Laying business-friendly foundations for excellent startups
Lee In-seob, Local Director of Daejeon-Chungnam Regional SMEs and Startups Office

The Daejeon-Chungnam Regional SMEs and Startups Office is an organization that offers help and support to small business owners in Daejoen, Sejong and South Chungcheong Province. Some of the major projects of the office are job creation, building and management of business incubation centers and promoting startup-friendly universities as well as one man businesses. Lee In-seob, the local director of the office says “There are 33 business incubation centers, 5 startup-initiative universities and 3 creative economy innovation centers in the province. The ETRI, Korea Institute of Machinery & Materials and Korea Atomic Energy Research Institute are also based here. It means that we are one of the top provinces which offer good business infrastructure.” CrucialTec, one of the in-house startups of the business incubation centers, developed ‘mobile track pad’, the subminiature mobile optical mouse, for the first time in the world in 2006 and has grown as a mid-sized company worth 320 billion won (USD$275M) today. NeoPharm, one of the in-house startups of the business incubator of the Korea Research Institute of Bioscience and Biotechnology, also yielded 43 billion won (USD$9M) sales last year while DNF, a semiconductor thin film manufacturer, accomplished USD$50M export in 2015 with the support by the KAIST Business Incubation Center. It is estimated that around 250,000 SMEs are operating in the province and the number is increasing thanks to the increased trade volume with China and scheduled development of new industrial complexes. “The key role of the policies for SMEs is at bringing a close cooperation between businesses and relevant organizations and providing necessary technical and administrative support. We will keep promoting industry-university cooperation by making the most of the regional advantages and facilities.” However, Lee points out the difficulties of SMEs in securing original technology and the investment fund. “This is the reason we are trying hard to lay business-friendly foundations, inviting investments and building cooperative networks through the virtuous cycle of ‘startup – failure – restart’ and ‘investment – paid back – reinvestment’.” Lee adds “SMEs are the spine of a nation’s economy proved by many advanced countries like the USA, Israel, Finland and China which are pouring huge amount of investments and support backed up by the government policies. Without constant challenges of young people, we are not guaranteed to see a bright future in the coming age.”
