문재인 대통령, 북측 고위급 대표단과 오찬 가져
문재인 대통령은 지난 10일 김정은 국무위원장의 특사 자격으로 방한한 김여정 조선노동당 중앙위원회 제1부부장과 평창 동계올림픽 고위급 대표단장인 김영남 최고인민위원회 상임위원회 위원장을 만났다. 김여정 특사는 김정은 국무위원장의 남북관계 개선 의지를 담은 친서를 전달하면서 “문재인 대통령을 빠른 시일 안에 만날 용의가 있다. 편하신 시간에 북을 방문해 주실 것을 요청한다”는 김정은 국무위원장의 초청 의사를 구두로 전달했다. 이에 문 대통령은 “앞으로 여건을 만들어서 성사시키자”는 뜻을 밝혔다. 김영남 고위급 대표단장은 문 대통령에게 “평창 동계올림픽 개막식이 성공적으로 치러진 데 대해 남북이 함께 축하하자”고 말했다.
문 대통령은 북한 고위급 대표단과 우호적 분위기 속에서 남북관계와 한반도 문제 전반에 대해 폭 넓은 논의를 했다. 문 대통령은 특히 “남북관계 발전을 위해서도 북미간의 조기 대화가 반드시 필요하다”며 미국과의 대화에 북쪽이 보다 적극적으로 나서주길 당부했다. 문 대통령은 “북한 대표단의 방한으로 평창 올림픽이 평화 올림픽이 되고 한반도 긴장 완화와 평화 정착 및 남북관계를 개선시켜 나가는 계기가 되었다”고 말했다. 남북은 이번 평창올림픽을 계기로 마련된 한반도 평화와 화해의 좋은 분위기를 이어가고, 남북 간 대화와 교류협력을 활성화해 나가자는 데 인식을 같이 했다. 문 대통령은 북한 대표단과 면담을 가진 뒤 오찬을 함께 했습니다.

문재인 대통령, 2018평창동계올림픽 개회식 사전 리셉션 참석
지난 9일 개최된 2018평창동계올림픽 개회식 사전 리셉션은 2018평창동계올림픽 개회식에 앞서 올림픽을 계기로 방한한 국내외 귀빈들을 환영하기 위해 마련된 행사다. 이 자리에는 문재인 대통령과 김정숙 여사를 비롯해 평창올림픽을 계기로 방한한 외국 정상급 인사 및 배우자, 토마스 바흐 IOC(Olympic) 위원장, 안토니우 구테레쉬(António Guterres) 유엔 사무총장 등 국내외 주요 인사 200여 명이 참석했다.
문재인 대통령은 이 자리에서 북한 김영남 최고인민회의 상임위원장과의 첫 만남을 가졌다. 문재인 대통령은 리셉션에 참석한 각국 정상급 내외를 직접 접견한 후 일일이 사진 촬영을 하며 따뜻한 환영의 마음을 전했다. 
작년 평창동계올림픽 홍보영상 내레이션 재능기부로 화제를 모았던 배우 김규리 씨의 사회로 진행된 이번 리셉션은 문 대통령의 환영사와 바흐 IOC 위원장의 건배제의에 이어 만찬, 축하공연의 순으로 진행됐다. 이번 리셉션에 제공된 만찬은 선조들의 오랜 지혜가 담긴 ‘한식 정찬’이다. 강원도 청정특산물을 활용하여 메뉴 하나하나에 정치, 종교, 인종, 대륙, 이념 등을 초월하여 세계 평화에 이바지하는 올림픽 정신을 주제로 ‘한 접시’ 차림이 제공되었다. 
리셉션 축하공연은 ‘김수철 밴드’가 나섰다. 김수철 밴드는 전자 기타로 우리의 가락인 ‘산조’를 연주하는 ‘기타 산조’라는 독창적인 장르를 개척했다. 공연에서는 사물놀이와 가수 김수철 씨가 직접 작곡한 기타 산조와의 협연을 통해 세계인들과 소통할 수 있는 공연을 선보였다.

문재인 대통령, 구테레쉬 UN 사무총장과 오찬 회담
문재인 대통령은 지난 9일 안토니우 구테레쉬 UN(United Nations) 사무총장과 강릉에서 오찬 회담을 가졌다. 구테레쉬 사무총장은 2018평창동계올림픽 개막식 참석을 위해 2월 7일부터 10일까지 한국을 공식 방문했다. 문재인 대통령은 "사무총장님과는 오늘 벌써 세 번째 만남입니다. 마음이 통하는 오랜 친구를 만난 듯 참 기쁘고 반갑습니다."라며 환영의 인사를 건넸다.
문재인 대통령과 구테레쉬 유엔 사무총장은 북핵문제의 평화적 해결 등 한반도 문제와 지속가능개발, 난민, 기후변화 등 글로벌 현안의 해결을 위한 공조 방안, 한-유엔 관계 발전방안 등에 대해 의견을 교환했다. 문재인 대통령은 이번 올림픽을 계기로 마련된 남북대화의 흐름이 북핵문제 해결과 한반도 평화 정착으로 이어질 수 있도록 최선의 노력을 기울겠다고 강조했다. 
문 대통령은 평창 올림픽을 계기로 한 평화 분위기 조성에 있어, 우리 한반도 정책에 대한 사무총장의 일관된 지지, 유엔총회의 「올림픽 휴전 결의」 채택(2017.11.13), 유엔 정무국 사무차장의 방북(2017.12.5-8) 등 유엔과 유엔 사무총장의 역할이 큰 의미가 있었다고 평가하면서, 앞으로 지속적인 지지와 성원을 당부했다. 
이에 대해 구테레쉬 사무총장은 "대통령님 말씀대로 평창올림픽을 계기로 북한의 비핵화를 향한 강력한 외교적 노력을 위한 기회의 창이 열리기를 기대합니다. 물론 유엔의 힘과 능력은 제한적이긴 합니다. 그러나 저희는 한반도 평화적인 비핵화, 그리고 역내에서의 안보를 확보하는 모든 노력에 대해서 전적으로 지지를 보내드립니다."라고 말하며 아름다운 한국을 위해 건배를 제의했다.
문재인 대통령은 국제사회에서 한국의 역할과 위상이 꾸준히 높아지고 있지만 우리 국민의 유엔 등 국제기구 진출은 이에 미치지 못하고 있다면서, 역량 있는 국민, 특히 청년과 여성의 국제기구 진출과 고위직 진출에 사무총장의 각별한 지원과 관심을 요청했다. 
구테레쉬 사무총장은 한국이 높아진 국제적 위상과 국력에 걸맞게 유엔 차원에서도 그 역할과 기여를 확대하고 있는 만큼 앞으로도 유엔 사무국은 평화·개발·인권 등 모든 분야에서 한국과 긴밀히 협력해 나가게 되길 희망한다고 답했다.

Moon meets high officials of the North
President Moon met Kim Yo-jong, who visited the South as a special representative of Kim Jong-un, alongside Kim Yong-nam, the chief leader of the delegates. Kim brought a personally handwritten letter of his older brother Kim Jong-un to Moon and delivered his message in words “I have a will to meet President Moon in the earliest time possible. I hope you visit the North at a convenient time.” Moon said in respond “Let us make it happen by making necessary conditions.” Kim Yong-nam also said “Let us congratulate together for successfully holding the opening ceremony of the PyeongChang 2018.” Moon continued “Early dialogue between the North and the US is a must for advancement of the South-North relations. So, I hope you take initiative in doing so. It is praiseworthy that your visit is turning the PyeongChange 2018 as a peaceful Olympics and easing the tension in the Korean Peninsula. Let us keep pushing forward this good atmosphere and develop it into dialogue, exchange and cooperation.” 

Moon holds preliminary reception 
President Moon held a preliminary reception prior to the opening ceremony of the PyeongChange 2018 on 9 last month. Moon and Frist Lady Kim Jung-sook had seats alongside 200 top officials of the world including Thomas Bach (President of the International Olympic Committee) and Antonio Guterres (Secretary-General of the United Nations). It was here that Moon met Kim Yong-nam for the first time and Moon greeted each leader of the world and delivered warm welcome. Under the hosting of Kim Gyu-ri, President Moon took the stage to give opening remark followed by Thomas Bach’s offering a toast. Congratulatory performances were also staged by Kim Soo-chul Band who played Korean ‘sanjo’ with electric guitar collaborated with ‘samulnori’, Korean percussion quartet. The food prepared on the day was a set of formal Korean meal. 

Moon meets Guterres
On the same day of the reception, President Moon had a meeting with Antonio Guterres, Secretary-General of the United Nations in Gangneung. Moon sayd “It is the third time that we meet. I feel like I’m meeting with an old friend whom I can share my heart with and I’m really pleased.” The two leaders exchanged on various subjects such as sustainable development, refugees, climate change, Korea-UN relations and peaceful PyeongChang 2018. Moon praised the role of Guterres who made a great contribution to bringing up Olympic Truce Resolution (November 11 2017) and a visit of Deputy Director of the UN Department of Political Affairs (December 5-8 2017) to the North. Guterres said “I hope the PyeongChang 2018 will be a momentum to draw the denuclearization of the North. Although the power of the UN is limited, we will do our best in supporting the settlement of the peace in the Korean Peninsula.” Moon mentioned “Korea’s global status and roles are steadily increasing but the Korean’s engagement in global organizations still seems to be left behind. I hope you provide special interests and support for it.” Guterres responded “We know the raised status and roles of Korea and we are working on expanding the opportunities. We hope to closely work together with Korea in bringing peace, development and human rights to the people of the world.”
