In his New Year's meeting held online at the Blue House on January 7, Moon wished health and happiness to the people in the year 2021. Alongside heads of departments, 8 citizens were invited:  Barobaro Industry Development CEO Gu Chang-sik who saved 18 lives in the big fire in Ulsan last October, Baegae Hospital director Kim Byeong-geun who turned the hospital to a COVID-19 ward,  119Reo CEO Lee Seung-wu who recycled used fireproof suits for bags and bracelets and donated half of the profit to fire fighters, Korea Science Academy of KAIST student Park Yong-won who brought up new safety measures of delivery robots, Danha CEO Kim Nam-gyeong who modernized Korean dress, actor Youtuber Han So-young who launched a giving relay, Gwangsan District police Kim Lae-jun who saved a suicide-attempting citizen, North Gyeongsang Province police Kim Dong-hwan who saved an unconscious driver on a highway. Below is the summery of Moon's wishes. 

I wish all of you people health and happiness this year. You showed great cooperation in containing the virus last year and it was the driving force of Korean quarantine. I would like to show my great thanks to the medical staff who fought in the front line. This year is the year of recovery, consolidation and new leap forward. We will overcome the pandemic and recover the ordinary daily lives like before. The Korean New Deal will lead this recovery and push the nation up a notch.

On January 19, Moon appointed Park Beom-kye as the Minister of Justice, Han Jeong-ae Minister of Environment, and Hwang Ki-chul Minister of Patriots and Veterans Affairs. Park said that he would do his best to carry out reform of the prosecutors through mutual understanding and for that he would open communication with prosecutors first. Han said that she would do her best to carry out the Carbon Neutrality 2050, mentioning a meeting with US Climate Envoy John Kerry that he praised highly of South Korea. Hwang said thanks to Moon and brought up robot legs being supplied to soldiers on the occasion of Moon's visit to Korea Veterans Hospital on June 2017. Moon emphasized to Park the importance of cooperation, to Han building a firm foundation for Carbon Neutrality 2050, and to Hwang veterans affairs is the basis of our important policy making.
