中 대표 기업인 몰려온다, “한국 투자 관심”

시진핑 주석 방한을 계기로 한국에 투자를 확대하려는 중국 기업들이 대거 몰려왔다. 4조 달러의 외환보유고, 10억 달러 미만의 해외 M&A자유화, 중국정부의 해외투자 촉진정책에 힘입어 세계의 주요투자자로서의 지위를 강화하고 있는 중국 기업들이 이번 기회에 한국에 눈을 돌리고 있다. KOTRA(사장 오영호)와 산업통상자원부(장관 윤상직)는 지난달 3일 KOTRA 본사에서 시진핑 주석을 수행해 방한한 중국기업대표단 123명을 대상으로 한국 투자환경 설명회를 개최했다. 중국 기업대표단은 상무부 관계자 7명과 주요 기업 94개사에서 116명이 참석했다. 설명회 참가 기업들은 금융·투자·무역·서비스, 인프라 건설 및 부동산 개발, 제조 및 바이오·의약, 농업 및 광업 등 주로 대한투자 유망분야로 구성됐다. 중국 부동산 리더 상하이세무, 30개 계열사를 거느리고 있는 신화연부동산, 세계 최고도에 철도를 건설한 중복가신그룹 등 KOTRA가 중국 정부에 한-중 양방향의 투자협력 필요성을 역설하고 요청한 끝에 중국 상무부가 지난 4개월여에 걸쳐 발굴한 대한투자 관심 표명기업들이다.
“코트라는 한-중 투자협력포럼 연례화 등 지원 인프라를 구축하기 위해 노력할 것”
KOTRA 오영호 사장은 환영사를 통해 “한-중 수교 22년차, 이제는 양국 기업이 세계시장을 향해 손잡고 같이 진출해야 할 시대다. 중국 기업은 대한 투자 확대와 한국기업과의 전략적 제휴를 통해 전면적 경제협력파트너 관계를 구축해야 한다”라며 “KOTRA는 한-중 투자협력포럼 연례화 등 지원 인프라를 구축하기 위해 노력 할 것”이라고 밝혔다.
중국의 대한 투자는 작년까지 주로 제주도 부동산 및 관광레저 개발, 문화콘텐츠, 패션 등 한류산업 지분투자에 치우친 미미한 수준이었다. 그러나 올해 들어 중국 자본의 투자 움직임은 지역, 산업, 금액 모든 면에서 심상치 않은 움직임을 보여주고 있다. 중국기업 투자대표단은 설명회 개최 후 경기도 산업단지와 인천 경제자유구역청을 각각 방문하고 중국외투기업을 방문하는 자리도 가졌다.이번 중국 VIP경제사절단의 주요 관심사는 대한투자 확대로, 특히 관심을 보이는 지역은 서해안에 위치한 새만금 경제자유구역, 경기도, 인천 경제자유구역인 것으로 알려졌다.
그간 에너지·인프라 분야에 치우쳤던 중국 기업의 해외 M&A가 식음료 등 소비재분야로 확대되고 있다. 쌍용자동차 투자 철수 등으로 정체상태를 보여 왔던 중국자본의 한국투자도 올해를 기점으로 크게 증가할 것으로 보인다. 중국 내수시장 진출 확대를 위해서는 중국기업과의 전략적 제휴 등 투자협력을 통한 양국기업의 중국시장 동반 진출 전략이 유효하다. 한국과 중국간의 무역, 관광 교류 성장세를 목도한 우리의 입장에서는 중국의 대한 투자가 본격화되는 현시점에서 건전한 중국자본 투자유치를 위한 맞춤형 지원정책 마련이 필요해 보인다. KOTRA는 중국 상무부 외무발전사무국과 ‘무역·투자 지원 협력 확대를 위한MOU’도 체결했다. 외무발전사무국은 중국기업의 해외시장진출 관련 서비스를 제공하는 상무부 직속기관이다. 함정오 KOTRA 중국지역본부장은 “한-중 양국 및 기업간 무역·투자정보 공유, 공동사업 추진, 상호 교류 활동 강화를 주요 내용으로 하는 동 MOU체결을 계기로 이번에 방한한중국기업들의 對韓투자진출도 더욱 탄력을 받을 것”이라고 전했다.

Taking the opportunity of Chinese president Xi Jinping's visit to Korea, Chinese companies in large numbers flocked to Korea to expand their investment. Chinese companies are strengthening their status as major investors in the world and their move to Korea is a part of this plan backed by China's $4 trillion of foreign exchange holding, free M&A under $1 billion, and promotion policy of overseas investment. KOTRA (Korea Trade-Investment Promotion Agency) and the Ministry of Industry, Trade and Resources held a briefing session on investment environment of Korea at the head office of KOTRA on the 3rd day of last month for 123 Chinese business representatives who visited Korea alongside Chinese president Xi Jinping. The representatives were consisted of various sectors from finance, trade, investment, service, infrastructure construction, real estate development, bio, medicine, agriculture to mining industry which are considered as promising fields in Korea. KOTRA has been emphasizing the necessity of cooperation in investment between Korea and China and China's Board of Trade decided to visit Korea with their business representatives including Shanghai Tax the leader of real estate, Xinyan Real Estate which is running 30 subsidiaries, Chungbokkasin Group who built the world's highest railway.
KOTRA tries to annualize Korea-China Investment Forum and supports to create infrastructure
Oh Youngho the head of KOTRA said in his greetings that "having 22 years of diplomatic relations, it is time for both countries to advance together to the world market. The Chinese companies are encouraged to expand their investment in Korea and establish a strategic alliance with the Korean companies as their partners. KOTRA will try hard to annualize Korea-China Investment Forum and supports to create infrastructure." China's investment in Korea up to last year has been minimal and limited to real estate and tourism in Jeju Island and cultural contents and fashion in relation to the Korean Wave. However, their move is covering many areas this year. They visited industrial complex in Gyeonggi Province, Incheon Free Economic Zone and Chinese investment companies in Korea. They were particularly interested in Saemangeum Industrial Zone, Gyeonggi Province and Incheon Free Economic Zone. Also, Chinese companies' M&A is expanding to food and beverages and consumer goods from energy infrastructure. Although China's investment has been stale as shown in their withdrawing investment from Ssangyoung Motor, it is expected to give life from this year. It is necessary to establish strategic alliance with the Chinese companies in order for the Korean companies to enter China' domestic market as well as it is a good idea to prepare customized supporting plan for the Chinese investors. KOTRA signed a MOU agreement with The Foreign Development Office of China's Board of Trade. The Foreign Development Office is a direct organization of China's Board of Trade whose job is to help the Chinese companies to enter overseas market. The head of KOTRA's central region Ham Jeongoh said that "the MOU agreement, which contains share of information on trade and investment between two countries, promoting a joint enterprise and reinforcing the activities of mutual exchanges, will give momentum to the Chinese companies to invest in Korea."
