문재인 대통령, 지난 21일 유엔 총회에서 기조연설해
문재인 대통령이 지난 21일 열린 유엔 총회 기조연설에서 ‘평화’의 가치를 역설했다. 문 대통령은 “유엔은 인류 지성이 만든 최고의 제도적 발명품입니다. 유엔은 ‘전쟁의 참화에서 다음 세대를 구하기’ 위해 탄생했고, 지난 70여 년간 인류 앞에 제기되는 도전들에 쉼 없이 맞서 왔습니다. 국제사회에서 유엔의 역할과 기여는 갈수록 더욱 커질 것입니다. 초국경적 현안이 날로 증가하고 이제 그 어떤 이슈도 한두 나라의 힘으로는 해결할 수 없게 된 오늘날, 우리는 우리 앞의 모든 문제들을 해결하기 위해 유엔정신을 더욱 전면적으로 실현해야 합니다. 저는 이를 위해, 여러분 모두가 유라시아 대륙이 시작되는 동쪽 끝 한반도와 한반도의 남쪽 나라 대한민국에 주목하기를 희망합니다.”라고 연설의 포문을 열었다.
이번 문 대통령 기조연설의 4대 핵심주제는 평화, 촛불, 사람, 평창이었다. 우선 대통령은 ‘평화’를 가장 핵심메시지로 강조했다. 평화는 대통령의 삶의 소명이자 역사적 책무라고 하면서, 온전한 일상이 보장되는 평화를 누릴 국민의 권리를 강조했다. 이와 관련하여 북한이 평화의 길로 나올 것을 촉구하고, 자칫 긴장이 격화되거나 우발적인 군사충돌로 평화가 파괴되는 일이 없도록, 상황을 안정적으로 관리해야 할 필요성도 지적했다. 
둘째로는 촛불혁명의 의미를 강조하면서, 이는 세계 민주주의에도 새로운 희망을 보여주는 것으로서, 이러한 정신에 기초하여 국제사회의 당면한 문제 해결에서도 선도적 역할을 해나가겠다는 의지를 표명했다. 셋째로는 ‘사람을 근본으로’라는 이번 유엔 총회의 주제 맥락에서, ‘사람이 먼저’라는 새 정부의 국정철학과 ‘사람 중심’ 경제 정책을 설명하고, 새로운 경제 패러다임에 맞춘 개도국 대상 개발 지원 정책 방향을 천명했다. 
마지막 주제는 ‘평창’이었다. 평창 이후에 2020년 동경, 2022년 북경으로 동북아에서 올림픽이 이어지게 되는데, 이러한 올림픽 릴레이를 동북아의 평화와 경제협력 증진의 계기로 만드는 데 유엔과 세계 각국이 동참해줄 것을 요청했다. 금번 총회 연설은 우리 정부와 문재인 대통령의 가치 및 지향점을 대통령 취임 이후 우리 대외정책 맥락에서 가장 포괄적으로 천명한 것이라 할 수 있다.

뉴욕에서 미국 트럼프 대통령과 정상회담 개최
한편 같은 날 문재인 대통령과 트럼프 대통령은 뉴욕에서 회담을 갖고, 북한의 핵·미사일 프로그램이 초래한 심각하고 고조되고 있는 위협에 대해 의견을 교환했다. 양 대통령은 9월 3일 제6차 핵실험 및 최근 일본 상공을 통과한 두 차례의 탄도미사일 발사를 포함한 북한의 지속되는 도발에 대해 가장 강력한 어조로 규탄했다. 양 정상은 유엔 안보리 결의 2371호 및 2375호의 충실하고 철저한 이행이 중요하다는 점을 강조했다. 또한, 양 정상은 북한의 위협적인 행동을 억제하고 비핵화를 향한 조치를 취하기 위해 북한에 대한 최고 강도의 압박과 제재가 필요하다는 데 의견을 같이했다. 
문 대통령과 트럼프 대통령은 완전하고, 검증가능하며, 불가역적인 북한의 비핵화를 평화적인 방법으로 추진한다는 양국 공동의 목표를 재확인했다. 양 정상은 북한에 대해 압도적인 군사력의 우위를 유지하는 것이 필수적이라는 데 공감하고, 한국의 최첨단 군사자산의 획득과 개발 등을 통해 굳건한 한·미 연합방위태세를 유지·강화하기로 했다. 
또한, 양 정상은 한국과 주변지역에 미국 전략자산의 순환배치를 확대하기로 합의했다. 양 정상은 트럼프 대통령이 11월 한국을 방문하는 계기에 긴밀한 협의를 지속해 나가기로 했다. 

9월 초 동방경제포럼에서 한·러 단독 정상회담 가져 
지난달 초 러시아 블라디보스톡에서 시작된 동방경제포럼에서 문재인 대통령과 블라디미르 푸틴 러시아 대통령이 단독 정상회담을 갖고 한‧러 관계를 진정한 의미의 전략적 동반자 관계로 발전시켜 나가자는 데 의견을 같이 했다. 양국 정상은 수교 30주년을 맞는 2020년까지 한‧러 간에 교역액을 300억불로, 인적교류는 연 1백만 명 이상으로 만들기 위해 경제교류 사업을 적극적으로 추진하기로 했다. 
이어 열린 확대 정상회담에서 양국은 사전에 열렸던 한‧러 경제공동위원회 결과를 보고받았다. 한‧러 경제공동위에는 한국 대표단으로 김동연 경제부총리를 비롯해 13개 관계 기관이 참여했고, 러시아에서는 부총리 겸 극동전권 대표와 극동개발부, 에너지·교육과학부 등 여러 부처가 참여했다. 
한‧러 경제공동위에서는 한-유라시아 FTA 추진을 위한 한‧러 공동작업반 구성에 합의했으며 금년 10월 개최 예정인 EEC 5개국 총리회담에서 러시아 측이 한-유라시아 FTA를 적극 지지할 수 있도록 요청했다. 문재인 대통령도 단독 정상회담에서 한-유라시아 FTA추진을 푸틴 대통령에게 적극 타진했고, 푸틴 대통령도 원칙적으로 동의한다는 입장을 표명했다. 한‧러 경제공동위원회에서는 가스관과 전력망, 한반도종단철도(TKR)‧시베리아횡단철도(TSR) 연결 등 남‧북‧러 3각 협력 사업에 대한 협의 채널 재개 및 공동연구 수행 등을 진행키로 합의했다. 
문재인 대통령은 “지금까지는 한‧러 협력 관계가 남북 러시아 3각 협력차원에서 다뤄져 왔으나 남북 관계가 좋지 못하면 한‧러 관계마저 정체되는 상황이었던 만큼 한‧러 협력 자체를 목표삼아 양국이 협력하되 이후 남북 관계가 개선되면 북한이 참여하도록 하는 것이 바람직하다”고 말했다. 
공동위는 또한 극동지역 인프라 사업 등에 우리 기업 지원을 위해 3년 간 20억불 규모의 극동 금융 이니셔티브를 신설키로 했다. 또한 한국 전력과 러 로시티 간 아시아 슈퍼그리드의 일부가 될 수 있는 한‧러 전력망 사업에 대해 사전 공동연구를 실시키로 합의했다.

President Moon put his emphasis on ‘peace’ in his keynote address made at the UN General Assembly on 21 September. He said “The UN is the best systematic invention that humanity has made. The UN was born to save the next generation from terrible disasters of wars and has ceaselessly faced the challenges against humanity for the last 70 years. The role and contribution of the UN will only be bigger in the international society. Today, many global issues are increasing day by day and one or two countries alone cannot solve these issues. Therefore, we have to work together to put in practice the spirit of the UN. For this, I would like to ask you to pay attention to the Korean Peninsula, the eastern starting point of the Eurasian Continent.” Moon highlighted four major themes in the keynote: peace, candlelight, people and Pyeongchang with particular emphasis on peace. Moon said that peace is his calling and responsibility of history and the right of the people. He urged the North to walk the peaceful way and the world to avoid accidental military collision but control the situation with utmost safety. In terms of the candlelight revolution, Moon said that it proved a new hope of democracy and its spirit will play the leading role in settling down international issues. Regarding the people, Moon presented ‘people-centered economy policy’ and introduced the support plans for developing countries. Last but not least, Moon asked the UN and international society an active participation in using Pyeongchang 2018 as a momentum to promote economic cooperation and the peace in South East Asia. Moon’s address at the UN was praised for clarifying comprehensively the Korea’s foreign policies and the direction of the Moon Administration. 

Moon holds summit with Trump in New York
On the same day, Moon and Trump exchanged opinions of the North’s nuclear missile programs at the summit meeting. The two leaders condemned the 6th nuclear test on September 3 and the launching of ICBM that flew over Japan. They voiced together to emphasize on the North’s thorough implementation of the UN Security Council Resolution 2371 and 2375 while shared the same view on putting the highest level of pressure and sanctions. The two leaders then reconfirmed the complete, verifiable and irresistible denuclearization of the North in peaceful way. They reaffirmed the need of overwhelming military superiority and S. Korea’s acquisition of cutting edge military assets and development. Also, they agreed to expand the deployment of the U.S. strategic assets in and around the Korean Peninsula. The two leaders are to continue the talk on the occasion of the Trump’s visit to S. Korea in November this year. 

Moon meets Putin at Vladivostok
Moon and Putin held a summit at Vladivostok on the occasion of the East Russia Economic Forum held in early September. The two leaders agreed to promote the relationship to a strategic partnership in the true sense. They decided to push forward economic exchange projects with the target to increase the volume of manpower exchange to yearly 1 million and the trade volume to USD$30 billion by 2020. At the expanded summit followed, the two countries received a report on the result of the Korea-Russia Economic Commission. 13 organizations including the deputy prime minister for economic affairs Kim Dong-yeon while a number of Russian counterparts including The Ministry of (Development) of the Far East/ of Energy/of Education/ of Science attended the summit. The commission agreed to form a Korea-Russia Joint Work Force to propel the Korea-Eurasia FTA and for Russia to give proactive support for the FTA at the EEC to be held in October. The commission also agreed to work together in gas pipe, electrical grid, TKR and TSR. Moon said “It is ideal to focus on cooperation between S. Korea and Russia only for the moment considering the current situation and then gradually encourage the North to join the cooperation when the South-North relations will have seen an improvement.”
