Korea ranked 109th in the size of the land (99,720§´) but 27th in the number of population (51 million). In other words, too many people are living in the limited land. Therefore, using the land effectively should be one of the core tasks of the government. A cadastre (also spelled cadaster) is a comprehensive land recording of the real estate or real property's metes-and-bounds of a country based on which tax, land transaction and land management are measured. The problem is that Korea’s cadaster survey still uses the data made during the Japanese colonial era 100 years ago. Naturally, the accuracy is not guaranteed. In fact, 15% of the Korean lands are estimated as ‘cadastral discrepancy’ which wastes around KRW 400 billion won legal expenses (cost of litigation) a year. The good news, however, is that the Global Cadastral Survey Center, led by Director Park Ki-gwang, has been providing services with precision and accuracy and leading the advancement of the cadaster industry in Korea. Park majored in land administration at Kangwon National University and had worked for the Korea Land and Geospatial Informatix Corporation (LX) for 20 years. Park then established the center in 2004 with the largest scale high end survey equipment and has provided survey, planning, advice and licensing services for urban regeneration, housing, industrial complexes and golf courses. “Cadastral survey probably requires the most precise and accurate survey with cutting edge equipment. The Global Cadastral Survey Center has provided advanced services in the field for many years and has made substantial contributions to the development of the industry” says Park. Park has engaged in a number of large scale projects and supported the government policy to turn the existing system to ‘numerical cadaster’ that clarifies the borders with coordinates. Park said that it is necessary to expand the affected areas of the ‘numercial cadaster’ and to push it forward in full swing with a long term perspective. However, Park points out the inefficiency of the ‘technical evaluation’ carried out by the LX. “The government is to turn ‘cadastral confirmation survey’ to private agencies but the ‘technical evaluation’ can make the survey twice the work which will possibly cost unnecessary time and money. It can also be used as a tool to control the orders from the LX to private agencies. Furthermore, the evaluation can violate the equality rights since the LX itself is one of the conductors like private agencies.” Meanwhile, Park is serving as President of Korea Cadastral Survey Association, a board member of the Korean Society of Cadastre and a member of the Advisory Committee of the Korean Cadastre Information Association. “As the president of the association, I will provide my utmost effort to lift up the unrealistic regulations and to promote the rights and interests of the members.” It is noteworthy that, with a good heart, Park has been raising a scholarship fund on a regular basis for students in excellence and in need in an effort to foster talented young students who will make contributions to national development of Korea in the future. Park is making donations to Singdong Elementary School, Kangwon National University, World Vision and disabled organizations.
