한 지방자치단체의 공영주차장 건립비용을 중앙정부도 일부 지원할 계획"이라며 "남동산업단지와 같이 주차난이 심각한 경우, 지자체와 협의해 지원대상에 포함될 수 있을 것"이라고 전했다. 그는 "최근 원화강세로 어려움이 커지고 있는 수출 중소기업에 대해선 단기적으로는 환율변동에 취약한 업종을 중심으로 정책자금과 환변동보험 등 무역금융을 활용해 지원하겠다"고 강조했다.

Vice deputy-prime minister Choi, “I will concentrate on creating more jobs with a strategic power” 

Vice deputy-prime minister and minister of strategy and finance, Choi, Kyung-Hwan said on 17^th of last month like this. “I will focus on making more job opportunities so that people could feel happy and hopeful by what they are doing for a living from now.” 

Vice deputy-prime minister Choi visited a manpower market in Seongnam, Gyeonggi-do and had a meeting with workers as his first footstep as a vice deputy prime minister and said that. He emphasized, “As a head of new economic team, the biggest thing to do is to encourage and activate all the economic main agents to work vividly and lively. Including temporary and day job, I will think of plans for the irregular employees as well.” Especially, he promised, “as for construction labor workers who take up a high percentage of temporary and day job, he will set up various policies related to stable employment of construction labor and welfare promotion such as having a solution for stopping the overdue wages, expanding training program of development of construction function and activation of construction financial business.” 

On the day, the vice deputy-prime minister Choi visited a workers’ shelter located in Taepyeong-dong, Seongnam to check out the work situation and cheered them up. Later, he moved to DOORI Manpower Office in Joongang-dong, Seongnam and had breakfast and meeting and also, he listened to their difficult things for the job. He explained, “Stable job and safe work environment is a start-line of happy life. I will support things institutionally like initiating a total bidding system reflected on the rate of industrial accidents and manage intensively a highly dangerous construction site in order to get safety of the cite so that all the workers there could work safely.” 

Vice deputy-prime minister Choi, “Innovation of regulation, a bold incentive for challenging company” 

The vice deputy-prime minister and minister of strategy and finance Choi, Kyung-Hwan revealed something on 20^th of last month. “Our new economic team will break all the regulations to be a setback for company’s investment and give a great deal of incentive to challenging companies.” 

Vice deputy-prime minister Choi went to the Incheon Namdong Industrial Complex on the day and had a meeting with residential CEOs and said, “It is more important to cheer business people’s energy and motivation”. He explained as well, “As we have a saying like ‘9988’, which means 99% of companies and 88% of jobs, Korean small and medium sized companies are our economic support, future and hope. So, the master key to upgrade Korean economy has small and medium companies like you are working on now.” 

On the other hand, he emphasized, “The government will build up the ladder for growing up for the small companies and it will more concrete and finer. If there is a great skill and idea, we will support them to start the business and even help to develop into bigger companies afterwards. Even thought they fail, we will give more chances to revive them to stand up again, so that they could still have the business mind.” In particular, he added, “I will look for more tax supporting methods to stimulate the investment from small companies and expand tax-free toward fair-automatic equipment import and even take an accelerated depreciation to the capital expenditures of small companies.” Vice deputy minister Choi spoke as well, “I will have some solutions to improve the remodeling promotion system of old industrial complex, which young people avoid it fundamentally. With supporting to increase housing, baby-care, transportation, safety, welfare and cultural facilities inside of the industrial complex, so I will make up for 25 old industrial complexes at the maximum until 2017.” 

Besides, he said, “From 2015, I will plan to support some parts of the cost of building up of public parking lot where there are serious parking problems in local self-government. In case of the worst case such as the Incheon Namdong Industrial Complex, that place will be able to be included in the list of supporting by discussing on that with the local government.” And, he emphasized, “Lately, as for small companies struggling with exporting due to the strong value of won, I will support using trade finance like policy money and money exchange insurance for more vulnerable companies because of that problem, for the temporary plan.”
