지난 11월 22일 3박4일 일정으로 공식 방한한 샤프카트 미르지요예프 우즈베키스탄 대통령은 첫 일정으로 서울 신라호텔에서 열린 ‘한-우즈베키스탄 비즈니스 포럼’에 참석했다. 한국상공회의소와 우즈베키스탄투자진흥위원회의 공동주최로 열린 포럼에서 개회사를 맡은 미르지요예프 대통령은 양국 간의 ‘실질적이고 가시적인 성과’를 강조하며 각 분야의 관계자와 협력사를 일일이 불러 일으켜 세우며 협력진행상황에 대한 보고와 계획을 들어보는 열정을 보여 많은 참석자들로부터 뜨거운 박수를 받았다. 축사를 맡은 김동연 경제부총리는 미르지요예프 대통령의 열정에 감동받았다는 말을 시작으로 이번 비즈니스 포럼 참석과 문재인 대통령과의 정상회담이 양국의 협력을 강화하는 계기가 될 것이라며 한국인들을 대신해 방문을 진심으로 환영한다고 말을 맺었다.
다음날인 23일 청와대에서 열린 정상회담에서 양국 정상은 ‘미래경제발전동반자관계’에 공감하며 25주년을 맞은 양국의 전략적 동반자관계를 한 단계 높여 정치, 경제, 인적교류 등 포괄적 협력 관계로 강화해 나가기로 합의했다. 이는 그간 있어왔던 에너지, 자원 분야의 협력을 넘어 전자정부, 교육, 의료, 보건 및 사회 인프라 건설 등으로 협력이 다변화될 것이라는 의미로 해석된다. 
이어 열린 확대정상회담에서는 ‘미래경제발전동반자관계’로서의 1) 양국 간 교역, 투자 확대 2) 교통, 도시, 에너지 인프라 구축 3) 보건, 의료, 교육, 농업 분야에서의 실질협력을 위한 구체적인 방안들에 대한 논의가 이어졌다. 이를 위해 양국은 대외경제협력기금 공여(향후 3년간 5억불) 약정 체결 및 신규 사업 발굴, 지원을 위한 금융협력플랫폼(20억불 이상) 창설 등에 합의했다. 이로써 우리 기업의 우즈베키스탄 내 대규모 프로젝트 참여 활성화를 위한 여건이 마련됐다는 게 전문가들의 해석이다. 
한편 김동연 경제부총리는 "확대정상회담은 8건의 MOU 체결로 이어질 것이며, 미르지요예프 대통령이 ‘한-우즈베키스탄 비즈니스 포럼’에서 강조했듯 단순히 체결에 그치지 않고 ‘실질적이고 가시적인 성과’가 나오도록 최선을 다해 노력하겠다"고 말했다. 
미르지요예프 대통령은 “양국이 단순 교역만 아니라, 교육과 의료 분야로 협력을 확대하는 것이 필요하다”며 “문재인 대통령을 우즈베키스탄 제1의 국빈으로 초청한다”고 말을 맺었다. 
이에 문재인 대통령은 “미르지요예프 대통령이 말씀하신 분야에 대해 관심을 충분히 갖겠다”며 “대통령께서 오늘 ‘한-우즈베키스탄 비즈니스 포럼’에서 한국기업인의 애로가 없도록 하겠다는 말씀에 감사드리고, 그렇게 되면 실질적으로 한국기업의 진출과 투자가 촉진될 것으로 생각한다”고 응답했다. 
끝으로 문재인 대통령은 공식초청에 감사드리며, 고려인 정주 80주년 행사에 보내주신 관심과 지원에도 감사드린다고 말을 맺었다.

국내 대표 신장 투석 전문 인공신장실 참의원(LKSH), 우즈베키스탄 현지 진출 앞둬
한국보건산업진흥원 '의료산업 해외진출 프로젝트' 선정돼 주목

우리 몸의 신장은 몸속의 노폐물을 깨끗하게 만들어 주는 역할을 한다. 이 신장의 기능이 떨어지는 신부전증 등을 겪는 환자들은 복막 투석, 혈액 투석 등 신장 투석을 진행해야 하는데, 기술적으로 난이도가 매우 높을 뿐 아니라 지속적인 관리가 필요해 신장 투석을 전문으로 하는 병원으로 인정받는 곳은 전국에서 손에 꼽을 정도다. 경기도 부천에 위치한 참의원은 인공신장실을 운영하며 신장 투석 전문 병원으로 그 실력을 인정받아 지난 2014년 헤럴드경제 주최 '대한민국 보건의료대상'에서 특화병원 부문 대상을 수상하기도 했다. 또한 참의원은 현재 특화된 기술력을 바탕으로 우즈베키스탄 현지 진출을 준비하고 있어 앞으로의 행보가 더욱 기대된다.

2010년부터 도입한 '버튼홀 시술' 등 독보적 기술력 갖춰
해외 의료진의 의료연수 줄이어
지난 2008년 부천 중동에서 문을 열어 2013년 현재의 위치인 심곡동으로 확장 이전한 참의원은 신장 투석 분야의 전문성을 갖고 있는 대표적인 병원이다. 참의원은 최신식 투석기와 20여종 이상의 필터를 환자 개개인의 상황에 따라 맞춤식으로 적용하여 세밀한 치료를 추구하고 있다. 철저한 소독과 감염관리, 안전한 수질관리는 기본이고 1인실을 따로 운영하여 환자가 투석을 받을 때 다른 환자나 의료진의 방해를 받지 않도록 섬세한 배려를 한 것 역시 신장투석 전문병원 참의원이 이뤄낸 성과 중 하나다. 그 결과 참의원은 매년 실시되는 건강보험심사평가원 평가에서 인공신장실을 운영하는 전국 720여개 의료기관 중 상위 등급을 유지하고 있다.
특히 참의원이 2010년부터 도입한 '버튼홀 시술'은 그 동안 쌓아온 기술력의 정점이라고 할 수 있다. 버튼홀 시술은 환자가 혈액투석을 할 때마다 혈관을 새로 뚫고 투석을 진행하는 것이 아니라 자가 혈관에 동일한 각도와 깊이로 바늘을 삽입해 안정적인 투석접근로를 만드는 방법이다. 김성호 이사장은 "버튼홀 시술을 성공적으로 수행하기 위해서는 의료진들의 풍부한 임상경험이 필요하다. 전문적인 해외연수와 임상을 통해 70% 이상의 방문 환자들에게 버튼홀 시술을 진행하였으며, 무엇보다 혈관 보호와 통증이 감소하기 때문에 편안히 투석을 받을 수 있다는 장점이 있다"라고 언급했다.
참의원의 선진 의료기술은 해외에까지 알려지면서 해외 의료진들의 연수가 줄을 이었다. 대만의 국태병원, 광명병원, 곽종합병원, 우즈베키스탄의 종합병원인 하워시발리샤병원 등 다양한 곳에서 버튼홀 시술과 투석실 견학 등 다양한 프로그램을 진행하였으며 우리나라에서 개발한 독보적인 선진 기술을 해외에 널리 알리는 계기가 되었다. 그 결과 참의원은 2013 메디칼 아시아 대한민국 글로벌 의료서비스 대상, 2014 대한민국 보건의료대상 수상 등 다양한 성과를 창출했다.

2018년을 우즈베키스탄 진출의 전기로 삼을 것

이 뿐만이 아니다. 지난 2013년부터 우즈베키스탄 진출을 위해 ㈜LKSH(대표 김수현)를 만들고 현지 법인 (주)LK Trading을 통해 한국의료기기를 수출하며 우즈베키스탄 투석환자를 위한 병원을 준비하고 있다. 참의원은 2018년을 새로운 전기로 삼고 본격적인 현지 공략에 나설 예정이다. 우즈베키스탄에서 사업을 하는 환자의 소개로 현지 국립병원에 의료기기를 기부한 것이 인연이 되어 본격적으로 현지 진출을 준비하게 된 것인데, 우즈베키스탄은 현재 대다수의 선진국들에 비해 신장투석에 대한 시설과 대처할 수 있는 능력이 부족하며, 이에 따라 국민들의 평균수명도 낮은 편이다. 김 이사장은 "신장투석 환자들이 지속적으로 늘어나는 이유는 당뇨, 고혈압과 같은 만성질환 환자들이 늘고 있기 때문이며 우즈베키스탄에도 투석환자가 늘고 있지만 이를 수용할 수 없는 현실을 안타까워하며 우즈베키스탄에 병원진출을 준비하게 된 것이다"라고 강조했다.
물론 아무런 연고 없이 사업을 시작하려니 어려움도 많았다. 불과 얼마 전까지만 해도 우즈베키스탄 현지에 대한 직접 송금이 거의 어려운 수준이어서 현지와 비즈니스를 진행하기 어려웠던 것이다. 그러나 이러한 어려움 속에서도 참의원은 한국보건산업진흥원에서 실시한 의료산업 해외진출 프로젝트에 국내 유수의 병원들과 함께 선정되어 지원을 받게 되었다. 김 이사장은 "현재 삼성재단이나 순천의료재단 등 큰 규모의 병원들이 우즈베키스탄 진출을 준비하고 있다. 그러나 아직 시장조사 단계이며, 향후에 진출하게 되더라도 큰 규모의 종합병원이 될 것으로 예측되고 있다. 신장투석에 전문화된 테크닉을 널리 알리기 위해 이번 진출을 준비하게 되었고 곧 소기의 성과가 있을 것으로 예측 한다"라고 강조했다.

타슈켄트 현지에서 의료기기 전시장 운영해
지역사회에 대한 나눔도 활발히 진행
현재 참의원은 우즈베키스탄의 수도인 타슈켄트에서 대규모의 의료기기 전시장을 운영하며 한국의료기기를 판매하고 있다. 참의원은 신장투석 분야에 전문화된 병원이지만, 다양한 분야의 최신 의료기기를 우즈베키스탄 사회에 보급하고 기술을 널리 알려 삶의 질을 향상시킴과 동시에 수명연장의 꿈이 현실로 다가올 수 있음을 알리기 위한 것이다. 이를 위해 참의원은 (주)LK Trading을 통해 우즈베키스탄 직원을 다수 채용하여 현지 관계자들에게 더욱 친근하게 다가설 뿐 아니라 탄탄한 인프라를 조성할 수 있는 환경을 만들고 있다.
김 이사장은 "이전까지는 우리나라와 우즈베키스탄이 교류가 많지 않았다. 그러나 지난 11월 대통령님의 방문을 통해 양국 간의 교역 의지를 확인할 수 있었다. 우리나라만 해도 의료보험 체계가 매우 잘 되어 있는데, 우즈베키스탄 국민들에게 우리 같은 개인병원을 통해서도 충분한 혜택을 받을 수 있는 방법을 마련했으면 한다."라는 소감을 밝혔다.
한편, 참의원은 현재 병원 건물 6층에 사회적기업인 '가온누리세상'을 입주시켜 병원 직원과 환자들뿐만 아니라 동네 주민들도 자유롭게 방문할 수 있는 공간을 만들고 있다. 일반적인 식당에 비해 가격이 저렴할 뿐 아니라 정성들여 만든 커피와 토스트 등 맛좋은 메뉴도 입맛을 다시게 한다. 김 이사장은 "병원은 사회에 나눔을 지속해야 한다. 단순히 영리를 추구하는 것만이 아니라 더욱 아름다운 우리 사회를 만드는 데 앞장서는 것이 우리가 해야 할 일이다"라고 강조했다. 앞으로 (주)LK Trading을 통해 우리나라의 선진 의료기술을 우즈베키스탄 현지에 전파하고 의료기술 수출의 선봉에서 제 역할을 다해가고자 하는 참의원의 미래가 더욱 기대된다.

President Mirziyoyev “Substantial cooperation and tangible results are important”

Uzbekistan President Shavkat Mirziyoyev made a state visit to Korea on 22 November last year for 3 days and 4 nights. As the first schedule, Mirziyoyev attended the the Korea-Uzbekistan Business Forum held at the Shilla Seoul organized by the Korea Chamber of Commerce and Industry and the State Committee for Investments of the Republic of Uzbekistan. In his opening remark, Mirziyoyev emphasized on “substantial cooperation and tangible results” between the two countries. He demonstrated his passion and will by pointing out each business man with his partners in each field to stand up to give details on progress for cooperation. Touched by his enthusiastic speech, Kim Dong-yeon, the Korean Deputy Prime Minister for Economic Affairs, praised Mr. Mirziyoyev and also emphasized that the forum and the state visit would strengthen cooperation between the two countries. At the summit held the next day at the Blue House, the two leaders shared the same opinion on ‘Future Economic Development Partnership’ and raising the strategic partnership to a comprehensive partnership covering politics, economy and personal exchange on the occasion of the 25th anniversary of the diplomatic ties. It is interpreted that the cooperation areas would expand to e-government, education, medicine, health and social infrastructure in addition to energy and resources. At the expanded summit followed, the officials of both parties gave an in-depth discussion on 1) increasing trade and investment volume 2) building transport, urban and energy infrastructures 3) substantial cooperation in health, medicine, education and agriculture. They also agreed to secure and implement Economic Development Cooperation Fund (USD$500m for next 3 years) and to launch a financial cooperation platform (more than USD$2b) in near future. The platform is expected to pave a way for Korean businesses to push forward large scale projects in Uzbekistan. Kim briefed that the expanded summit would lead to signing 8 MOUs and he and this team would do their best to bring ‘substantial cooperation and tangible results’. Mirziyoyev said “We need to expand the cooperation to education and medicine over simple trade” and added “I would like to invite President Moon to Uzbekistan in near future.” Moon responded by showing his gratitude to the invitation and also to Mirziyoyev’s interest and support to the 80th anniversary of the residence of Koryo-saram (ethnic Koreans) in Uzbekistan. “Paving the way to provide excellent medical services in Uzbekistan”

First opened in Bucheon City in 2008, Nuga Cham Clinic is most famous for kidney dialysis. The clinic boasts cutting edge medical equipment with more than 20 kinds of fillers designed to each need of patients. As a result, Nuga Cham is ranked the top among the 720 hospitals that run artificial kidney rooms by the Health Insurance Review & Assessment Service. The ‘Button Hole Surgery’, introduced by Nuga Cham in 2010, in particular, set apart the clinic from its rivals; it creates safe dialysis routes by inserting the needle in the same angle and depth instead of puncturing a new blood vessel whenever patients get hemodialysis. “The surgery requires years of experience in the field. We are highly experienced doctors who studied abroad and participated in numerous clinics and done the surgery more than 70% of outpatients” says Kim Sung-ho, Chief Director of Nuga Cham. The cutting edge medical equipment and excellent patient services of Nuga Cham not only satisfied many in Korea but attracted doctors overseas for tour and training. To name a few: Guktae Hospital, Gwangmyeong Hospital and Gwak General Hospital in Taiwan and Hawash Balish General Hospital in Uzbekistan. In recognition of its contribution, Nuga Cham received the Asian Medical Service Award 2013 and the Korea Health & Medical Award 2014. Meanwhile, Nuga Cham established LKSH in 2013 to pave the way to provide excellent medical services in Uzbekistan and launched the local corporation LK Trading through which the clinic exports Korean medical equipment to the local. Using these achievements as the springboard, Nuga Cham is ambitiously pushing forward a clinic in Uzbekistan. In fact, Uzbekistan has lack of facilities and equipment for kidney dialysis and it is one of the causes to reduce average life expectancy of the people. “I learned that big medical foundations such as Samsung and Suncheon are preparing for Uzbekistan although still in the research stage. The difference Nuga Cham can make is that we are specialized in kidney dialysis with which we can excel in the field.” Kim added “Not many exchanges have been made between South Korea and Uzbekistan yet. But President Shavkat Mirziyoyev’s recent state visit to Korea last November was the momentum to affirm the will of the two leaders for active cooperation and exchange. Korea’s health insurance system is really well organized and I hope that there will be cooperation in this field also.” As for the future plan, apart from paving the way to Uzbekistan, Kim showed her firm will to make contribution to society with medical specialty in a way to create a better society and the world.
