'행복한 군민, 도약하는 남해'의 미래 청사진을 그려가고 있는 경상남도 남해군은 민선 6기 군민 삶의 질을 높이고 지역 경제를 반석 위에 올려놓기 위한 다양한 시책을 추진하고 있다. 박영일 남해군수는 지난 수십 년간 새로운 성장 동력의 부재 속에 침체일로를 걷던 남해군에 도약의 새바람을 일으키고 있다.

남해군, 40여 년 만에 군 채무 모두 상환해 건전한 재정 여건 조성
남해IGCC발전사업의 본격 추진 위한 제반 준비 마쳐
무엇보다 가장 큰 성과는 40여 년 만에 군의 채무를 모두 상환해 튼튼하고 건전한 재정 여건을 조성했다는 것이다. 지난 2014년 말 기준, 남해군의 총 채무액은 76억 원에 달해 군민 1인당 약 15만 8,000원의 빚을 지고 있었다. 이에 불요불급한 예산절감과 낭비성 행사 최소화, 지방세 확충 등 행정․재정개혁을 통해 재원을 마련, 군의 채무를 모두 상환했다. 남해군의 채무제로 달성은 소외계층을 위한 복지사업 등 기존 추진돼 온 각 분야의 사업들이 전혀 위축되지 않고 이뤄냈다는 데 큰 의의가 있다. 그 노력으로 지난해 연말 행정자치부 지방재정분석 평가에서 우리 군이 전국 군부 2위를 차지하는 영예를 안기도 했다.
또한 남해군은 친환경에너지의 선두도시이기도 하다. 군은 작년 12월 29일 친환경에너지타운 조성사업과 연계한 플라즈마 폐자원 가스화발전사업을 착공했다. 이 사업은 폐기물 처리문제의 근본적인 해결책을 제시하고 인근 지역과의 상생발전을 도모하는 데 목적이 있다. 여기에 군의 신성장동력산업인 남해IGCC발전사업의 본격 추진을 위한 제반 준비를 마쳤다. 포스코건설, 두산중공업과 함께 한국전력, 한국동서발전이 사업에 참여, 최근 사업 공동개발을 위한 양해각서를 체결했으며, 이로 인해 신재생에너지산업의 중심도시 남해가 가시화되고 있다.

제12회 보물섬 마늘축제&한우잔치, 지난 9일부터 사흘간 개최
국민권익위원회에서 최근 2년 연속 A+우수기관으로 선정
더불어 남해군은 경상남도와 함께 힐링아일랜드 관광개발 종합계획 및 관광특구 지정 계획을 발표하고 문화체육관광부의 대한민국 테마여행 10선에 선정돼 관광도시 남해의 재도약 발판을 마련했다. 군 관광산업을 집약한 미조항 멸치&바다축제와 보물섬 마늘축제&한우잔치, 독일마을 맥주축제 등 주요 축제도 한층 보완된 콘텐츠로 관광객 증가와 함께 더욱 성장했으며, 지난해 가을에는 보물섬800리길 자전거 대축전, 올해 봄에는 마라톤 대회를 새롭게 마련해 남해의 아름다운 해안선과 해양 자원을 재조명하게 했다.
특히 남해군의 대표 특산물 축제, 보물섬 마늘축제&한우잔치가 지난 9일부터 11일까지 사흘간 서면 소재 남해스포츠파크 일원에서 개최됐다. 올해로 열 두 해째를 맞은 축제는 기존 마늘나라 일원에서 행사장을 옮겨 남해스포츠파크에서 개최됐다. 축제의 주요 프로그램은 보물섬 마늘가요제, 실버 건강미인 선발대회, 보물섬 건강댄스 퍼레이드, 우량마늘 품평대회, 공예작품 전시회, 마늘 주제관, 한우 주제관, 마늘 합동 판매코너, 마늘 깜짝 경매, 귀농 홍보관, 귀어 홍보관, 청소년 시․사생대회, 읍․면 홍보관 등 저마다 특색 있는 콘텐츠로 군민과 관광객들에게 즐거움을 선사했다.
군민들의 복리증진과 권익보호, 행정서비스 만족도 제고를 위한 노력도 성과를 거두고 있다. 국민권익위원회의 고충민원처리실태 확인평가에서 최근 2년 연속 A+우수기관으로 선정됐다. 올 봄 개관한 작은 영화관, 보물섬 시네마는 문화 활동에 목말라 있던 군민들의 삶의 질을 높였으며, 지난 2014년 도입해 군민들의 많은 사랑을 받고 있는 이·순·신(이제부터, 순식간에, 신명나게) 민원처리제는 수혜지역과 상담분야를 더욱 확대해 민원인들의 시간적․경제적 비용을 절감했다. 남해군 박영일 군수는 "군정에 아낌없는 성원을 보내주신 50만 내외 군민 모두에게 정말 감사하다. 우리 군의 가장 핵심 역량은 우리 50만 내외 군민의 지혜와 단합된 힘이다. 군민이 공감하는 행정, 군민 모두가 체감하는 성과를 이루는 군정이 되기 위해 더욱 최선을 다하겠다. 보물섬 남해를 더욱 풍요로운 도시로 조성해 나가겠다. 많은 성원을 바란다"라는 소감을 밝혔다.

Namhae pays off debts 
Namhae County has paid off the debts in 40 years. The 7.6 billion won ($6,797) debts were calculated into about 158,000 won per resident of the county. The mayor Park paved the way for paying off the debts by reducing the unnecessary budgets and expensive events while expanding local tax and reform on administration. The achievement was received as such a great feat for the county’s welfare projects were unaffected at all during the paying off yet the county ranked No.2 at the Local Government Budget Analysis Assessment carried out by the Ministry of the Interior last year. Also, as an eco-friendly initiative city, Namhae launched the plasma-wasted gas power plant project linked to the eco-friendly town project from December 2015. It will solve the waste disposal issues of the county and its vicinity and can function as the preparation stage of the IGCC Development Project, one of the new growth engine industreis of the county. POSCO, KEPCO, Doosan Heavy Industries & Construction and the Korea East-West Power signed MOUs with the county to join the project as co-developers and the project is expected to grow Namhae as one of the centers of the renewable energy industry in Korea. 

A variety of festivals and events
Namhae recently announced to create a healing island and will push forward the island being designated as Special Tourist Zone. In fact, the county already has listed its name in ‘The 10 Themed Travel Destinations of Korea’ in recognition of the county’s variety of festivals and events such as the Anchovy & Sea Festival, Garlic & Korean Beef Festival, Namhae German Village and October Beef Fest. Last year, the county added the ‘Treasure Island Bicycle Riding’ and this year the ‘Namhae Marathon’. The Garlic & Korean Beef among them has become very popular through years for it offers various side events such as singing contest, healthy body beauty contest, health dance parade, garlic tasting and auction, beef promotion and crafts work exhibition. The county also set up a number of booths according to each town and local specialty and the one for the urbanites who wish to move down for farming. Meanwhile, the county was chosen for ‘A+ Excellent Local Government’ 2 years in a row at the Civil Complaint Processing Assessment carried out by the Anti-Corruption & Civil Rights Commission. The county has been running ‘Yi Sun Sin’, the civil complaint processing department, since 2014 in order to better deal with the resident’s complaints. “I’d like to show my sincere gratitude to the 500,000 residents of the county. Without their cooperation and participation, it wouldn’t have been possible to achieve this much and pay off the 40 year old debts.
