안양시배드민턴협회, 도내 최고 수준의 경기력을 뽐내다
100세 시대가 도래하고 건강에 대한 관심이 높아지면서, 일상 속에서 꾸준히 즐길 수 있는 생활체육이 점차 확산되고 있다. 그 가운데서도 배드민턴은 간단한 장비만으로도 손쉽게 즐길 수 있을 뿐 아니라, 남녀노소 누구에게나 적합한 운동으로 손꼽히며 큰 인기를 누리고 있다.
안양시배드민턴협회는 30년 이상의 역사를 가진 전통 있는 생활체육 단체로서 비산클럽, 안양클럽, 부림클럽 등 18개의 단위클럽과 장년부, 여성부, 청준장년부의 3개 산하단체를 보유하고 있다. 특히, 생활체육과 엘리트체육의 대타협을 일궈내며 지난 1월 14일, 통합 배드민턴협회로서 첫 출발을 알린 이래 안양시 배드민턴 동호인들의 권익향상과 안정적인 생활체육 여건 조성, 관내 엘리트 체육의 육성 기반 마련에 최선을 다해왔다. 
통합 협회의 초대 회장으로 부임한 최영길 회장은 청준장년부 회장과 연합회 감사, 부림클럽 회장, 연합회 수석부회장을 역임했던 인물로 안양시 배드민턴 발전을 위해 누구보다 앞장서며 헌신해왔다는 평가를 받고 있다. 최 회장은 “저희 협회는 경기도 31개 시·군 중 16개가 속해있는 1부 리그에서 활동하고 있으며, 매년 1, 2위를 다툴 정도로 우수한 성적을 거두고 있습니다. 전체 회원 수는 약 6,000여 명으로, 클럽에 소속되지 않은 일반 회원들까지 포함하면 1만 명을 훌쩍 넘어설 정도로 시 인구 대비 많은 회원을 보유하며 안양시를 대표하는 생활스포츠로 자리매김하고 있습니다”라고 설명했다. 실제로 안양시배드민턴협회는 올해 5월에 열렸던 경기도협회장배 대회에서 경기를 주최한 안산시를 제외하고 종합 2위라는 준수한 성적을 거둔바 있으며, 경기도협회 및 도지사배 대회에서 지난 4~5년 간 1위를 독점하다시피 할 정도로 그 열기와 실력이 월등하다는 평가를 받고 있다. 최 회장은 “수원시나 고양시, 성남시 등 경기도 내 다른 시·군 협회의 회원수가 저희보다 3~4배가량 많고, 시설 인프라도 잘 구축되어 있음에도 불구하고 저희들이 좋은 성적을 거둘 수 있었던 것은 강한 투지와 열정, 끝까지 희망을 잃지 않는 의지가 있었기 때문이라 생각합니다. 배드민턴을 향한 회원 분들의 이러한 열정을 응원하고 뒷받침하고자 앞으로도 최선을 다할 생각입니다”라고 밝혔다.

동호인 생활체육 여건 개선, 엘리트 체육 육성을 목표로
최영길 회장은 현재 안양시배드민턴협회가 주력하고 있는 현안 문제로 ‘동호인들의 생활체육 여건 개선’과 ‘엘리트 체육 육성’을 꼽았다. 그는 “현재 협회에 소속된 클럽 중 전용구장을 보유하고 있는 곳은 총 6개 클럽으로, 나머지는 초중고 실내체육관을 임대해 사용하고 있습니다. 그러나 시설 임대에 매년 소요되는 비용이 적지 않고, 한정된 사용시간이나 샤워실, 냉난방시설 등의 부가시설 사용에 제한이 있어 어려움을 겪고 있습니다”라고 설명했다. 아이들의 학습권 보존과 학교 측 입장에 의한 제약이 불가피함은 이해하고 있으나, 열악한 생활체육 여건을 고려하면 아쉬움이 크다는 의견이다. 이에 협회에서는 관련 제도의 개선과 전용구장을 위한 예산 확보를 위해 힘쓰고 있으며, 각 학교와의 원활한 시설임대 협의를 위해 노력하고 있다. 이에 더해, 엘리트 체육을 위한 기반 조성도 그가 오래전부터 고심해왔던 부분이다. 현재 안양시 관내에 전문 체육인을 육성하기 위한 초중고 배드민턴 팀이 전무하고, 때문에 많은 꿈나무들이 인근 시·도로 전학을 가거나 꿈을 포기하고 있다는 지적이다. 그는 “엘리트 체육 육성을 위한 첫 단계로서 초등학교 팀 창단을 위해 동분서주하고 있으나, 저희 협회의 힘만으로는 어려움이 많습니다. 지역에서 활동하는 기업, 저희와 뜻을 함께하는 지역 유지분들, 안양시와 시체육회 등의 적극적인 관심과 지원이 필요합니다”라고 강조했다. 
한편, 최영길 회장은 용산미군기지이전사업, 인천국제공항, 서울시청사, 동대문디자인플라자 등 대한민국을 대표하는 건설사업의 CM을 도맡아 수행해 온 국내 최고의 건설사업관리 전문기업 ‘건원엔지니어링’의 전무직을 맡고 있다. 지난 21년간 사업관리단장으로서 주요 사업을 진두지휘해왔으며, 부산시 오페라하우스 자문위원, 안양시 자문위원, 경기도 의회 전문위원 등을 역임했고, 서울시립대, 한국 감리협회, 한양대학교 등에 출강하며 국내 건설사업 분야의 발전과 후대 양성에도 힘써왔다. 자신이 맡은 일에 언제나 최선을 다하며, 열정과 헌신을 아끼지 않는 그의 노력이 값진 결실로 보답 받을 수 있게 되길 바란다.

Anyang City Badminton Association boasts of the top-level performance in the province 
With advent of the age for older adults and rising concern in health, community sports are gradually spreading because they can be enjoyed steadily in everyday life. Among them, badminton is very popular because it can be enjoyed easily with only simple equipment and suitable exercise for people of all ages and both sexes. 
Anyang City Badminton Association, a traditional community sport group with over 30 years of history, is possessed of 18 unit clubs including Bisan Club, Anyang Club and Boorim Club, and three branch organizations for manhood’, women, and youth and middle-aged. Especially since the launch of the United Badminton Association on past January 14 with a grand compromise between community sport and elite sport, the association has done its best to enhance the rights and interests of Anyang city badminton club members, make a stable circumstances of community sport and prepare the base for rearing elite sport in the jurisdiction. 
President Choi Young-gil, who started for the first president of the United Association, had served as president of youth and middle-aged part and auditor of the federation, Boorim club president and senior vice president of the Federation. Being known to have been most devoted to the development of Anyang city’s badminton, President Choi explained, “Our Association is acting in the first part league comprising 16 out of 31 cities and Gun’s in Gyeonggi-do, reaping such an excellent record wining the first or second place each year. With about 6,000 total members but over 10,000 persons including ordinary members who don’t belong to the club, we have so many members against the population putting badminton in place as a sport representing Anyang city.” Actually, In the contest for Presidential Cup of Gyeonggi-do Association held in May this year,   Anyang City Badminton Association placed 2nd overall next to the Ansan city which hosted the contest and is known to be superior enough in passion and skill as to have placed 1st for the past 4-5 years in the Gyeonggi-do Association and Governor’s Cup Contest. President Choi clarified, “Though other cities in Gyeonggi-do, like Suwon, Goyang and Seongnam, have three to four times larger number of members with better construction of infrastructure, we have made good record probably because we had strong fighting spirit, passion, and dogged will. I will do my best to cheer and support such passion of our members toward badminton..” 

To improve the circumstances of community sport and rear elite sport
President Choi Young-gil counted ‘improving the circumstances of the club members’ community sport’ and ‘rearing elite sport’ as the pending issue Anyang City Badminton Association is directing energies toward. He explained, “Currently, there are a total of six clubs in the Association which have their badminton-only court. The rest is using the gymnasium of elementary, middle and high schools by rental. However, we are having difficulty because there are annually a considerable expenses for leasing facilities, limited hours of use, limitations to added facilities such as shower room and air conditioning.” Though understanding the importance of children’s learning rights and inevitable restriction by the position of school, he said he is sorry when considering the poor conditions of community sports. Accordingly, the Association is making efforts to improve related systems and secure the budget for badminton-only court as well as to consult with each school for leasing facilities smoothly. Besides, he has been thinking hard on building the basis for elite sport. According to him,  currently, there is no badminton team for elementary, middle and high school in the jurisdiction of Anyang city for rearing professional athletes, so many able children choose to move to a new school in a nearby city or province or give up their dream. He emphasized, “As the first step to rear elite sports, I am running about to set up an elementary school team but we feel difficulty with our association’s limited ability, We need positive concern and support from enterprises based on the community, local influential persons, Anyang city, municipal athletic association, etc.”
On the other hand, president Choi Young-gil is the executive director of “Geonwon Engineering,,” a construction management leader in the nation which has carried out the CM of construction business representing Korea, such as relocation of Yongsan US Army base,  Inchon International airport, Seoul City Hall and Dongdaemun Design Plaza, etc. For the past 21 years, he has taken command of major projects as construction management head, served as Busan City Opera House advisor, Anyang City advisor, Gyeonggi-do assembly expert advisor while lecturing at University of Seoul, Korea Administration Association, Hanyang University, etc. for development and education of domestic construction business. It is expected that his endeavor with passion and devotion dong the best all the time will be worthily rewarded for.
