문재인 대통령, ‘한-베 과학기술연구원’(VKIST) 착공식 참석해
문재인 대통령은 국빈 방문 첫날인 지난 22일 한-베 과학기술연구원(VKIST) 착공식에 참석했다. 하노이 숙소에서 차로 1시간 정도 달려간 허허벌판, 하노이 호알락 하이테크파크(HHTP), 대지 79,179㎡(약 2만 3천 평)의 VKIST 부지에서 포크레인과 덤프트럭이 한창 흙을 퍼 나르고 있었다.
2020년이면 바로 이곳에 한-베 과학기술연구원(VKIST)이 위용을 드러내게 된다. 이 프로젝트는 양국 과학기술 분야 개발협력의 성공사례로 2014년부터 우리나라와 베트남 양국이 각각 3,500만 달러씩 비용을 부담해 ‘수평적 공적개발원조(ODA)’의 모범적인 사례로 꼽힌다.
한-베 과학기술연구원은 과학기술을 기반으로 한 우리나라의 산업화 성공모델을 베트남에 적용하기 위한 사업으로 단순히 건물만 함께 짓는 것이 아니라, 기자재 지원, 인적역량강화 프로그램 마련, 컨설팅도 함께 진행될 예정이다. 베트남의 지속가능 발전을 위한 과학기술인력 양성을 지원하는 사업으로, 한때 선진국의 지원으로 KIST를 설립해 눈부신 경제발전을 이룩한 우리나라가 이제는 국제사회의 발전에 적극적으로 기여해 나간다는 점에서 더 뜻 깊다.
문재인 대통령은 축사를 통해 “친구와 의지가 있으면 외롭지 않고 성공할 수 있다”는 베트남 속담을 인용하며, 베트남과 한국은 이미 서로에게 없어서는 안 될 친구가 되었다고 강조했다. 또한, 이번에 착공되는 과학기술연구원이 한국과 베트남의 신뢰와 협력의지가 얼마나 굳건한지를 보여주는 상징이라고도 말했다.

문재인 대통령, 부산항의 미래비전 선포식 참석
문재인 대통령은 지난 16일 부산항 신항에서 열린 ‘부산항 미래비전 선포식’에 참석해 부산항을 세계적 혁신항만으로 육성하겠다는 포부를 밝혔다. 이어 ‘부산항 미래비전’을 이정표로 삼아 세계적인 혁신항만 구현, 동북아 물류허브 육성, 북항재개발을 통한 신성장동력 마련, 해운산업 경쟁력 강화 지원 등의 주요 과제들을 적극 추진하겠다는 의지를 밝혔다. 
문재인 대통령은 부산항 신항과 북항을 동시 방문해 혁신항만이자 동북아 물류허브로 발돋움할 부산항 신항과 부산의 새로운 발전 동력의 전기가 될 북항재개발 현장을 통해 부산항의 미래 모습을 제시했다. 
문재인 대통령은 비전선포식 행사 참석 전 원격제어 시스템과 실시간 화물확인 시스템 등을 체험하는 시간을 가졌다. 원격제어 시스템을 이용하면 간단한 조작만으로 항만 내 컨테이너를 트레일러에 싣고 내릴 수 있다. 정부는 부산항 신항에 4차 산업 혁명 기술을 적극 도입할 계획이다. 자율운항선박, 원격제어기술, 초고속 해상통신망 구축 등으로 스마트 고부가가치 물류 항만으로 육성해 나갈 것이다. 또한 2030년까지 총 40선석을 확보하여 연간 3천만 TEU 이상을 처리하는 초대형 메가포트로 육성하는 한편, LNG 벙커링기지, 대형수리조선단지 등을 조성하여 종합서비스항만으로 개발할 것이다. 
문재인 대통령은 선포식이 끝난 후, 부산항 북항으로 이동하여 국제여객터미널에서 북항재개발사업 현장을 직접 조망하면서 사업 추진현황을 점검했다. 북항재개발 사업은 올해로 사업 착수 10주년을 맞았다. 문재인 정부의 100대 국정과제에 포함된 주요 국책사업이며 최근 1여년 사이 대통령이 직접 3번이나 현장을 방문하는 등 각별한 관심을 표한 바 있다. 특히, 문재인 대통령은 북항재개발사업 추진을 통해 북항이 다시 시민의 품으로 돌아가는 일의 중요성을 강조했다. 
문재인 대통령은 1단계 주요사업을 조속히 완료하여 오페라 하우스, 해양공원 등을 부산의 새로운 명소로 조성하는 한편, 그동안 접근하기 어려웠던 북항을 시민들이 앞마당처럼 즐길 수 있도록 할 것을 주문했다. 정부는 부산항 신항에 대규모 시설을 건설하는 제2신항 개발을 신항만건설기본계획에 반영하고, 북항 통합개발지역도 경제자유구역으로 지정하여 신해양산업의 중심지로 육성하는 방안을 적극 추진할 계획이다. 

Moon attends ground breaking ceremony of VKIST
President Moon attended the ground breaking ceremony of the VKIST (Vietnam-KIST) in Hoa Lac Hi-Tech Park, Hanoi, Vietnam. The VKIST is scheduled to complete by 2020 and it is expected to play a role model of ODA (Official Development Assistance). Both parties invest USD$35 million in VKIST and human resources programs. Korea, in particular, will play a significant role in fostering talented manpower in Vietnam by making the most of the knowledge, knowhow and experience accumulated at KIST (Korea Advanced Institute of Science and Technology). Moon quoted a Vietnamese proverb “You are not alone with friends and will” and emphasized that Korea and Vietnam had become friends in need. Moon added that the VKIST would be the symbol of trust and cooperation between the two friends when completed.

Moon promotes Port of Busan as a global logistics hub
President Moon attended the declaration ceremony of the Future Vision of the Port of Busan and showed his will to grow it as a global port and a logistics hub of North East Asia through active investment in innovation, growth engine and competitiveness. Prior to the ceremony, Moon tried himself the remote-control system and the real time logistics check-up system of the port. The remote-control system controls the loading and unloading of containers with a simple operation and the manless sailing ships and the high speed marine network also realized ‘smart management’ of the port. The Port of Busan plans to secure 40 berths by 2030 that can digest more than 30 million TEU a year, and also to create a LNG bunkering base and a large ship repair yard to back up the plan. The development of the North Port of Busan especially is one of the 100 projects of the Moon Administration and Moon already has visited the port three times to check on the process. Alongside the original functions of the port, Moon also asked officials to pay close attention to the opera house and the marine park being built at the moment. The opera house is expected to be the new landmark of the city while the North Port of Busan is expected to be included in the Free Economic Zones when completed.
