2017년 5월 10일 새롭게 출범한 문재인 정부가 국정운영의 키워드로 강조하고 있는 것은 ‘개혁’과 ‘통합’이다. 지난 정권의 국정농단 사태로 촉발된 초유의 국론분열과 겨울부터 이어진 촛불집회 등으로 어느 때보다도 큰 어려움을 겪었던 우리 대한민국의 새로운 미래를 세워나가기 위해 문 대통령은 각 방면에서 통합을 위한 행보를 적극적으로 이어갔다.

문재인 대통령, 원내 야4당 방문해 통합 의지 관철
인천공항공사 방문한 문 대통령, 정규직 전환 로드맵 마련 지시
문 대통령은 10일 취임선서에 앞서 국립현충원을 참배한 뒤 대선 당시 공언한 ‘야당 당사 방문’을 실천하기 위해 원내 야4당을 직접 방문했다. 박근혜 전 대통령이 당원으로 있었으며 대선 득표율 2위를 기록한 홍준표 후보가 속한 자유한국당과 안철수 후보가 속한 국민의당 국회 본청 사무실, 바른정당과 정의당 본청 사무실을 연이어 방문하며 분열과 갈등의 정치, 지역과 세대 간 갈등을 아우르며 통합을 이뤄내고자 하는 의지를 관철했다.
문 대통령은 자유한국당 당사를 찾아 자유한국당 정우택 원내대표와 환담을 나누며 "안보에 관한 중요한 정보를 야당과 공유할 것이며 앞으로 자유한국당을 비롯한 야당 원내대표 뿐 아니라 정책위의장과도 정책협의를 해나갈 것"이라고 밝혔다. 또한 국민의당 대표실을 방문해 국민의당 박지원 대표에게 “대통령의 결단으로 할 수 있는 부분은 제가 열심히 할 수 있도록 많이 협력을 해 주시기를 부탁드린다”라고 밝혔다. 또한 정의당 대표실을 방문해 노회찬 원내대표를 만난 문 대통령은 “우리가 정의당과 모든 것을 함께하기가 쉽지는 않지만, 가치의 면에서는 아주 많은 부분들을 공유하고 있다고 생각합니다”라고 언급하며 협치(協治)를 이어갈 뜻을 밝혔다.
이와 함께 문 대통령은 지난달 ·12일 인천공항공사를 방문해 ‘공공기관 비정규직 제로시대’를 선언하고 공공부문 비정규직의 정규직 전환과 관련한 구체적인 로드맵 마련을 지시했다. 대통령과의 현장간담회에서 정일영 인천공항공사 사장은 “현 정부의 국정과제인 비정규직 정규직화 원칙에 따라 금년 내 인천공항공사 소속 간접고용 비정규직을 포함한 1만 명을 정규직으로 전환하겠다”고 이행계획을 밝혔다. 이로써 오랫동안 비정규직 문제로 갈등을 빚어왔던 인천공항공사 비정규직 문제 해결의 길이 열리게 되었다. 아울러, 정일영 사장은 대통령의 일자리창출 의지를 뒷받침하기 위해 “인천공항공사 및 계열사들을 통해 2020년까지 공공부문 일자리를 3만개, 2025년까지 5만개를 창출하겠다”고 보고했다.

문재인 대통령, 세월호 기간제 교사 순직 인정 지시 내려
또한 문재인 대통령은 사회통합을 위한 행보의 일환으로 지난 15일 세월호 사고로 목숨을 잃은 단원고 기간제 교사에 대한 순직을 인정하라는 지시를 내렸다. 이날 윤영찬 국민소통수석은 청와대 춘추관 브리핑을 통해 “대통령께서는 오늘 스승의 날을 맞아 세월호 참사로 사망한 기간제 교사 2명의 순직을 인정하는 절차를 진행할 것을 지시했다"고 밝혔다. 지난 2014년 진도 앞바다에서 침몰해 전 국민을 슬픔에 잠기게 한 세월호 참사는 많은 국민들에게 큰 아픔을 전해주었다. 동시에 첫 인양작업 착수부터 613일이 지나서야 인양이 완료되었을 뿐 아니라, 아직까지도 미수습자가 남아있는 상황이어서 유가족에게는 더 큰 슬픔이 되었다.
그 뿐 아니라 세월호 사고로 사망한 교사에 대해서도 정규직에 대해서는 순직이 인정된 반면 비정규직인 기간제 교사에 대해서는 제도 해석의 문제로 순직 인정이 이뤄지지 않았던 아픔이 있었다. 그러나 문 대통령은 이날 업무지시를 통해 고(故) 김초원, 이지혜 기간제 교사에 대한 순직 인정의 논란을 끝낼 것을 강조했다.
같은 날 문 대통령은 고(故) 김초원 선생님의 부친인 김성욱씨(세월호 희생교사 대표)와 16시경 통화했다. 김성욱씨는 세월호 기간제 교사의 순직처리에 감사를 표시했고, 문 대통령은 "정부가 당연히 해야 할 일을 하지 못한 것이기에, 우리가 감사받을 일이 아니다."라며 "제도를 바꿔서 정규직이든 기간제이든 공직수행 중 사고가 났을 경우 순직처리를 꼭 해야 한다. 스승의 날이라 마음이 얼마나 더 아프시겠습니까. 위로의 말씀을 드립니다."라고 했다. 임기 초기부터 활발한 사회통합 행보를 이어가고 있는 문재인 대통령의 행보가 분열된 사회를 하나로 만들 수 있을지에 귀추가 주목된다.

Moon visits the floor leaders of the four parties
On the day of his inauguration on May 10, Moon paid visits to the floor leaders of the four parties; the Liberty Korea Party, the People’s Party, the Bareun Party and the Justice Party. Moon intended the visits as his first move to put into practice of his pledge of political integration through which he wishes to narrow down the wide gulf between the political lines, regions and generations. On meeting with the Liberty Korea Party floor leader Chung Woo-taik, Moon asked cooperation by saying “I will share important security information with the opposition parties and make a regular policy meeting not only with the floor leaders but also with the heads of the policy. On meeting with the floor leader Park Jie-won of the People’s Party, Moon said “I kindly ask you to cooperate in the areas which I am determined to do, while said to the Justice Party floor leader Roh Hoe-chan “It is not easy for us to do everything together with the Justice Party but we both share great values in common.” The visits were followed by another visit to Incheon International Airport Corporation on May 12th in which Moon asked the officials to bring up detailed measures to turn the non-permanent workers to permanent. The CEO Jung Il-young of the corporation said on the meeting with Moon “I will turn the 10,000 non-permanent workers to permanent within the year in accordance with the policy of the new government” adding that “I will also create 30,000 public sector jobs by 2020 and 50,000 by 2025.” 

Moon gives order to acknowledge the bravery of the deceased temporary teachers
Moon also settled down the discordance of opinions whether the temporary teachers who sacrificed their lives saving the students from the Sewol ferry disaster by giving an order to treat them same as the full time teachers who died on duty. The Presidential Head of the Communication Yoon Young-chan said at the Blue House “Mr. President on Teacher’s Day today ordered an administrative process to treat the two temporary teachers same as the full time teachers who died on duty.” Sank in the offing of Jindo on the way to Jeju Island in 2014, the disaster took more than 300 lives mostly high school students. Up until Moon became the 19th president, the two brave temporary teachers were not recognized same as the full time teachers, the fact which brought a further wound to the families. Moon’s order, therefore, was a meaningful action to end the prolonged discordance of opinions and conflicts over the issues. Moon had a talk over the phone with the father of one of the deceased temporary teachers Kim Cho-won the next day of Teacher’s Day and said in respond to Kim’s gratitude “Those public sector workers who died on duty must be treated the same regardless their work status and I sincerely give you my deep condolences on behalf of the government.” <Power Korea> is highly expecting that the new president’s move for integration and communication will keep bearing good fruits.
