“Government support for organizations with severely disabled employees is needed”
Jeong Duk-hwan, Chairman of Happy Factory Movement Headquarters / Founder of Eden House

Eden House is a welfare foundation for severely disabled. Happy Factory Movement Headquarters is an in-house division of the foundation designed to promote jobs for severely disabled who can still carry out repeated labor if trained. The founder Jeong used to be a member of the national judo team but had an accident in his 20s that led him to depend on a wheelchair ever since. Despite he couldn’t do anything without a help from others, he tried hard to do something on his own. He opened Ehwa Food, a tiny food store, to be independent, and married and grew children, and started to help people with the same condition as his which eventually grew to be the current Eden House and the subsequent Happy Factory Movement Headquarters. The organization has made a great contribution to creating jobs for severely disabled and to introducing the Act on Purchasing Products Made by Severely Disabled. However, Eden House is opted out of the government’s minimal wage budget (3 trillion won – USD$3b) allocated in relation to 16.4% increase. This is because the benefit goes to a company with less than 30 employees but Eden House is exceeding the number which in fact is good and encouraging; Jeong’s idea is that the more employees of disabled the more benefit it should get. Eden House is running another affiliate called ‘Hyungwon’ which makes detergents but the company is in an obscure situation whether it can receive support from the government according to Jeong. Eden House also has supplied garbage bags to the Public Procurement Service (PPS) but is now facing 5 to 6 rivals to compete with for the rebidding as the PPS has not offered ‘exception’ this time. It means that Eden House might have to reduce the unit price by 10% to possibly win the bid and this can make the foundation fall into financial difficulty. As for the solution, Jeong suggests to introduce ‘incentive policy for products made by severely disabled’. Also, fair and transparent appraisal of the government organizations on compulsory purchase of the products made by severely disabled must be brought forth. This is very important as a good organization such as Eden House can provide a long term stable job for many disabled. Meanwhile, Jeong likes singing very much and recently fulfilled his dream of releasing an album; he made a song for <Flowers Blossom in Rain and Storm> a poem written by Do Jong-hwan.
