Take-Off for Joining the Ranks of Advanced Countries 

in the Upcoming Year of the Dragon Professor So Jae-Seon of Kyunghee University's Law School speak about a hope on Korea 

It was on a long-awaited cold winter day that I met professor So Jae-Seon at the Law School of Kyunghee University. He smiled, saying that the past days were warm enough to welcome a cold weather. He added that a chilly winter comes before a colorful spring, suggesting that Korea is now undergoing a bone-chilling winter just before the arrival of spring. With regard to various issues that confront our society, he gave us valuable insights into the future of Korea as he is considered a neo-intellectual of Korea as well as a guardian of this law-governed country. 


New criteria for IT, where should they go? 

Professor So Jae-Seon, who serves as a honorary president of the Korea Internet Law Association as well as a first chairman of the Korea Internet Governance Association (KIGA), has been considered a troubleshooter for various legal issues in online fields. In particular, he has played an important role in the online areas such as review on Internet advertisements or its dispute mediation, which are more delicate and complex than offline. In this regard, he said: "Although Korea is a global Internet powerhouse, it has yet to establish a proper legal system concerned. There has been a growing demand for developing Internet companies, but there was still a lack of their underlying legal systems. Indeed, Korea took the lead as far as to make world standards in various IT areas like the availability of very high speed networks. However, when it comes to legal issues, we still have to resort to western legal standards. That's partially because Korean companies do not feel comfortable with dealing with "laws" according to our corporate cultures. In fact, laws serve to make one of the greatest contributions to protecting and cultivating companies. Professor So Jae-Seon asserted that a legal system can lay a framework for Korean IT companies to join the rank of world-class businesses. He put an emphasis on the necessity for improving administrative aspects along with judiciary issues. He explained: "Currently online issues are under the overall control of the Korea Communications Commission rather than the Ministry of Information-Communication. In addition, various organizations including the Korea Internet & Security Agency (KISA), the National IT Industry Promotion Agency (NIPA) and the Korea Communications Agency (KCA) have exercised their power sporadically. Those scattered forces should be integrated into a more unified powerful system, within which they can be divided into sub areas to make definite criteria for each area." Against these backdrops, it is difficult to come up with a specialized and professional strategy for each area in a current system where Internet online areas and broadcasting communications are covered at the same time. Professor So Jae-Seon, versed in IT well enough to write related columns, is reluctant to stop his interests in this field because advances in IT can bring about a further growth of national competitiveness.

Sound Welfare against Populism 

Professor So is the first Korean man who obtained a doctoral degree in the study of private law in Munich, Germany. He managed to do so by virtue of a house subsidy from the German government. He gave us valuable insights into a German welfare policy and its social structure, which used to help this poor student from a developing Asian country to stand firmly alone as he is now. He explained: "Solving a housing issue is most fundamental to enhancing the quality of national life. In western societies, a house is not for "ownership" but for "rent." Nevertheless people there do not have any trouble in moving to other houses every other year. That's because they are protected under the Tenant Protection Act." Taking pride in his world-leading authority in the tenant protection laws, he asserted that we can protect tenants' rights when a current trend of house-based speculation and property growth disappears. He explained: "The government must provide the vulnerable with housing expenses through the Housing Subsidies Act. It is quite a different concept from the current national rental housing system. Pushing the beneficiaries into a newly-built large-scale rental housing complex is nothing more than reinforcing the class stratification through region-based stigmatization. The true welfare means that people of all the classes can lead an equal life thanks to the "invisible welfare" in which people can live in the equal environments, but do not know who benefit from housing subsidies." He suggested that it is also possible to bring about equal development among regions under the housing policy with a focus on housing stabilization and the welfare of populace. Likewise, he is a passionate educator who is willing to do more than studying and giving lectures in classrooms. The Law School of the Kyunghee University also puts a focus on global corporate law affairs and cultivates men of talent who can work as international lawyers in global companies. When our men of talent can raise their voices loudly in the world and those of other countries come here to spread Korean standards, Korea will be reborn to join the rank of advanced countries." Thanks to his definite philosophy for building up a new nation through education, his name could be on the list of international prominent educators in the Cambridge University. 

Even after finishing an interview with professor So Jae-Seon, it was still early morning when chilly frost still remained in his campus. That's because he started the interview very early morning and finished it right on time just as he teaches students "time management" as the first principle of success. At this time when students rushed to the campus for term examinations, professor So had been already ready to start his long journey of a day. As being born in the year of the rabbit, he is expected to play a better role in bringing up Korea.
