People Power Party lawmaker Eom Tae-young has proposed a bill to legalize tattoo and semi-permanent make-up in March 2, 2021. A similar proposal has been made by Democratic Party lawmaker Park Joo-min in 2020. In South Korea, tattoo is illegal for health and hygiene reasons as the doctors argue that tattoo is a medical practice without a medical license. But a voice has been made strong as tattoo is being practiced openly and widely in South Korea and even doctors as well as celebrities and politicians have a tattoo, especially for their eyebrows, and/or semi-permanent make-up nowadays.

Eom argues that tattoo and semi-permanent make-up is a practice of esthetic not of medical treatment and it must therefore be legal to activate the industry and good operation of the tattooists. 

Im Bo-ran, President of the Korea Tattoo Federation, urges lawmakers to proceed with the bill in speed as tattoo is no longer an issue to be ignored and practiced illegally as it makes all tattooists and tattooed law breakers otherwise.

“Since 2019, the Korean Tattoo Federation has made it mandatory for all member tattooists to receive health and hygiene training at least once a year and we are running the training online at the moment due to the pandemic. We have recently issued our first magazine for members to have latest news of the industry and to make their voice heard and we will distribute the magazine to beauty salons and cafes nationwide in an effort to make our arguments addressed to the people. The first issue contains the history of our legal battles and a number of academic papers on tattoo” says Im. PowerKorea
