대한민국이 탈원전 이슈로 뜨겁게 달아오르고 있다. 문재인 대통령이 고리 1호기 영구정지 선포식에서 ‘탈원전’을 선언한 이후 불거진 논쟁은 지난달 신고리 5·6호기 공론화위원회가 공식 출범하면서 사회적 갈등으로까지 격화되고 있는 양상이다. 그러나 격한 논쟁 속에서도 보다 깨끗하고 안전한 에너지원이 필요하다는 것은 국민들 모두가 공감하고 있는 사안이며, 이에 따라 국내 신재생에너지 산업의 발전 가능성에 대한 궁금증이 커지고 있다. 이에 이번호 <월간 파워코리아>에서는 대한민국 태양광발전 분야 1등기업인 경원파워㈜의 조영호 대표를 만나 태양광발전 산업의 현황과 앞으로의 전망에 대한 이야기를 들어보았다.

탈원전 시대, 대한민국 에너지의 미래는 ‘태양광발전’이다

그간 우리나라의 에너지정책은 경제성과 효율성에만 지나치게 집중한 나머지 안전이나 환경에 대한 고려는 상대적으로 부족한 것이 사실이었다. 그러나 국가 경제 수준이 향상되고, 환경의 중요성에 대한 인식이 높아졌으며, 국민의 생명과 안전을 지키는 것이 무엇보다 중요한 과제로 지목되면서 ‘지속가능한’ 환경과 성장을 추구하기 위한 청정에너지의 시대가 눈앞으로 다가오게 되었다. 그리고 그러한 흐름의 중심에 있는 것이 ‘태양광발전’이다. 
태양광발전은 반도체로 만들어진 태양전지에 빛 에너지가 투입되면 전자의 이동이 일어나 전류가 흐르고, 여기서 전기가 발생하는 원리를 이용한다. 손바닥보다도 작은 크기의 태양전지 하나에서 0.6볼트의 전압과 최대 1.5W의 전류가 생성되며, 최근에는 세계 각국의 활발한 연구에 따라 20% 이상까지 발전효율이 증대된 상태다. 무한정·무공해의 태양 에너지를 이용하므로 연료비가 들지 않고, 대기오염이나 폐기물 발생이 없을 뿐만 아니라, 발전 과정에서 기계적인 진동이나 소음이 없고, 한번 설치하면 수명이 최소 30년 이상으로 길며, 유지보수도 용이하다는 측면에서 뛰어난 차세대 에너지원으로 각광받고 있다. 
그러나 2000년대 초반까지만 하더라도 국내 태양광발전 산업은 세계 수준에 비교해 걸음마 단계에 불과했다. 자체적인 기술력 부족으로 대부분의 설비 및 부품을 값비싼 해외제품에 의존해야 했을 뿐 아니라, 발전시설을 설계, 시공하고 운용하기 위한 전문기술 및 인력도 턱없이 부족했기 때문이다. 이러한 상황에서 대한민국 태양광발전 산업의 토대를 쌓고, 그 싹을 틔운 인물이 바로 경원파워㈜의 조영호 대표다. 그는 삼성전자 해외영업부 무선사업 파트에서 근무하던 중 태양광발전 산업의 세계적 추세와 앞으로의 성장 가능성을 깨닫고, 퇴직 후 2006년부터 태양광시장에서 프론티어로서 척박한 대한민국 태양광 사업을 개척해왔다.   

탁월한 전문성과 풍부한 노하우, 태양광발전 산업 활성화의 토대를 쌓다

사람들이 흔히 ‘태양광발전’하면 떠오르는 이미지는 교외 전원주택 옥상에 태양전지 판넬이 늘어선 모습일 것이다. 실제로 과거 국내 태양광발전산업은 이처럼 ‘소형자가발전’ 및 ‘야간대체전력’의 수준을 넘어서지 못하고 있던 것이 사실이다. 만약 이러한 인식이 지금까지도 깨어지지 못했다면, 원자력발전을 태양광·풍력 등의 신재생에너지 발전으로 대체하겠다는 정부의 구상은 허무맹랑하게만 들렸을지도 모른다. 국내 태양광발전 산업이 이러한 수준에 머물러있었던 이유는 앞서 설명한 기술적인 문제도 있었지만, 국내 관련업체 대부분이 단순히 설비 시공을 통한 수익창출에만 주력했던 것과도 관련이 있다. 
경원파워를 설립하던 당시 조영호 대표가 주목한 것이 바로 이러한 한계를 극복하기 위한 ‘서비스’ 부분에서의 역량 확보였다. 태양광발전 산업을 국가산업의 일부로 끌어올리기 위해서는 시공 단계에서의 최대 발전효율을 위한 정확한 설계나 판넬각 설정, 시공 후의 운용 및 유지관리, 전력 판매를 위한 각종 인허가 취득과 전력 거래 창구 확보 등에 있어서 보다 체계적이고 전문적인 시스템이 확립되어야 한다는 점을 직시한 것이다. 이에 경원파워는 발전소 설치를 위한 현장조사부터 설계, 각종 인허가 절차와 전력수급계약(PPA계약), 시공 및 전력거래에 이르는 원스톱 서비스를 구축해왔다. 특히, 국내 최초로 발전소 부지를 분양 형태로 개발해 분양사업자 개개인이 장기적으로 안정적인 수익을 확보할 수 있는 시스템을 제시함으로써 저금리 시대에 걸맞은 혁신적인 투자처로서의 매력을 더했다. 조 대표는 “정부의 정책구상에서도 밝혀졌듯 신재생에너지 산업이 제대로 안착하기 위해서는 민간사업자의 활발한 참여가 필수불가결한 요소라 할 수 있으며, 이에 정부에서도 기존 발전사업자의 신재생에너지 의무공급비율(RPS)을 상향조정할 계획이며, 에너지저장장치(ESS)를 결합할 경우 신재생에너지 공급인증서(REC) 가중치를 5.0까지 부여하도록 해 시장 활성화에 나서고 있습니다”라고 설명했다. 이에 덧붙여 세계적인 탈원전·신재생에너지 비중 확대 추세와 기술 발전 속도에 비춰볼 때 국내 태양광발전 산업 또한 높은 성장 가능성을 내포하고 있다고 해도 과언이 아니다. 세계적인 에너지 전문가 마이클 슈나이더의 <세계 핵산업 보고서 2016>에 따르면 2015년 전 세계 신재생에너지 분야 투자액은 319조 원에 달하며, 원전 투자액 31조 원의 10배에 달한다.

“에너지강국 대한민국의 미래를 이끌어 나가겠습니다”

경원파워는 현재 경북 상주군 모동면 덕곡리 2~3차 99kw 62기, 경북 의성군 단촌면 방하리 4차 분양 99kw 17기, 경북 의성군 금성면 탑리리 5차 99kw 16기, 경북 영천시 고경면 용전리 3차 99kw 10기, 경남 창녕군 이방면 안리 500kw 1기 등의 분양을 성황리에 진행 중이다. 이처럼 다수의 태양광발전소 건립 노하우를 바탕으로 유지보수와 전력거래, 실시간 모니터링 관리로 고장 등 특이사항 체크는 물론 철저한 사후관리를 통한 높은 고객만족도를 이끌어내고 있다는 것이 이들의 강점이다. 조 대표는 “태양광발전은 현재 환경보호 뿐 아니라 안정적인 노후연금을 보장하는 이른바 ‘연금발전소’로도 불리고 있습니다. 99kw 기준, 토지 포함 약 2억 5천만 원을 투자할 경우 약 10% 이상의 수익을 안정적으로 확보할 수 있으며, 적절한 유지보수만으로 향후 30년간 수익창출이 가능하며, 이후 태양광 모듈 및 인버터를 교체해 주는 것으로 지속적인 발전이 가능합니다”라고 밝혔다. 조 대표는 국민들에게 태양광발전의 효용을 널리 알리고자 국제그린에너지엑스포, MBC건축박람회 등 20여 차례가 넘는 사업설명회를 진행해왔으며, 지난 6월 26일 부산 상공회의소에서 열린 제24차 사업설명회에도 250여 명이 모이며 태양광발전에 대한 세간의 뜨거운 관심을 증명했다. 또한, 이러한 관심과 그간의 노력에 힘입어 경원파워는 전국에서 가장 많은 태양광발전소를 분양한 기업이자, 연간 매출 300억원을 기록한 신재생에너지 분야 선두기업으로 확고히 자리매김하고 있다. 
오는 2030년까지 신재생에너지 비율을 20%까지 늘린다는 정부정책에 따라 대한민국은 ‘탈원전 시대’, 그리고 미래 환경을 위한 ‘신재생에너지 시대’의 첫 걸음을 뗐다. 조 대표는 “저희가 추구하는 ‘1인 1태양광발전소’의 목표는 지구환경을 살리는 일인 동시에 불안한 노후에 대한 안정적인 연금을 확보하는 일이기도 합니다. 저희들은 앞으로도 고객과의 신뢰를 기반으로 미래에 대한 비전을 공유하며, 만족스런 결과를 이끌어내 행복하고 건강한 사회를 만들어가는 데 일조하고자 최선을 다하겠습니다”라고 밝혔다. 사람과 사회, 그리고 환경에 이로운 일을 하는 것이 기업가가 추구해야할 최고의 가치라 말하는 조영호 대표. 풍족하고 안정된 미래를 그려나가는 이들의 열정이 ‘21세기 에너지강국’을 일궈나갈 초석이 되어주길 기대한다.

“Solar power is the answer for Korea’s future energy”

It is true that Korea’s energy policy has been focusing on economy and efficiency while neglecting safety and environment. But having made a significant advancement in national economy, people now have started to pay attention to environment and to show a great interest in sustainable eco-friendly energy resources. In this respect, ‘solar power generation’ is rising as a good alternative.

Solar power can be generated by the process that solar batteries, made of semiconductor, take the light and transfer electrons to make a flow of the current and eventually make electricity. A solar battery, smaller than a palm, can generate 0.6 volts and 1.5 watt electric current. Recent technological advancements, however, have made it possible to increase the generating efficiency to more than 20%. 

With a solar power system, you do not need to worry about fuel cost and environmental pollution and one installation can lasts more than 30 years with simple maintenance works. This is the reason that solar power is regarded as a promising future energy resource. 

However, Korea’s solar power industry was at its beginning stage up until early 2000 and we had to import necessary facilities and parts from overseas. In this situation, Kyungwon Power CEO Jo Young-ho started to pave the way and has built the foundation for the development of the industry in Korea. Jo realized the potential of the industry while working in the overseas wireless division of Samsung Electronics and launched his R&D since 2006 as a pioneer of Korean solar power.  

Rich knowhow and experience accelerates the solar power industry in Korea

Many people pop up the image of a country house when hearing solar power. In fact, it is not surprising as the Korea’s solar power industry is hanging around the images of a small self-power generator or alternative energy used during the night. It is also related to the fact that most companies focused on generating profits with just installing the facilities rather than on technology development. 

Knowing this very well, CEO Jo turned his eye to building a system that can provide comprehensive services from installation and management to obtaining licenses and marketing. And Jo has built a one-stop system that can cover field research, designing, licensing and PPA (Power Purchase Agreement). He also introduced a parceling out of the facility sites for the first time in Korea that can enable the facility owners to generate steady profits. 

“The Moon Administration is pushing forward the new regeneration energy at the moment and the active participation of private businesses, I think, is a must to achieve it. As part of this effort, the government is planning to increase the ratio of RPS (Renewable Portfolio Standard) and to give a 5.0 REC (Renewable energy certificate) when combined with ESS (Energy Storage System)” explains Jo.

According to <World Nuclear Industry Status Report> by Mycle Shneider, the investment total in the global new generation power amounted to 319 trillion won ($266B) as of 2015, a 10 times more investment than the investment total in nuclear power plants (31 trillion won).

“I will make Korea as an energy powerhouse”

Kyungwon Power currently is parceling out 62 facilities of 99kw (2nd and 3rd phases) in Sangju County, 17 of 99kw (4th phase) and 16 of 99kw (5th phase) in Uiseong County, 10 of 99kw in Yeongcheon City and 1 of 500kw in Changnyeong County. All facilities come with the Kyungwon Power’s thorough maintenance services and real time monitoring. 

“Due to its promising perspective of the industry, solar power generation is often called as ‘pension power station’. A 250 million won investment based on 99Kw including the land, for example, can generate more than 10% profits that will last for the next 30 years through appropriate maintenance works and you only need to change the modules and inverters to keep running the facilities thereafter.”

To spread the commercial feasibility of solar power business, CEO Jo has held business presentations in more than 20 exhibitions including the Green Energy Expo and the MBC Construction Expo. The recent business presentation held at Busan Chamber of Commerce and Industry on 26 June, in particular, attracted around 250 potential business partners. 

Kyungwon Power, in fact, is the company that has parceled out the facilities the most in Korea with yearly sales of around 30 billion won. The achievement is received well by many people considering the Moon Administration’s ambition to increase the new generation energy to 20% by 2030.
“I will open the age of ‘one solar power for one household’ in near future. This is not only good for environment but also for financial security after retirement. We will keep doing our utmost effort based on our accumulated knowhow and experience with a bigger goal to create an environmentally better society and world.”
