Suggestions for Korea’s future recycling industry

“Framework Act on Resource Circulation is an obstacle to advancement of the industry”
If the management and disposal of waste was focused on reduce, reuse and recycle in the past, today’s trend puts its focus on how to reduce the waste at first hand. As the industry is growing rapidly to one of the promising future industries, many are pointing out that Korea’s policy on resource circulation needs to be reviewed with the main problem being the absence of practical regulations. 

In fact, Korea runs <Framework Act on Resource Circulation>. Yet it has been not as practical as pointed out. The Act defines ‘resources’ as the wastes approved by the Minister of Environment. The error of the definition is that it has a risk to include the recyclable waste as ‘the waste to be disposed’. Also, the introduced approval system in addition to the existing one is causing more confusion and burden both economically and in terms of administrative process. 

Choi Yoon-sun, Vice President of the Korea Resource Circulation and Recycling Federation says “Advanced countries have already introduced related acts and are developing related technologies and importing recycled resources from other countries. This means that Korea also needs to change the existing concept of ‘management and disposal’ to ‘recycling and development’ through a complete revision of <Framework Act on Resource Circulation>.”

Choi also pointed out the need for revision of <Waste Resources Management Act> and <Resource Saving & Recycling Promotion Act>. The former, he says, is not a ‘support policy’ but rather a ‘regulatory policy’ while the latter ironically are imposing more restrictions on recycling of the waste despite the recent revision that relieved some parts. 

“It is assumed that there are about 17,000 waste recycling related companies in Korea with 100 trillion won ($87B) sales a year. But the current regulations are rather playing the obstacles to application of the developed technologies and most companies remained as mere gathering and disposal companies as a result. The federation, therefore, has suggested ‘negative method’ which lets the businesses autonomously control the recycling except some parts but the Ministry of Environment just added a few clauses without a revision.”

Differentiating recyclables from waste
Choi continued to point out that there needs to be an improvement in public recognition to see the recycling industry as an ‘industry’ but not just only about ‘environment’. 

“Germany and Japan, for example, set priorities to maximize effective value. The priorities go down like this: recyclable or reusable to recyclable for matters and then to recyclable for energy. Korea also does recycling but the problem is that the recyclables often go to disposal. This can be a serious problem as Korea imports 95% of natural resources and more exporter countries of national resources tend to keep them for their future nowadays.” 

For this, the Korea Resource Circulation and Recycling Federation and other related organizations are exerting their utmost effort in suggesting and drawing more practical and effective policies from the government, added Choi.
