지난 2014년 12월에 개봉해 천만 명이 넘는 관객을 동원하며 흥행한 영화 ‘국제시장’은 전쟁과 피난, 죽음 그리고 이별로 인한 수많은 아픔을 낳은 ‘1950년 한국전쟁과 흥남철수’, 이후 피난민들의 삶의 터전으로 자리 잡은 거리 ‘국제시장’을 무대로, 실업문제 해소와 외화획득을 위해 어쩔 수 없이 독일로 간 ‘1960년대 서독 파견 간호사와 광부’와 ‘1970년대 베트남 파병’을 거쳐 전 국민을 울음바다로 몰아넣었던 기적의 순간 ‘1980년대 이산가족 상봉’까지를 생생하게 그려냈다. 특히 1960~70년대 가난을 위해 광부와 간호사로 머나먼 독일로 떠나야만 했던 우리의 아버지, 어머니들. 그들이 노년의 안식을 위해 고국으로 돌아와 살고 있는 남해독일마을은 영화 속 파독 광부와 간호사들의 고단했던 삶을 다시 만날 수 있는 곳으로 남해의 대표적인 관광 명소로 발돋움했다. 이에 독일마을 행복공동체 영농조합법인의 배정일 대표이사를 만나 ‘한국 속의 작은 독일’에 대해 들어 보았다. 

한국속의 작은 독일, 남해독일마을
남해독일마을은 1960년대 대한민국의 가난을 극복하기 위해 독일로 떠나야 했던 파독 간호사들이 은퇴 후 귀국하여 정착한 마을이다. 1960~70년대 파독 광부와 간호사들이 벌어온 소중한 외화는 그들의 피땀과 눈물 어린 수고의 대가였다. 그 종자돈을 밑천으로 우리나라는 세계 최빈국에서 세계 10대 경제대국이 되었으며 세계 어느 개발도상국도 흉내 낼 수 없는 ‘불가능’의 기적을 이루었다. 서독과 동독이 통일해 독일을 이루었고 독일의 경제기적인 ‘라인강의 기적’처럼 한국 역시 ‘한강의 기적’을 이루어냈으며 그 종자돈의 주역들이 모여 사는 곳이 바로 남해독일마을이다. 이에 남해군에서는 어려운 시기에 조국 근대화와 경제발전에 헌신한 독일 거주 교포들의 정착생활 지원과 조국의 따뜻한 정을 느낄 수 있는 삶의 터전을 마련해 주기 위해 지난 2000년부터 수차례에 걸쳐 독일 베를린 등에서 현지 설명회를 개최하고 독일마을 입주민을 모집해 부지 매입과 공공시설 조성을 시작, 40여명의 광부와 간호사 출신 독일 교포들이 남해에 정착하면서 2005년 ‘독일마을’이 생기게 되었다. 마을 조성 이후 빼어난 자연 경관과 더불어 영화 ‘국제시장’의 흥행으로 독일마을을 찾는 관광객이 늘어가면서 보다 체계적으로 마을을 이끌어가기 위해 지난 2014년 독일마을 행복공동체 영농조합법인이 설립되었다. 현재 이 마을의 대표를 맡고 있는 배정일 대표이사 역시 1966년 독일로 파견된 광부 출신이다. 파견 나온 한국 간호사와 만나 결혼도 했고 고향이 경북 김천이라는 점만 빼면 영락없는 영화 ‘국제시장’의 주인공이다.  

아름다운 사람들이 살아가는 남해독일마을
배 대표이사는 3년의 광부 생활을 마친 후 한국으로 돌아오지 않고 독일에 정착했다. “당시 독일은 ‘라인강의 기적’이 일어나던 경제부흥기의 시대였습니다. 전자회사 필립스에 취직해 20년 동안 근무하면서 한국에 있는 친형님의 건축업 영향으로 독일에서 주택을 직접 지어 파는 사업을 15년간 했습니다. 그러던 중 2000년 남해군에서 광부와 간호사로 독일에 와서 살던 분들이 고국 남해섬에 와서 정착하면 어떻겠느냐며 당시 김두관 남해군수가 4번이나 독일로 찾아와 설명회를 열며 설득했었죠. 설명회를 통해 포근한 남해의 기후와 뛰어난 자연 경관에 반하게 되어 남해로 오게 되었습니다.” 남해로 오면서 가장 독일다운 집을 짓기 위해 독일에서 직접 자재를 들여와 손수 집을 지었고 이름도 ‘도이치하우스’라고 지었다. 현재 남해독일마을은 독일식 건축양식과 문화가 가득한 주택에 살면서 민박업 등을 하며 관광객들과 독일문화를 공유하기도 하며 마을 주민들과 이역만리 떨어진 남해에서 오순도순 지내고 있으며 이곳에는 배 대표이사를 비롯한 1세대와 이곳이 좋아 이주한 독일마을 사람들을 포함해 100여명의 마을 주민이 살고 있다. 그들은 독일마을의 활성화를 위해 2013년 마을기업을 만들었고 이듬해인 2014년 관광두레에도 선정되었다. 
관광두레란 관광산업에 ‘두레’라는 전통적인 공동체 문화가 결합된 것으로, 지역 주민이 스스로 만들어가는 관광사업 공동체를 말한다. 문화체육관광부가 관광두레 사업의 기본 계획과 재정지원을 맡고, 한국문화관광연구원이 사업을 주관해 지역 진단 컨설팅 및 교육 등을 진행하고 있다. 한국관광공사는 관광두레의 지역특화 콘텐츠 홍보마케팅을 돕는다. 남해독일마을 관광두레에서는 수제 소시지와 맥주를 만들어 관광객들에게 판매하고 있다. 배 대표이사는 “남해독일마을이 알려지면서 전국에서 많은 관광객들이 독일마을로 관광을 옵니다. 그 중에서 경남권에 있는 독일인들의 방문 횟수도 점차 늘어나고 있지만 정작 독일 전통 음식을 아직 판매할 수 없어 많은 아쉬움이 있습니다. 이런 부분들이 유관 기관과 하루 빨리 협력되어 국내인들 뿐만 아니라 독일 현지인 및 외국인들에게 독일의 정통 음식 문화를 알릴 수 있도록 최선을 다할 것입니다”라고 피력했다. 
이와 더불어 독일마을 주민들은 매년 10월에 열리는 독일마을 맥주축제에 수많은 사람들이 방문하고 언론 등을 통해 독일마을이 유명해지자 파독광부와 간호사로 살았던 그들의 삶과 역사를 제대로 알리고 싶었다. 그 일환으로 지난 2014년에 도이처플라처라 불리는 광장을 중심으로 게스트하우스, 독일전통음식을 취급하는 레스토랑, 기념품 판매점과 파독 근로자들의 유물과 역사 기록물이 전시되어 있는 파독전시관을 개관했다. 전시관은 격변의 현대사를 사진과 글로 장식한 타임터널부터 글뤽아우프(독일어, ‘무사히 지상에서 보자’는 뜻)를 외치며 막장에 들어서는 파독광부들을 형상화한 공간인 갱도, 파독광부와 파독간호사를 테마로 한 전시 공간, 독일에서의 삶을 재현한 공간과 영상체험코너 등으로 구성돼 있으며 파독광부 2명과 간호사 4명이 해설사 역할을 하고 있어 생생한 그들의 이야기를 들을 수 있다. 

그리스 산토리니와 같이 눈부시게 아름다운 전경 뒤에도 가난한 나라에서 태어나 그것을 극복해야 했던 우리의 아버지, 어머니이자 누군가의 아들이고 딸이었던 이들의 애환이 서려있는 것처럼 “우리나라 역시 조국 근대화를 위해 평생을 희생한 수많은 파독광부와 간호사들이 있었기에 지금의 대한민국이 있을 수 있었다”며 “전국의 파독광부와 파독 간호사들에게 진심으로 무한한 감사를 드린다”는 배정일 대표이사. 

전국에서 가장 가보고 싶은 여행지와 더불어 그들의 땀과 눈물이 배여 있는 남해독일마을이 ‘죽기 전에 꼭 가봐야 되는 여행지’로 선정되어 보다 많은 이들에게 독일마을의 아름다운 전경이 선사될 수 있기를 배정일 대표이사와 더불어 독일마을 모든 주민들을 통해 희망해 본다.

The little Germany in Korea
Thus the Namhae German Village was built when the Korean nurses and miners who went to the foreign land to earn money from the hunger stricken Korea in the 60s and the 70s and gathered together once again to live in the same village when retired and came back to their homeland. What they earned in the far-off land was used for building the foundation of Korea to ignite the growth engine from the devastation and it eventually led the south-half divided country to the 10th economic power in the world today. For many other countries, it was impossible to achieve and still is in terms of its speed. Interestingly, the so called Miracle of the Han River (1961 – 1997) coincides with the Miracle on the Rhine. Knowing the story of the home coming nurses and miners, and their contribution, Namhae County secured the current land to build the village in German style and the village officially came into shape with 40 households in 2005. It was rather a quiet village at first until the Korean film ‘Ode to My Father (Gukje Market in Korea)’, a story about the nurses and the miners, hit top of the box office and the tourists, mostly who had seen the movie, flocked into the village. The Namhae German Village Happy Community Agricultural Association Corporation was thus launched as a result in order to accommodate the tourists with warm hospitality and convenience. Bae Jeong-il, the president of the corporation also is one of the miners who went to Germany in 1966. He met his nurse wife there, the story very similar to the film, interestingly.  

Beautiful people, beautiful village
Three years passed but Bea settled down in the far-off land instead of coming back home. “It was the high tide of the Miracle on the Rhine. With better prospect, I got a job in PHLIPS and worked for the next 20 years during which I also built houses to sell for 15 years under the influence of my older brother who ran a construction company in Korea. Sometime around 2000, Kim Doo-kwan, then governor of Namhae County, paid a visit to Germany for the village project which led to 4 more visits to persuade me to join in which I eventually did.” To make the village like a German village, Bae brought the local materials and he named the completed houses ‘Deutches Haus’. The village expanded as time goes by and there are about 100 residents living in the village at the moment. In 2013 the village launched a village enterprise and in 2014 designated as a tourism cooperative and secured a financial support from the Ministry of Culture, Sports and Tourism. The Korea Culture & Tourism Institute also provides consulting and related training for the cooperative in order to maximize tourism contents and marketing through which the handmade German sausages and beers are now quenching the thirst of the visitors alongside that local specialty. “It is truly exciting to see that the Germans who live in Korea especially in South Gyeongsang Province or tourists also visit the village. Unfortunately though, we are not legally allowed to sell traditional German food for some reason and we really hope the matter will be settled soon.” If you feel like to pay a visit to the village, the October beer festival is highly recommended while swinging by the Deutches Platz, Ausstellungsraum (museum) and souvenir stores also can be a special look through. The museum in particular displays the photos, props and video images of the nurses and the miners and 2 miners and 4 nurses are working as guides. It is emotional to read the “Gluck auf!” – “See you safely outside” – written on the entrance of the tunnel in the mine. “I would like to point out for reminder that Korea might have not been what it looks like today without the sacrifice of the nurses and the miners and I sincerely bow down my head to those who lost their lives or still live alike.” Namhae German Village has been designated for ‘Must Visit Places before You Die’. <Power Korea> sends a message of support.
