Drawing a big picture for Korea’s future publishing industry
President Lee Ki-sung of the Publication Industry Promotion Agency of Korea

Lee pushes forward development of e-book publishing platforms

The Publication Industry Promotion Agency of Korea (KPIPA) set sail in July 2012. The KPIPA is a public agency that carries out wide ranges of book publication support from printing and distribution to book store management and publication training.

“The KPIPA is carrying various book publishing support projects in order to promote the industry. We reflect the fast changing trend, strengthen technology, foster industry specialists and improve the current publishing system” says president Lee Ki-sung who took the helm of the KPIPA last February.

The KPIPA’s ‘Five Year Plan for Publishing Industry Promotion’ focuses on promotion of the market demand for publication and its export volume. Lee explains “If the term ‘Anatal’ – analogue + digital – represents the last 20 years of the Korea’s publishing industry, ‘Mixed Media’, which combine AI, AR, VR and IoT technologies, will be the term to represent the future publishing industry. In other words, ‘books’ will get out of the 2 dimensional surfaces to be read in 3 dimensional spaces in the coming age.”

As part of this effort, the KPIPA is pushing forward development of e-book publishing platforms that suit Korean environment. The president Lee is expecting that the platforms will suggest new standards for e-publishing and will activate the market.

“Most e-book publishing software used in Korea is developed overseas. It means that the users have to pay heavy royalty or the fees for using the contents and it especially affects badly to small and medium publishers. So it is necessary for a public agency like us to develop and supply our own software.”

The software will be loaded with AI, AR, VR and IoT technologies and will be compatible with video and photo images and music. Also, the software will be provided to the industry for free. One of the developments, for example, is ‘e-book Korean fonts’.

Laying the foundation for Korean e-book industry

It is important to use unified typefaces in publishing industry especially for legibility and easy flow of print. And this importance is no different in the coming age of e-book. It is notable that many people pointed out ‘bad legibility’ (28%) as a big drawback of reading e-book according to a recent survey. Another problem is that the Korean fonts used in e-book are monopolized by a certain supplier group which makes it hard to be compatible with other viewing platforms. So the KPIPA is not only focusing on development of modern Korean fonts but also the fonts that can realize old Korean’s.

Lee is an old hand in this field whose experience and knowhow have continued for the last 53 years. His father Lee Dae-ui is CEO of Janwang Publishing established in 1945 to have grown to be a renowned textbook publisher. Naturally, Lee started to engage himself in his father’s business in 1964 when he was a first year university student. Under his father instructions, Lee learned thoroughly all necessary skills required in publishing industry in consistency. In 1988, he started to give lecture on publishing at Shingu College and on e-publishing at Dongguk University and it lasted 28 years until he retired in 2015.

In 1989, Lee succeeded transmitting 11,172 Korean alphabets to Australia through a communication line in cooperation with computer and Korean language experts. It is not necessary to mention how important the role of Korean alphabets online that contributed to raising Korea as an IT powerhouse in the world today.

Meanwhile, Lee has made his effort in spreading reading culture. He raised the status of ‘Reading Promotion Team’ to ‘Reading Promotion Headquarters’ June last year and organized a number of programs and events such as ‘Youth Book Talk’, ‘Humanities Reading Art Camp’, ‘Korea Reading Festival’, ‘Humanities Reading Academy’ and ‘Reading Wind Train’. In recognition of his contribution, he received a presidential citation last April.

Currently, Lee is planning to introduce ‘Publishing School’ offering both degree and master courses in publishing thorough which he hopes to foster talented industry specialists who can respond to the coming age of ‘Mixed Media’.

“The projects of the KPIPA are backed up by the Ministry of Culture, Sports and Tourism and other government institutions. The KPIPA also has built a good cooperative system with related private organizations to enhance cultural industry in Korea. However, I’m a little bit worried whether the change of government policies might affect our ‘Five Year Plan for Publishing Industry Promotion’.”

Lee added “I think that books are one of important growth engines of a nation. So I ask the government, the industry and the people to show interest and to give us a support.”
