자연습지 환경보존가치 공감 ‘12월 완공, 수변공원 조성 공사 한창’ 
20만 구리시민의  최대 휴식공간과 힐링 명소가 될 “수변공원”이 교문동 구리시청 앞에 조성된다. 구리시의 마지막 유서 깊은 자연습지인 이문안 저수지가 오는 12월 완공목표로 환경이 살아 숨 쉬는 시민휴식공간’으로‘환골탈태’하기 위한 공사가 한창이다.    
시는 국도비 등 총 38억원의 사업비를 투입하여 지난 4월부터 저수지 일대를 녹지대로 만들기 위한 터파기 등 기초공사 착공을 시작으로 올 연말까지 이 일대 1만9천926㎡에서 동·식물 서식처 등 복원공사를 진행하여 완공 후 장자호수생태공원에 이어 구리시민이 자랑할 만 한 제2의 새로운 명소로 탈바꿈 할 것으로 기대된다. 시민들이 안전하고 쾌적한 녹지 공간에서 힐링 할 수 있도록 하기위해 나무 숲 을 비롯해 바닥분수, 전망데크, 헬스시설 등 각종 주민편의 시설물을 설치해이문안 저수지는 구리시청 맞은편 43번 국도변에 자리잡고 있다. 인근의 장자못과 함께 구리시의 명소로 널리 알려져 있으며, 한때 저수지 부근에는 다양한 꽃나무가 자라고 겨울이면 백로, 왜가리, 원앙새, 쇠물닭, 청둥오리 등 각종 철새들이 찾아왔으나 1980년대부터 인근에 택지 개발이 이루어져 본래의 기능을 상실하다시피 했다. 특히 이곳은 60%의 소유권을 갖고 있는 통일교재단 측과 시민들의 휴식공간으로 조성하기 위한 절차를 진행하는 과정에서 우여곡절의 난항을 겪기도 했으나 삭막한 도시공간을 완충해 주는 자연환경적 요소와 함께 주민들의 휴식공간으로써의 충분한 존재가치가 있다는 대승적 공감으로 매립의 위기를 딛고 시민의 품으로 안기게 됐다.   

콘크리트 숲에 밀린 주택밀집지역 주민들 저 평가 해소 기대감 솔솔 
이처럼 구리시의 유서깊은 이문안 저수지가 오랜세월 산고의 고통을 이겨내고 시민의 힐링공간으로 재탄생 한 것은 여러 가지 의미에서 남다른 시사점을 던져준다. 대표적으로 환경에 대한 보존가치의 소증함을 다시금 일깨운 것이다. 구리시의 마지막 자연습지인 이문안저수지 만큼이나 좋은 조건을 갖춘 곳은 드물다. 이 때문에 구리시는 저수지 상당부분에 대한 소유권을 갖고 있는 통일교 재단 측과 끈질긴 협의와 설득을 통해 토지를 지속 매입하는 끈질긴 노력의 결실로 환경보존의 명분과 당위성을 지킴과 동시에 주민들의 숙원사업이기도 한 도심 속 시민공원을 가슴에 품게 했다. 뿐만아니라 아파트라는 거대한 콘크리트 숲에 밀려 제대로 된 재산상의 평가를 받지 못했던 주택밀집지역 주민들의 남모른 설움과 더불어 유동인구 수요 증가로 인한 지역상권 활성화를 통한 낙후된 저평가 이미지 개선에도 적잖은 변화가 예상돼 기대감을 키우고 있다. 백경현 시장은“시민들의 생활수준 향상으로 그 어느 때보다도 자연을 배려한 편안한 시민휴식공간이 필요한 시점에서 이번에 기존 저수지를 최대한 보전・복원을 통해 시민들에게 꽃과 연못이 조화를 이루며 자연의 쾌적함을 그대로 느낄 수 있는 생명의 친환경수변공간으로 탈바꿈 할 것으로 기대한다”며“구리시의 자랑인 장자호수공원에 이어 현대적 디자인이 가미된 또 하나의 명품 공원이 되도록 지속적인 관심과 지원에 철저를 기하겠다”고 말했다.

Guri pushes forward waterside park, bicycle insurance and residential parking permit

The waterside park to be completed by December 
A waterside park, which will serve as a resting place for 200,000 Guri citizens, is to be created in front of Guri City Hall. It was originally Imunan Reservoir but is turned into a waterside park by December this year. For this, the city pours in a total of 3.8 billion won ($3.377m) in 19,926㎡ land facilitating animal habitats and an ecology park as well as floor fountain, observatory deck and exercise equipment. The 60% of the area originally belonged to the Unification Church and there were some conflicts over the alteration of the purpose of use but the church and the city came to an agreement in order to server the common good. 

Rising as a new landmark of the city
The waterside park will remind people of the importance of protecting the environment. With this great cause, the city persuaded the Unification Church persistently to sell the land, which was well backed up by the demand of the citizens. When completed, the waterside park is also expected to create a synergy effect on activating the local commercial zones as well as the value of the apartment blocks and houses in the vicinity. The mayor Baek Gyeong-hyun said “The waterside park will serve as an eco-friendly resting place for 200,000 Guri citizens. And it will also serve as a new landmark of the city and significantly raise the standard of living. For this, the city will provide unsparing and continuous support.” 

Bicycle insurance for citizens
To take off the burden of hospital fees when an accident occurs while riding a bicycle, Guri City facilitated ‘bicycle insurance’. All citizens with legal residency in the city can benefit from the insurance for one year until 23 May 2018. They do not need to do anything for the insurance but just being the citizens of the city. Backed up by the 73% approval rate of the citizens, Guri City also is about to introduce ‘residential parking permit’ alongside opening the parking lot of the Guri Art Hall for citizens from 6pm to 8am next day for free. The mayor Baek said “I expect that the waterside park will give people a chill-out in the eco-friendly resting place where flowers and the water make harmony and the bicycle insurance and the residential parking permit improve practical part of the citizens’ lives.”
