문재인 대통령, 베트남 국빈 방문해 정상회담 가져
베트남 국빈 방문 둘째 날인 지난 23일, 주석궁 앞마당에서 문재인 대통령 부부를 환영하는 공식 환영식이 열렸다. 이번 베트남 순방은 문재인 대통령의 올 첫 순방이자, 베트남에서도 올해 처음 맞이하는 국빈이다.
한-베트남 양국은 1992년 수교 이후 25년 만에 정치, 경제, 인적교류 등 측면에서 상호간 핵심 파트너로 성장했다. 베트남은 한국의 제4대 교역대상국이며, 한국은 베트남 내 1위 투자국이자, 제2대 교역대상국으로 부상했다.
쩐 다이 꽝 주석 부부는 문 대통령부부를 반갑게 맞이했고, 두 정상은 양국 참모들을 소개하며 악수로 인사를 나눴다. 주석궁 입구에서는 흰옷을 입은 아이들이 양국 국기를 들고 문재인 대통령 부부를 환영했다.
공식 환영식을 마친 후 주석궁 안으로 이동해 ‘정상회담’이 열렸다. 양 정상은 “2020년까지 교역액 1,000억불” 목표 달성 방안, 사회보장협정 체결 등 투자 확대를 위한 제도적 기반 조성, 인프라 협력 증진, 개발협력 강화, 한반도 평화정착을 위한 공조 등 포괄적 분야에서 양국관계를 한층 더 발전시키기 위한 방안에 대해 논의했다.
문재인 대통령은 ‘베트남은 한국에게 특별한 나라이고 우리 정부가 역점을 두고 있는 신남방정책의 핵심 파트너’라고 말하며, ‘어제 23세 이하 베트남 축구대표 선수들을 만났는데 선수들이 땀 흘려 훈련하는 모습을 보면서 한-베트남 양국이 힘을 모으면 불가능은 없다는 한-베트남 매직을 실감할 수 있었다’고 전했다. 특히 내년 양국 간 전략적 협력 동반자 관계 수립 10주년을 맞아 양국 관계를 ‘포괄적 전략적 동반자 관계’로 한 단계 더 격상시켜 나갈 것을 제안하기도 했다. 꽝 주석도 평창올림픽의 성공적 개최를 축하하면서 신남방정책의 기조 하에서 앞으로 양국관계가 더욱 발전되기를 기대한다고 말했다.
두 정상은 “2020년까지 교역액 1,000억불” 목표 달성을 위해 공동의 노력을 기울이기로 했으며, 소재부품 산업, 자동차 산업 등 제조업 분야에서 상호 호혜적인 협력을 더 활성화하는 한편, 도로, 공항 건설 등 베트남 인프라 확충을 위한 한국의 기여를 확대한다는 데 의견을 모았다.
특히 문재인 대통령은 베트남 다문화가정에 대한 지원 강화와, 우리의 최대 개발협력파트너인 베트남과의 개발협력을 한층 더 강화해 나가겠다고 밝혔다. 이어 한-베트남 과학기술연구원(VKIST, 이번 국빈방문시 착공) 등을 통해 양국의 상생 번영 기반 조성 노력도 기울여 나가겠다고 말했다.
문재인 대통령은 “꽝 주석이 편리한 시기에 한국을 방문해 주시기를 희망하며 방한시 최상의 예우로 대접하도록 하겠다”고 정중하게 방한을 요청했고, 꽝 주석은 가급적 이른 시기에 한국을 방문하겠다는 뜻을 밝혔다. 꽝 주석은 다양한 분야에서 우리 정부의 지원이 베트남의 경제 발전과 국민 복지 증진에 큰 도움이 되고 있음을 높이 평가했다.
정상회담 종료 후 양국 정상은 다양한 분야에서의 양국 간 협력을 증진하기 위한 6건의 기관 간 약정(MOU) 서명식을 한 후 공동기자회견을 갖고, 「한-베트남의 새로운 25년을 여는 미래공동선언」을 발표했다.

문재인 대통령, 아랍에미리트연합(UAE) 방문해 정상회담 가져
문재인 대통령은 지난 25일 아랍에미리트연합(UAE)의 모하메드 빈 자이드 알 나흐얀(Mohammed bin Zayed Al Nahyan) 아부다비 왕세제와 정상회담 및 공식오찬을 갖고 양국관계를 ‘특별 전략적 동반자 관계’로 격상하기로 합의했다.
모하메드 왕세제의 따듯한 환대 속에 열린 정상회담은 예정된 15분을 넘겨 한 시간가량 진행되었다. 모하메드 왕세제는 “양국 간의 관계는 대통령님께서도 잘 아시다시피 이미 매우 강력하고 특별하다”면서 “문재인 대통령이 UAE에 도착하자마자 첫 번째로 추념비를 방문한 것에 큰 감동을 받았다. 나뿐만 아니라 UAE국민 모두가 환영할 것이라고 확신한다. 문재인 대통령이 한번쯤 사막에 나가고 싶다는 말을 한 것으로 들었다. 그런 말씀도 UAE를 이해하는 배경에서 그런 말이 나온 것이다. 그 말을 듣고 마음이 기뻤다”고 말하며 환대했다.
문재인 대통령은 “새로 건설된 아름다운 대통령궁에서 왕세제님이 만난 분이 얼마 되지 않는다고 하는데 새 대통령궁에서 만나주신 것에 대해서도 그 배려에 감사드린다”면서 "우리나라가 원전을 미국으로부터 도입해서 자체 기술을 개발하고 수출까지 하게 됐다. UAE도 같은 길을 걸을 수 있도록 지원을 하겠다”라고 말했다. 단독회담은 임종석 비서실장과 강경화 외교부장관, UAE 칼둔 행정청장과 왕세제의 막내동생인 압둘라 외교장관이 배석했다. 두 정상은 앞으로 두 나라의 관계를 지속시켜나가고 발전시켜 나가는 데 있어서 어려움이 생길 경우 임종석 비서실장과 칼둔 행정청장 두 사람이 해결하기로 뜻을 같이 했다. 
이번 회담을 통해 양국은 외교/국방(“2+2”) 차관급 협의체 신설 등 양국 간 대화채널을 정비해 나가기로 했다. 외교장관 전략대화 활성화 및 경제공동위의 연례 개최 등을 통해 양국 간 현안을 보다 정례적으로 심층 논의해 나가기로 합의했다.
양 정상은 그간 에너지․인프라는 물론, 국방․방산․보건의료 등 다양한 분야에서 모범적 협력관계를 구축해 왔음을 평가하고, UAE가 탈석유 전략을 적극 추진하고 있음을 감안해 4차 산업혁명 시대의 고부가가치 창출이 가능한 신기술 및 미래성장 산업 분야로 실질협력을 확대해 나가기로 합의했다. 또한 문재인 대통령은 최근 한국기업의 UAE 에너지 관련 시설 수주에 대해 감사함을 표하며, 앞으로도 우리 기업들이 UAE의 에너지·인프라 건설에 활발히 참여할 수 있도록 모하메드 왕세제의 관심과 지원을 당부했다.
정상회담 직후 열린 MOC 체결식에서는 △과학·ICT, △중소기업 및 혁신, △재생에너지·에너지신산업, △산업·에너지 협력채널 구축, △특허행정 협력 등을 내용으로 하는 MOU 5건이 체결되었다. 문재인 대통령은 서명식이 끝난 후 대통령 왕세제와 나란히 일어나 퇴장하면서 밖에 도열해 있는 한국 경제인들을 왕세제에게 소개했다.

Moon visits Vietnam
President Moon and First Lady Kim paid a visit to Vietnam on 22nd last month. Korea and Vietnam tied diplomatic relations in 1992 and has grown to be core partners in politics, economy and personal exchange. Vietnam is the 4th largest trade partner of Korea and Korea is No.1 investor and No.2 trade partner of Vietnam. After the welcoming ceremony, the two leaders held a summit meeting and exchanged opinions on 1) measures to achieve USD$100 billion trade 2) foundation for expansion of investment and social security agreement 3) infrastructure and development cooperation 4) peace in the Korean Peninsula. Moon said “Vietnam is special to Korea and is a core partner of the Korea’s New Southern Policy. I believe that we can achieve anything if we gather our strength together.” Moon then suggested raising the existing Strategic Cooperative Relationship to a ‘Comprehensive Strategic Partnership’. Vietnamese President Trần đại Quang congratulated the success of the PyeongChang 2018 and said that he expected the New Southern Policy to deepen the cooperation between the two countries. The two leaders agreed to work together to achieve USD$100 billion trade by 2020 and to strengthen cooperation in cars and parts as well as Korea’s contribution to building roads and airports in Vietnam. Moon also mentioned on his support for Korean-Vietnamese families and VKIST (Vietnam-Korea Advanced Institute of Science and Technology). Moon asked Quang to visit Korea at a convenient time and Quang said that he would visit as soon as possible. After the summit, the two leaders signed 6 MOUs and announced <The Korea-Vietnam Joint Declaration for New 25 Years>.

Moon visits the UAE
President Moon visited the UAE on 25th last month and had a summit and luncheon with Mohammed bin Zayed Al Nahyan, the Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces. The two leaders agreed to raise the diplomatic relations between Korea and the UAE to a ‘Special Strategic Partnership’. The Crown Prince said “The relationship between the two countries is very strong and special. I was touched by you paying respect to the memorial stone as soon as you arrived. I’m sure all UAE people would welcome you.” Moon said in response “I would like to show my gratitude to your kindness to meet me at the newly built Presidential Palace. Korea introduced the nuclear power generation technology from the USA and developed its own to export. The Korean government would provide unsparing effort for the UAE to walk the same path.” Chief Presidential Secretary Lim Jong-seok and Foreign Affairs Minister Kang Kyung-wha on the Korean side and Chairman of Executive Affairs Authority Khaldoon Al Mubarak and Foreign Affairs Minister Abdullah bin Zayed bin Sultan Al Nahyan attended on the summit alongside the two leaders who appointed Lim and Khaldoon to take in charge when issues occur. Considering the fact that the UAE is trying to turn its eye from oil, the two leaders agreed to diversify the cooperation that can bring high value added such as new technologies needed for the 4th Industrial Revolution. Moon and the Crown Prince signed 5 MOUs after the summit: 1) science and ICT 2) SME and innovation 3) renewable and new energy 4) channels for industries and energy 5) patent administration.
