In February 2023, the Ministry of Environment announced a complete conversion of the water management system to realize a water safety society in this time of climate crisis. To this end, the ministry has selected 10 areas of water management as key tasks for 2023.
Water safety in times of climate crisis
Building a safe supplying system
The fields that the ministry intends to apply smart technology to are flood forecasting, algal bloom forecasting techniques, eco-robots, water purification plants, and smart pipe networks. Along with this, it plans to proactively respond to water crises by investing boldly in infrastructure for responding to water crises.
The ministry said that through this, smart flood management, response to extreme drought and water demand, and preemptive response system from algae, water quality accidents, and micropollutants will be established. The ministry also said that it will build an ICT-based smart management system and strengthen the safety management system for the entire water supply process so that tap water can be safely drunk.
Supplying safe water
Integrated water management
The ministry said that it will provide smooth water supply to vulnerable areas through the installation of underground water storage dams, ICT-based distribution systems, and underground water well improvement projects as well as linking dams and estuary banks. An official said “Unlike the individual operations so far, we will run an integrated managing system.”
As part of this project, water sources for the Nakdong River are being diversified, and clean water is continuously supplied to islands and mountainous areas based on scientific data to manage the quantity and quality of water.

Localization of source technologies for the water industry and contribution to carbon neutrality
Creating new values for water
The ministry plans to implement carbon neutrality using water resources by promoting integrated biogasification of organic waste resources based on the Act on Promoting the Production and Use of Biogas Using Organic Waste Resources enacted in December of last year. An official said, “We will promote the creation of a river space that local residents want, which is safe from floods, where all generations benefit from water.”
The ministry fully supports the ultrapure water industry at the forefront of water technology. It also said that it would do its best to achieve self-sufficiency in water technology and secure export competitiveness.
Shin Jin-soo, head of the water management policy office at the Ministry of Environment, said, “We will change the water management system with the idea of remaking the 100-year plan for water management in the era of climate crisis. We will protect the lives and safety of the people from water crises through water management based on science and data. We will do our best to ensure that everyone can receive a stable supply of water and enjoy the value of water.”
