군 최고 전문연구기관이자 예비역 보금자리, KIMA 
한국군사문제연구원(KIMA 원장 오창환)은 국방·군사에 관한 제반 분야 연구 분석으로 국방정책 수립 및 군사발전에 기여하고, 예비역 지원 사업을 바탕으로 국군의 전력 향상에 이바지하기 위해 1994년 설립된 국방부 산하 공익재단법인입니다. 특히 2,000여명의 예비역 장군과 3,000여명의 예비역 대령을 포함하여 5,300여명의 군사연구위원으로 국방정책 및 전략, 군사 등 전문분야별 연구 인재 POOL이 구축되어 있고, 15명의 군사분야 최고 석학들로 전문·객원연구위원이 구성하여 ①국방부, 합참, 각 군 및 방사청에서 제기되는 연구프로젝트에 참여 ②「한국군사」의 군사전문학술지를 발간 ③매월 안보국방이슈를 주제를 선정하여'KIMA FORUM'개최 후 결과 보고서를 청와대 안보실, 국방부, 주요 지휘관 및 연구기관에 배부 ④국방현안에 대해 수시로 동영상을 촬영하여 유튜브, 페이스 북 등 SNS에 게제 함으로서 국민들에게 올바른 안보국방 정보를 제공하여 국방정책에 대한 공감대 형성 ⑤전 세계 국방안보 뉴스를 번역하여 매일 1,000여명의 군사분야 전문가에게 NEWS LETTER를 제공 ⑥「월간군사저널」군사잡지와「무기체계」등 군사 전문서적을 발간 ⑦한미연합 TECH NET세미나와 국방ICT융합 와 매월 ‘IDER BANK 회의’를 개최하여 첨단 상용기술을 군에 접목시키는 민군가교 역할 수행 등의 목적 사업을 활발히 추진하고 있다. 특히 올 초에는 ‘대한민국 100대 싱크탱크’와 ‘국방부 청렴우수기관’으로 선정됨으로 공익 기관으로서 사명과 모범적인 경영사례로 인정받았다. 또한, 2016년 9월, 오창환 원장(공군 예비역 중장)이 취임한 이후 'KIMA VISION‘ 재정립과 ’중장기 발전계획‘을 수립·시행함으로써 연구원의 불확실성이 제거되었고, 원활한 소통으로 혼연일체가 되도록 하여 획기적인 도약의 발판이 마련되기도 했다. 이와 더불어 이윤규 기획홍보실장(정치학 박사)은 과거 탁월한 군생활과 국방대 교수로서 인정을 받았던 경험을 바탕으로 한국군사문제연구원의 발전에 견인차 역할을 하고 있다. 

이윤규 박사, 창군 최초 11개의 타이틀의 참군인상
이윤규 박사는 군생활 동안 ’창군 최초 1,100명의 대구여성예비군 창설, 휴일예비군 제도 최초 도입, 예비군 중대와 독거노인의 자매결연, 현역 및 상근예비역 병사 7쌍 합동결혼식, 군내 야학교 운용으로 24명 병사 검정고시 합격, 모교 마산삼진중학교 42년간 화랑장학금 지급, 소대원과 40년간 훈장5소대 전우회 운용, 우울증 병사 13명 외부 복지의료시설에 5주간 위탁하여 완쾌하게 한 사례, 군 심리전 최고 전문가로서 명성 등 자타가 공인하는 한국군 창군 최초 최고 타이틀 11개를 보유한 ‘참군인’으로서 2016년 12월에는 합동참모대학 개교 26년 만에 최초로 합동대학교 명예교수의 영광을 획득하였다. 이러한 문무를 겸비한 이윤규 박사는 새정부 출범에 즈음하여 국방안보 분야에 대한 전문가적 제언과 기대를 다음과 같이 피력하였다. 

자주보다는 협력적 안보 태세, 북핵무장 전제로 한 국방개혁 필요
새정부의 국방정책 기조는 문재인 대통령 후보의 공약이었던 ‘강한 안보 기치 하에 국방비 대폭 증액, 튼튼한 한미동맹을 기초로 자주국방의 토대 구축’으로서 북핵 대응 핵심전력(Kill Chain, KAMD) 조기 전력화, 사드 배치 재검토 및 국회 동의 절차, 임기 내 전시작전권 환수, 자체 핵무장 및 한반도 전술핵 재배치 반대, 국방개혁을 위해 국방개혁특별위원회 설치 등 13개의 핵심 추진과제가 추진될 것으로 전제하며, 이러한 새정부의 국방정책에 우선하여 국군통수권자로서 새 대통령의 국가안보철학, 그리고 새로 임명될 청와대 안보실장과 국방장관 등 국가안보관련 주요 직위자의 국가안보 위협에 대한 인식과 대응기조를 명확하게 명문화하고 선언적으로 밝힘으로써 일사 분란한 지휘통제와 정책에 대한 공감대를 형성하여 새로운 국방정책의 추진력과 효율성을 배가시킬 수 있다고 주장했다. 
하버드 대학의 지글러(Ziegler)교수는 전쟁의 원인을 사고로 인한 전쟁, 오해와 오판에 의한 전쟁으로 지적하면서 1차 대전의 빌헬름 2세, 2차 대전의 히틀러, 무솔리니, 6․25전쟁의 김일성, 중동전의 낫세르, 걸프전쟁의 후세인 등이 전쟁을 일으킨 사례를 들고 있다. 
북한 세습독재자 김정은의 충동적이며 예측 불가능한 성격과 숙청을 피하기 위한 간언과 ‘기쁨조 형’ 보고 위주의 북한 의사결정시스템으로 인해 김정은이 오판할 개연성을 충분히 있다. 따라서 우리의 전쟁억제와 평화를 위한 선의의 지원이나 자주국방의 노력도 오판하거나 체제 생존에 악용할 수 있다. 이런 관점에서 우리의 국방정책의 기조는 자주 및 자강의 국방보다는 한미동맹을 통한 협력적 안보로 김정은의 오판 빌미를 최소화하는 방향이 추진해야 한다. 특히 글로벌 세계에서 국가안보는 군사적 위협과 테러, 재해재난, 환경 등 비군사적 위협을 망라한 포괄적 안보개념 하에 자주국방은 효용성도 없을뿐더러 소요되는 막대한 국방비를 조달할 수도 없다. 이러한 관점에서 전시작전 통제권 임기 내 조기 환수나 사드 배치 재검토는 기존 계획대로 추진되어야 한다. 그리고 자체 핵무장과 전술핵무기 재배치는 김정은이게 전쟁과 대남위협의 유용한 수단으로 오판의 여지를 줄일 수 있으며 남북한 주도권도 확보할 수 있는 수단이라고 본다. 또한 북한이 핵무기를 포기하지 않는 상황을 고려해 볼 때, 비핵상황을 전제로 수립된 ‘국방개혁’도 핵무장한 적을 상정해서 새롭게 디자인해서 추진해야 한다. 그리고 4차 산업혁명시대에서 전쟁의 양상도 군대의 역할도 변화가 불가피한 상황에서 ‘국방개혁’에도 4차 산업혁명의 영역을 반영해야 할 것이다. 그리고 핵무기, 테러, 사이버전, 심리전 등 북한의 비대칭전력과 전략을 망라한 4세대 전쟁 즉 북한식 하이브리드전쟁을 억제하고 대비할 수 있는 군사력 건설과 국방정책이 추진되어야 할 것이다. 마지막으로 심리전의 최고 전문가로서 2004년 남북한 장성급 회담에서 유일하게 절대 우위와 절대적 영향력이 있었던 대북심리전을 정치적 강압에 의해 중단되었던 사실을 상기시키면서 다시는 그러한 과오가 없기를 간절히 바라면서 인터뷰를 마쳤다.

KIMA works for military researchers and the reserves
The KIMA is an affiliation of the Ministry of National Defense, established in 1994. Its research and analysis capabilities aim at bringing defense policies, development of military system and contribution to improvement of military strength. 5,300 military researchers are working at the KIMA with 15 authorities in the field. The works of the researchers at the KIMA are 1) participation in military researches 2) issuing academic journal 3) regular holding of KIMA Forum 4) production of video information on national security for the use on SNS 5) translated international military news to be sent to 1,000 military specialists 6) issuing Military Journal and Weapons System 7) holding of Korea-US Tech Net Seminar, National Defense ICT Convergence, and IDER BANK. The KIMA was chosen for ‘100 Think Tanks of Korea’, and as an excellent organization for transparent administration by the Ministry of National Defense. The inauguration of Oh Chang-wan was the momentum of removing the uncertainty of the organization achieved through KIMA VISION and the middle and long term development project, and also the PR director Lee Yoon-gyu’s outstanding careers in the military, and as a talented professor, has been the driving force of the KIMA.

Lee gained 11 titles
Lee’s passion in contributive activities has brought him as many as 11 titles. Lee established Korea’s first Daegu Women’s Reserves consisted of 1,100 women and initiated the weekend reserves system. He organized a sisterhood between a reserve and elderly people and a group wedding for 7 military couples. He ran a night school and has donated scholarship to Masan Samjin Middle School for 42 years. In December 2016, he became an honorary professor of Joint Forces Staff College as the first military officer in Korea as a result. 

North’s possible nuclear armament should be taken into consideration
Harvard professor Ziegler points out ‘accident’, ‘misunderstanding’ and ‘miscalculation’ as the causes of war. He took examples of Wilhelm of WWI, Hitler and Mussolini of WWII, Kim Il-sung of the Korean War, Nasser of Arab–Israeli conflict and Hussein of the Iraq War. Kim Jong-un in particular has a high risk of miscalculation that can be driven from his unpredictable hot temper and his attaches’ wrong information. It means that S. Korea’s virtuous support also might be used as the basis for miscalculation. For this reason, S. Korea’s national defense policies had better be built based on Korea-US Alliance rather than autonomous defense. National security in this global age is not only a matter of military threat but also includes terrorism, accident and disaster and environment. For this reason again, the Moon Administration’s self-reliant national defense is not effective and it requires a huge budget. Therefore, taking over the war time control and review of the THAAD within the term of the Moon Administration must comply with the existing plans. Also, S. Korea’s nuclear armament and deploy of the tactical nuclear weapon might give impression to Kim Jong-un to misuse them as causes for threat and even a war. In addition, the Moon Administration’s reform policy on national defense is built based on the North’s denuclearization but they show no sign or will to comply with the condition so the policy must also be reviewed based on the fact that they will not give it up. Meanwhile, the elements of the 4th Industrial Revolution is beneficial to be included in the defense strategies as well as the effective measures against the North 4th generation war tactics: nuclear, terrorism, cyber war and psychological warfare.
