지난 8개월 여간 대한민국은 그 어느 때보다 혼란스럽고 어려운 시기를 보냈다. 국정농단 사태가 불거진 이후 국민들은 저마다의 목소리를 높이며 거리로 쏟아져 나왔고, 헌정사상 첫 대통령 파면이 결정되었다. 그리고 대한민국은 보수와 진보, 좌파와 우파로 나뉜 채 5월 장미대선을 치러냈다. 제19대 대통령 취임 한 달여를 맞이한 지금, 우리들은 중대한 갈림길 위에 서 있다. 화합과 융합 속에 미래를 향한 성장의 기틀을 마련하느냐, 아니면 분열과 갈등의 깊은 골을 넘지 못하며 끝 모를 추락을 거듭하느냐가 우리의 손에 달린 것이다.

새로운 시대, 화합과 융합 통한 성장의 기틀 마련이 무엇보다 중요해
대선의 결과는 어느 정도 예측됐던 바였다. 그리고 이는 지난 기간 국가와 정부에 대해 국민들이 받았을 실망감을 어느 정도 보듬어줄 수 있는 것이었다. 하지만 충분한 준비 없이 갑작스레 치러진 대선은 그 어느 때보다 격렬했고, 상대를 향한 비방이 난무했으며, 계층, 세대, 지역으로 나뉘어 대립하는 동안 서로에게 씻을 수 없는 상처를 남기기도 했다. 여기서 많은 이들이 간과하고 있는 것 중 하나는 ‘대선’은 새로운 출발을 위한 ‘시작점’이지, 모든 책임으로부터 해방되는 ‘도착점’이 아니라는 사실이다. 이후의 대한민국이 올바른 방향으로 나아가기 위해서는 지금까지의 과정만큼이나 앞으로의 노력이 무엇보다 중요하다.
그렇다면 앞으로 우리가 이뤄나가야 할 가치란 무엇이며, 이를 위한 과제는 무엇일까. 이에 대해 ㈜에넥스의 창업자 박유재 회장은 “화해와 소통, 융합과 화합 속에 ‘국태민안(國泰民安)’을 이루는 것이 우리의 과제”라고 역설했다. 그는 “사람들이 흔히 하는 착각 중 하나가 ‘보수’와 ‘진보’가 서로 반대되는 개념일거라 생각하는 것입니다. 진정한 진보, 즉 ‘합리적 진보’는 새로운 변화와 혁신에 대한 비중을 기존 가치의 보존 및 계승에 대한 비중보다 더 무겁게(예 6대 4정도) 두는 정치세력을 뜻하는 것이고, 진정한 보수, 즉 ‘합리적 보수’ 역시 지켜야할 보수적가치의 비중을 6으로 하고 4는 부단한 혁신과 개혁을 시도해가는 정치세력이다. 절대보수와 절대진보는 존재해서도 안 되고 존재할 수도 없는 것이다. 다시 말해, 보수와 진보란 서로 상충되는 것이 아니고 상호 보완하는 작용을 할 때, 즉 상호간에 조율과 양보와 타협을 통해서 체제성과(system performance)를 최적화(optimal)시킬 수 있다”고 설명했다. 하지만 이러한 개념은 대한민국의 지난 역사 속에 모순되고, 부정되었으며, 기형적인 형태로 발전할 수밖에 없었다는 것이 그의 생각이다. 박 회장은 “과거 일제강점 35년의 역사를 거치며, 우리 국민들은 부모 없는 고아처럼 방치되어 있었으며, 근대적인 국가와 정치 형태를 접해보지도 못했고, 제대로 된 교육을 받지도 못했습니다. 다만 일본 제국주의에 대한 강렬한 저항의식과 독립에 대한 열망으로 반대와 투쟁의 나날을 계속해왔으며, 이러한 DNA가 우리들의 의식 깊이 자리 잡게 되었습니다”라고 지적했다. 물론 그가 무조건 ‘저항’과 ‘투쟁’의 가치를 부정하는 것은 아니다. 다만 현재 정부가 일제 총독부가 아닌 우리 정부인데도 합리적 판단과 논리적 근거가 결여된 채 ‘반대를 위한 반대’를 외치는 경향이 보수와 진보, 우파와 좌파를 막론하고 뿌리 깊게 박혀, 국가발전을 저해하는 우를 범하고 있다는 생각이다. 가치중립성이 파괴된 채 긍정가치보다 부정가치를 우선하는 국민의식구조가 자리하게 된 것이야 말로 우리나라가 식민통치를 통해 입은 진정한 피해라는 것이다.  

“끊임없이 이어 오던 당파싸움과 왕실의 무능으로 조선조는 스스로 나라를 지킬 수 있는 국력배양에 실패했습니다. 우리는 273년(1637년~1910년)간을 청나라 속국으로, 35년간(1910년~1935년)은 일본 군국주의 식민지로 전락하여 합계 308년(1637~1935)간 청·일 양국의 속국이 되기도 했습니다. 1945년 연합군의 승전으로 우리 조국은 광복되었으나, 뒤이어 1950년에는 6·25 전란이란 비극과 시련을 겪게 됩니다. 이와 같이 308년간 지속돼온 참담한 시련과 연이어 일어난 6·25 전란으로 초토화된 폐허의 땅을 딛고 분단된 남북간의 치열한 대결을 극복해 오면서도 우리는 휴전(1953.7) 후 64년이란 단기간에 산업화와 민주화를 이룩해내 세계사에 빛나는 업적을 이룩했습니다. 국민소득은 단 70달러에서 2만7천 달러로 늘어났으며 가장 가난하던 나라가 세계 10대 경제대국으로 부상했습니다. 세계가 부러워하는 기적을 만들어 냈고 동남아와 아프리카 등 많은 개발도상국들이 우리를 롤 모델로 벤치마킹하고 있음은 우리 모두가 잘 알고 있는 사실입니다. 그럼에도 불구하고 우리는 산업화과정에서 파생된 일부 부작용 등으로 우리가 이룩한 세계사적 업적들을 도외시하고 단점만을 부각시켜 폄훼하고 있음은 엄청난 국력손실이며 가치의 중립성을 훼손시키는 몰지각한 우거가 안일 수 없습니다. 노태우 문민정부에서부터 시작한 87년체제 이후 30년간 6대 대통령 집권기간 내내 지속돼 온 소위 꼴통보수와 꼴통진보 사이에 소모적 갈등과 대립은 이제 막을 내리고, 새로 출범한 정부에서부터는 합리적 진보와 합리적 보수 간에 정책대결을 통해서 국가발전을 도모하는 선진정치문화 창달을 실현해야 할 것”이라고 박 회장은 회고했다. 

국태민안·국리민복의 가치 구현, 4대핵가치(four core value)의 균형발전 추구해야
박 회장은 현 대선의 결과를 ‘새 시대 보수와 진보의 동거’라 명명했다. 진보세력은 집권을 통해 보수의 가치를 알게 되며, 보수세력은 정권 밖에서의 견제를 수행하며 진보에 눈 뜨게 됨에 따라, 진정한 소통과 협치가 이뤄지는 정치체계 구현의 가능성이 열렸다는 평가다. 이를 위해 우선되어야 할 것은 국민의 지지를 통해 선출된 대통령에 대한 인정과 지원, 상대의 의견조차도 받아들일 부분이 있다면 적극적으로 수용할 수 있는 집권세력의 열린 자세를 갖추는 일이다. 지금 가장 시급한 새 정부의 과제는 권력의 유지가 아닌, 나라를 태평케 하고 국민을 편안하게 하는 일이다. 정부와 집권여당은 추구해야할 가치목표로 안보를 최우선에 두고, 안보와 민생을 뒷밭침하는 수단으로 경제발전에 국가적 역량을 총동원해야 할 때라고 생각한다고 전했다. 또한, 무엇보다 박 회장은 ‘국태민안’을 위한 지도 원칙으로 ‘4대 핵가치의 균형발전’을 지목했다. 산업화과정을 통해서 경제적인 풍요는 이룩했으나 정신적인 건강과 사회정의 그리고 자유 등의 가치발전을 소홀하게 하여 건전한 국가사회 발전에 장애가 되고 있다. 경제부문을 제외한 다른 부문의 가치지연(value lag or culture lag)현상으로 발생된 계층 간 지역 간 갈등과 분쟁은 국론분열과 정치적 투쟁으로 진화하고 우리의 성장 동력을 완전히 소진해 버리는 단계에 이르렀다는 것이다.  
그는 첫째, ‘경제적인 풍요’를 달성해야 한다고 전했다. 물질적인 여유가 확보되어야만 국가안보를 뒷받침할 수 있고 복지와 분배도 가능하다. 정부는 귀족노조의 극단적인 이기주의 행태 혁파를 포함하여 공공·금융·교육·노동 등 4대 부문 개혁에 박차를 가해 국가경쟁력을 강화시켜야 한다. 또한 거미줄규제 혁파와 기업 프랜드리 환경을 조성하여 기업들의 투자를 활성화시켜 ‘좋은 일자리를 기업이 많이 만들게’하고 충분한 생활보장이 되는 공무원처우(싱가포르처럼)를 하여 국가경쟁력이 있는 작은 정부를 지향해야한다고 강조했다. 적극적인 투자전략을 통한 경기 회복과 경제 성장은 일자리 창출은 물론, 보다 크고 많은 부의 재분배로도 이어지게 된다는 것이다.
그가 지목한 두 번째 핵가치는 바로 ‘정신적인 건강’이다. 그는 “7~80년대 고도성장기, 우리나라는 경제 성장에만 초점을 맞춘 채 윤리 도덕과 남을 배려하는 사회공동체 구성원이 갖춰야 할 정신적인 부분을 소홀히 했다고 강조했다. 그 결과 ‘한강의 기적’이라 불리는 놀라운 성장을 달성했으나, 국민들의 행복지수는 세계 최하위 수준이라는 오명을 얻었다는 것이다. 이를 반면교사로 삼아 다시는 같은 과오를 반복하지 말아야 한다고 당부했다. 그리고 이러한 부분에 있어서 윤리·도덕·교육·준법의 가치 구현과 사회 지도층의 솔선수범하는 자세가 중요하다고 강조했다.  
박 회장은 이와 함께 ‘사회정의’의 구현과 ‘자유’의 보장 또한 앞선 가치들과 더불어 균형 잡힌 발전이 필요하다고 말했다. 그는 “노력한 만큼의 정당한 보상이 주어지는 사회, 개인의 자유와 권리가 보장되는 사회는 구성원들이 저마다 주어진 역할에 충실할 수 있는 여건을 제공할 것이며, 이는 결과적으로 국가발전의 중요한 동력이 될 것”이라며, “시대는 이제 다음 단계로 나아가고 있고 세계적인 변화와 혁신의 움직임에 맞물려 우리 사회가 맞닥뜨린 상황은 위기이자 기회가 될 수 있다고 역설했다. 그리고 이를 이끌어 갈 지도층의 풍부한 경륜과 능력, 정직성이 그 어느 때보다 강하게 요구된다고 강조했다. 
지난 한 달여간, 각종 언론매체와 미디어를 통해 쏟아진 무수히 많은 이야기들을 통해 우리 국민 대다수는 ‘이제는 정말 변화의 시대가 찾아왔음’을 강하게 공감하고 있다. 문제는 이러한 변화가 어떠한 방향으로 나아갈 것이며, 우리 삶의 모습을 어떻게 바꿀 것이냐이다. 대한민국이 나아가야 할 방향에 대한 박유재 회장의 진심어린 충고와 당부를 귀담아들어야 할 때다.    

CEO Park Yoo-jae of ENEX (11th lawmaker) suggests a direction for Korea

New age calls a new foundation for integration and harmony
The result of the 19th presidential election turned out as many predicted. And it certainly satisfied the big disappointment the people felt over the unprecedented political irregularities. Yet it was worrying that the candidates attacked each other with bullets of ideology, slander and regionalism constantly shot at the opponents during the campaign. The ‘election’, in a way, is ‘starting line’ rather than the ‘finish line of liberation from responsibility’. CEO Park Yoo-jae of ENEX (11th lawmaker) says “Reconciliation and communication, and harmony and integration are the two values we need to pursue if we are to bring ‘national prosperity and the welfare of the people’. People tend to think that ‘progressivism’ and ‘conservatism’ are contrary concepts. If we get into a little deeper, ‘Rational progressivism’ divides the ratios between the change and innovation and the protecting the existing value into 6:4 while ‘rational conservatism’ vice versa. The point is that absolute right of left cannot be and must not be allowed. In other words, the two parties can optimize the system performance through negotiation and complementary cooperation. Sadly, we haven’t seen this kind of actions before and the Korean politics rather have taken malformed courses during which the people have been abandoned like orphans since as far back as the colonial era where no proper political, social and educational systems were provided. It is really hopeful and encouraging though that the people’s spirit of resistance have lived in our DNA all those times.” However, Park worries that the politicians habitually object the other parties for the objection’s sake over rational thinking and it is hindering the advancement of our society. The Japan’s colonial rule also planted ‘negativity’ into the people’s head and this might be the biggest damage the Korean people is still suffering from.

“The Joseon Dynasty failed in strengthening national power due to the typical party strife and the incompetence of the royal family. Joseon became subject to the Qing dynasty for 273 years (1637~1910) and to Japan for 35 years (1910~1935). And Koreans yet had to go through the fratricidal Korean War in the 50s that devastated the land and the hearts of the people. It is remarkable though that South Korea achieved miraculous economic growth within such a short period of time, joining the top 10 economic powers that surprised the world. We now know that many developing countries in South East Asia see S. Korea as a role model. However, it is worrying that some people of our society highlight only the side effects of the development while undervaluing what we have achieved, or vice versa, and it can actually lead to deteriorating the national pride. It means that it was time that the extreme conservative and the extreme progressive must end the prolonged irrational and unnecessary confrontations and turned it to policy battles for common good.”

Suggesting 4 core values
Park sees the new government as ‘new progressive and conservative living together’: the former comes to know the value of the latter by ruling and the latter the value of the former by check. Through this, Park says, the Moon Administration can draw the true ‘communication and integration’. We must give acknowledgement and support to Mr. Moon as we chose him and Moon in return should open his ears to different opinions. It is not the point for the new government to keep and enjoy the power given by the people but it must be used to make a better society and nation. In order to do that, Park says, the national security must come first while the rest of the strength needs to be poured into economic revitalization. For this, Park suggests 4 core values for balanced development: 1) Economic Affluence; decent amount of money is the driving force for security, welfare and fair distribution. The government needs to check on selfishness of labor aristocrats and to push forward the reform in public, finance, education and labor sectors while improving the unpractical regulations and stimulating investments through strategic plans that will lead to more jobs and overall economic recovery. 2) Mental Health; the growth-centered rapid development in the 70s and 80s was rather indifferent to the side effects it caused and people’s consideration to others have been hard to find in our society. Korea stays at the bottom when it comes to World Happiness Report. So the role of leaders of the society to set up examples is very important while necessary efforts must be made especially in education. 3) Social Justice; one must earn as much as he/she worked. 4) Freedom; one must be guaranteed the freedom to say his/her opinions and claim their rights in reality. “The 4 core values will play a driving force for national development. The world today is changing fast and some will play crisis and some opportunity depending on how we take and deal with it. Once again, the integrity, experience and capability of leaders of our society must contribute more than anyone else to making a better Korea.” For the last one month, most Korean people might have felt that a change is truly happening based on the actions of the Moon Administration have shown. The point, however, is at the direction of the change and how we can handle it step by step. In this respect, it might be helpful to listen to what Park says and suggests here. <Power Korea> sends a message of support.
