한나라당 ‘박근혜 비대위’ 공식 출범

한나라당은 지난 19일 오후 영등포 타임스퀘어에서 전국위원회를 열어 당헌·당규 개정안을 추인하고 박근혜 전 대표를 당 비상대책위원장으로 임명했다. 이에 따라 박근혜 비대위원장을 수장으로 하는 비대위가 공식 출범한 것이다.

박 전 대표는 정책쇄신과 인적쇄신의 두 축을 중심으로 한나라당을 `뼛속'까지 바꾸겠다는 의지를 가진 것으로 알려졌다.

Official Launch of "Park Geunhye Emergency Measure Committee," Grand National Party 

GNP(Grand National Party) called a meeting of a committee, conformed revised bill of the party constitution and regulations, and appointed the former GNP Chairwoman Park Geunhye as its representative of emergency measure committee in the afternoon on December 19. Therefor, the emergency measure committee was officially launched with its head of Park Geunhye. 

The former GNP Chairwoman Park Geunhye is known to have a will with which she would thoroughly change Grand National Party to the marrow, focusing on policy innovation and human resources shake-up.

최우선 기조는 ‘민생안정’

정책 쇄신의 경우, 현 정부가 전 세계적 경제 위기를 극복하는 성과를 거뒀지만 성장 위주의 경제 기조만을 고집하며 서민 생활이 어려워진 것이 민심 악화의 결정적 요인이 된 만큼, 박근혜 비대위는 `민생'을 최우선 기조로 삼고 현 정부와 경제 정책 기조 등을 중심으로 정책 차별화에 속도를 낼 것으로 보인다.

인적 쇄신과 관련해서는 박 전 대표가 지난 14일 쇄신파와의 회동에서 언급한 대로 `시스템 공천'을 통해 공정하고 투명한 공천을 진행하는 동시에 외부의 새로운 인재 영입에도 볼륨을 줬다는 점이 눈길을 끈다. 

당 관계자에 따르면 외부인사는 김 전 경제수석, 조 교수 외에 이상돈 중앙대 교수, 이양희 성균관대 교수, 조현정 비트컴퓨터 대표, 이준석 클레세스튜디오 대표 등이 비대위 외부인사로 참여했다.  

도 당내 인사로는 당연직 비대위원인 황우여 원내대표, 이주영 정책위의장 외에 당내 개혁성향의 초선 모임 ‘민본21’소속의 쇄신파 김세연, 주광덕 의원이 포함됐다.

박 비대위원장은 개혁성향의 외부인사가 절반 이상 차지하고, 당내 쇄신파 초선 의원들을 포함시켜 당 개혁 의지를 강조하고, 2040(20~40대)세대와의 소통 강화에 박차를 가할 것으로 보인다.

이번 인사에는 친박계 인사들이 모두 배제되고 20대 부터 70대, 여야를 모두 아우르는 인사로 당 개혁에 대한 박 비대위원장의 고심이 드러났다는 평가다.

Foremost Keynote Stability to People's Lives

On policy reform, the present government made some outcome that it got over the global economic crisis. But the government clung to growth-driven basic economic condition only, and the life of ordinary citizens became financially worse off, which became a crucial factor in which public sentiment worsened. Park Geunhye emergency measure committee is believed to lengthen its stride to differentiate its policies from ones of the present government on economic policy bases, making Stability to People's Lives its top keynote. 

In human resources renovation, as the former GNP Chairwoman Park Geunhye mentioned at the meeting with the reform faction, she conducts fair and transparent official nomination through nomination by system and pointed up the employment of new talents from outside at the same time, which are catching our eyes.

According to an official from GNP, public figures from outside participating in emergency measure committee were as follows: former senior presidential secretary for economic affairs Kim Jong-in, Cho Dong-seong professor Seoul National University, Lee Sang-don Professor Chung-Ang University, Lee Yang-hee Professor Sung-KyunKwan University, Cho Hyun-Jung  Representative of BIT Computer, Lee Jun-seok Representative of Classestudio etc.

As public figures in the party, an ex officio member of emergency measure committee Hwang Woo-yeo the floor leader of GNP,  head of the policy committee Lee Ju-young, reform faction Kim Se-yeon and Joo-Kwang-deok who belong to "Minbon21", the meeting composed of newly elected reform-minded lawmakers, are included.

Park Geunhye chairperson of emergency measure committee appears to emphasize the reform-mindedness of the party and accelerate communication with 2040 generation (20s~40s, in their twenties through forties) with reform-minded lawmakers composed of 

more than half of the committee and first-time lawmakers of reform faction included in the committee.

In the recent personnel changes, all the figures of pro-Park Geun-hye Faction were excluded and she measured all-embracing personnel affairs (from their twenties through seventies, the ruling party and the opposition parties), which was rated as her bear serious reflection.

더 이상 친박은 없다?

우리가 추구하는 최고의 가치를 향해서 우리 모두가 하나가 돼 열심히 노력해 나가자"는 계파 해체 선언을 한 박근혜 전 대표는 공천개혁이라는 어려운 과제를 남겼다. 현역 의원도 수긍 하면서 인재영입의 길을 열어줄 공천 시스템이 그에게 필요한 시점이다. 박 전 대표는 한나라당의 국민적 신뢰를 얻기 위해서는 당명개정안 까지 검토하겠다는 의지도 내비쳤다. 19대 총선까지 민심을 돌릴 시간이 몇 개월 남지 않은 상태에서 박 전 대표가 지역과 이념, 세대 간 갈등을 없애고 국민 통합의 쇄신을 이뤄낼 수 있을지, 모두가 주목하고 있다.

과연 박 전 대표는 현명한 인재영입을 통해 이 모든 갈등을 잠재울 수 있을지, 그 반대로 자기 사람을 챙기는 모습을 보여 국민들의 실망과 당의 분열을 가져올 것인지, 2012년 초 그의 행보에 관심이 쏠리게 됐다. 

There's No more Pro-Park Geun-hye?

"For the best value we are pursuing, Let's make zealous efforts, acting with one heart and mind !" said the former GNP Chairwoman Park Geunhye who announced the dissolution of faction left the difficult task of official nomination reform. This is the time when she need official nomination reform which can win the sitting congressmen's consent and  pave the way for scouting the talented. the former GNP Chairwoman Park Geunhye shows the volition to investigate even the bill of changing the party's name for national trust in Grand National Party. Only a few months left to win the minds of the people until the 19th general election, and  the former GNP Chairwoman Park can achieve the renovation called the unity of the people without regionalism and ideology, generational conflicts? Everybody is keeping observation on that. Can she really resolve all the conflicts through scouting wise talented people? Or otherwise, does she cause the public disappointment and party's division, showing herself  to take good care of her own people? Every move by Park is drawing people's attention.
