[Special Interview] H.E. Latvian Ambassadorto Korea PeterisVaivars
Latvia and S. Korea share similar stories and a national sentiment against the powerful countries that once devastated the land for half a century. The two countries also joined the UN the same year in 1991 and a Latvian song in fact has lived in a Korean song for many years without us knowing. <Power Korea> met Mr. PeterisVaivars, the Ambassador of Latvia, at the embassy in Hannam-dong and learned about the story.

What comes to our mind Koreans when we hear Latvia?
“Koreans know almost nothing about Latvia and so do not Latvians about Korea” opened the interview H.E. Ambassador PeterisVaivars after warmly greeting me and my colleague photographer. Intrigued as I was by the remark, and in fact it is true, I took the momentum and said “Please let us be learned a little about Latvia.”Mr. Vaivars said back “I assume that’s why you are here today”(smiles) andput out his iPhone from his pocket and played a song. I and the photographer were soon opened our eyes wide as the melody was familiar with the song ‘One Million Roses’ sang by SimSoo-bong.

You will be surprised to know the fact that it actually is a Latvian song composed by RaimondsPauls with lyrics by LeonsBriedis. The original title is "DāvājaMāriņameiteneimūžiņu" (English: Māriņa– a Latvian goddess - gave the girl life) and the lyrics allude to trials and tribulations of Latvia, a country whose fate was then swayed by the powerful country (The USSR). Thebeautiful and melancholy melody soon captivated many hearts of the people and the song also has been breathingwithsentiments of many Koreans since 1997, the year the Korean version of the song, with different lyrics written by the singer SimSoo-bong herself, was released.

I must say that it was a knowledge-wise, and also very interesting, start of the interview and Mr. Vaivarstook the moment to namea few of the other big namesof Latvia, men and brand alike, alongside the song, whom we might have heard of but never imagined they are Latvians: MINOX (camera invented by Walter Zapp), Mark Rothko (abstract expressionist), Gidon Kremer (violinist), MischaMaisky (Cellist). Mr. Vaivarsadded that the tradition of decorating Christmas tree also started from Latvia in 1510.

A brief but interesting history of Latvia
The history of Latvia goes back to five thousand years ago as the tribes, considered as the predecessors of the Latvian People today, settled on the banks of the River Daugava. By the 12th century, merchants and missionaries from Western Europe started to visit the territory of Latvia. In 1201 Riga, the capital city of Latvia was founded and quickly became of the busiest cities in the North Europe as it was a part of Hanseatic Trading League. The natives gradually adapted and became part of a common European society. However, they tried to preserve their traditions and one of good examples is the tradition of decorating Christmas tree. It is said to have started in Riga in the beginning of the 16th century in an effort to continue the tradition related to Winter Solstice and it quickly spread and became widely practiced around Europe.

The end of the Second World War brought half a century of Soviet rule to Latvia which is similar to Japanese rule to Korea for about the same period.Latvia regained independence and became a member of the UN in 1991, the same year S. Korea joined the UN,followed by a member of the NATO in 2004 and the European Union the same year. After 10 years of strong economic growth, Latvia joined the Eurozone in 2014 and in 2016became a full member of the OECD.

Latvia tied diplomatic relations with S. Korea in 1991. It took some while until the First Latvian Ambassador (non-resident) PeterisVaivars, who then was serving as the Latvian Ambassador to Japan, took the same position as the Latvian Ambassador to Korea in 2007. It was September 2015 that Latvia opened its diplomatic office in Seoul and in January 2016 Mr. Vaivars was appointed as the first residing ambassador extraordinary and plenipotentiaryto Korea.

How progressed cooperation between S. Korea and Latvia?
Latvia and Korea signed an investment promotion and protection agreement in 1996, visa exemption agreement in 2003, double taxation relief in 2008 and mutual recognition on driving license in 2011. Latvia’s export volume to Korea counted to €50M as of 2016 with 80% of the goods related to wood and timber used especially for construction, logistics and building LNG ships by Samsung Heavy Industries and its Hyundai counterpart. It is notable that more than 55% of the land of Latvia is forests.

The Korean conglomerates such asLGand Samsung, on the other hand, opened offices and have made steady investments in Latvia since2006 and 2008 respectively.Mr. Vaivars says that the economic cooperation between the two countries in fact is at its infancy and therefore many areas are waiting for companies of both countriesto pioneer.Latvia shows strong presence in green technology, metals and minerals, life science, health care, natural cosmetics and food processing.

Mr. Vaivars gives us five reasons we should consider Latvia as an ideal place to open up a business: 1) it takes a few minutes to open a mobile phone and bank account 2) Latvian Internet speed is among top speeds in the world what makes business running smooth and efficient 3) it takes just a few hours to reach Western and Southern parts of Europe since the geographical in Northern Europe makes Latvia to be connection point between East and West easily reachable from Asia and America 4) it takes only two days to establish your business 5) Riga, the capital city, is connected with 89 destinations in the world through direct flights. For more business opportunities and information, visit www.liaa.gov.lvwww.mfa.gov.lvwww.mfa.gov.lv/kr

What we must see and eat when we visit Latvia?
On the way to the interview in a busy morning subway, an article of HUFFPOST instantly attracted my eyes:‘18 Reasons Latvia Is Europe’s Best Kept Secret’.Andone thing particularly impressed me: The Latvian Song and Dance Festival. With a smile on his face, Mr. Vaivars said “It will be amazing to see, and listen to, 30,000 to 40,000 peoplesinging together dressed in folk costumes.”This UNESCO listed five-yearly festivaldates back to 1873 and is regarded as the grandest festival in the world in terms of scope, authenticity and style. And the 26thSong and the 16thDance festival to be held 30 June to 8 July 2018 in Riga will invite 1,600 choirs, dance ensembles and music groups to celebrate the centenary anniversary of the state of Latvia since it became an independent state: November 18, 1918. However, Latvia offers farmore than this one single grand festival.
