새 정부 국정기조인 지속가능발전을 주도할 환경부의 비전과 원칙을 만들고 공유하는 작업이 시작된다. 환경부(장관 김은경)는 그간 4대강 사업, 가습기 살균제 등 여러 환경현안에 대해 주도적인 대응이 부족했다는 내·외부의 반성과 비판을 감안하여 일시적인 자성론을 넘어 국민과 정책이해 관계자, 내부 구성원의 목소리를 반영하는 새로운 비전 수립에 나선다고 밝혔다.
첫 단계로 지속가능한 통합물관리 비전 포럼(이하 통합물비전 포럼)'의 운영위원장 위촉식을 개최하고 운영위원장으로 허재영 충남도립대 총장을 위촉했다. 통합물비전 포럼은 각계의 의견을 수렴하여 국가 통합물관리 비전을 도출하기 위한 범국민 포럼으로, 수질·수생태·수량, 재해예방을 일관된 체계에서 균형적이고 지속가능하게 관리하고 유역민주주의를 실현하기 위한 논의의 장을 마련하기 위해 지난 7월 10일 출범했다.
출범식에는 환경부 장관과 시민사회단체, 분야별 전문가, 유관기관장 등 100여 명이 참석하여 통합물관리의 방향을 논의하고, 패널토론의 좌장으로 참석한 허재영 총장을 운영위원장으로 추대했다.
김은경 환경부 장관은 통합물비전 포럼 위촉식에서 "그간 물관리 인프라를 충분히 잘 구축해왔으나 이제는 그 인프라를 통합·조정·관리해야 하는 시기로, 물관리 정책의 개선이 아닌 전환이 필요하다"며, "국민의 환경권을 최우선으로 삼고 환경정의의 가치를 살릴 수 있는 통합물관리 비전을 마련하기 위해 각계의 의견을 충분히 수렴할 수 있는 방향으로 포럼을 운영해 달라"고 허재영 운영위원장에게 당부했다.
또한, 4차 산업혁명 시대 도래에 발맞춘 환경정책 과제 발굴과 의견 수렴을 위한 자리를 마련하기도 했는데, '4차 산업혁명과 환경' 컨퍼런스를 통해 환경정책 분야에 사물인터넷(IoT), 인공지능(AI) 등 4차 산업혁명 기술이 도입될 경우 ① 사전예방적 환경관리 가속화 ② 환경정보 쌍방향 소통 및 협업 기반 확대 ③ 환경산업 혁신을 통한 고부가가치 창출 등의 기대효과가 클 것으로 보고, 환경 분야에서 적용가능한 주요 과제에 대해 의견을 나눴다. 환경부는 4차 산업혁명이 적용되는 환경 분야의 주요 과제를 통해, △감시·모니터링·예측·관리 혁신 △지능형 환경서비스 제공 △데이터 기반 신가치 창출 토대 마련 △환경기술 산업생태계 혁신 기반 조성 등을 추진할 계획이다.
환경부의 새로운 비전선포를 목표로 진행되는 일련의 작업들은 '환경부다운 환경부'가 되기 위한 중요한 첫발이 될 전망이다. 또한 8월 중 국민들의 민원을 분야와 쟁점별로 분석하고 지자체, 시민사회단체 등이 참여하는 현장토론회를 개최하여 국민들의 다양한 의견청취도 병행할 예정이다.

Suggesting a vision and principles for sustainable development

The Environment Minister Kim Eun-kyung is bringing up a vision and principles for sustainable development. Kim pointed out the lack of measurement against issues on the Four Major Rivers Project and the harmful germicidal agents used for humidifiers (that killed many people) and decided to bring up a comprehensive vision for prevention through gathering opinions of related officials.

First of all, Kim launched the Sustainable Integrated Water Management Vision Forum on 10 July and appointed Huh Jae-young, President of Chungnam State University, as the steering committee chairman. The forum gathers opinions of public officials, industry specialists and the general people to carry out a balanced and systematic management on water quality and ecology and prevention measures. 

Kim said on the appointment ceremony, “We already built water management infrastructure but it is time that we brought up an integrated management system. It is not about improvement but about shifting of conception and measures. The forum values most highly of clean and clear environment and I hope that the gathered opinions will contribute to realizing the integrated water management system.” 

Meanwhile, Kim hosted ‘The 4th Industrial Revolution and Environment Conference’. The participants predicted that if IoT and 4th Industrial Revolution are introduced to the environment industry, it will bring 1) acceleration of proactive prevention and management of environment 2) bidirectional communication on environment information and expansion of cooperation platforms 3) creating high value added through environmental industry reform.

For this, the Ministry of Environment is planning to push forward 1) surveillance, monitoring, prediction and management innovation 2) providing intellectual environment services 3) data-based new value creation foundations 4) environmental technology and industry ecology-based reform platforms, through major environmental policies. 

This new move of the ministry is interpreted as to make the Ministry of Environment like the Ministry of Environment (focus on environmental issues only). The ministry also runs an analysis team to analyze the environmental issues and public complaints and a team to manage field discussions in cooperation with civil organizations to actively hear public opinions.
