그간 우리나라 교육체계에서의 음악예술교육은 상대적으로 등한시되어왔던 것이 사실이다. 교육의 목적이 성적경쟁과 대학입시에만 치중되어 있던 탓에 순수학문으로서의 음악은 한 편으로 밀려날 수밖에 없었던 것이다. 그러나 사실, 음악적 경험이 인간과 사회, 국가에 미치는 영향력은 오랜 세월에 걸쳐 검증되어 왔다. 인간은 음악을 통해 감성적 성장과 창의성을 함양하게 되며, 서로를 이해하고 포용하는 따뜻한 공감대의 정서를 가질 수 있게 된다.

“음악은 국가와 사회의 건강한 감성문화를 위한 기틀이 되어야 합니다”
지난 대선 당시, 각 후보자들이 공통적으로 내세웠던 공약 중 하나가 바로 ‘교육 혁신’이었다. 기존의 공교육이 드러내왔던 한계와 문제점을 지적하며, 시스템의 변화가 필요하다는 것이 모두의 공통된 의견이었던 것이다. 이는 새 정부 출범 이후 가장 많은 기대가 모아지고 있는 부분이기도 하다. 앞으로의 개혁과 혁신이 한국 교육시스템을 얼마만큼이나 변화시킬 수 있을지에 대한 관심이 집중되고 있다. 이에 서울교육대학교 음악교육과의 방금주 교수는 음악예술교육에 대한 인식 변화와 시스템 개선이 이뤄져야만, 국가와 사회의 건강한 감성문화의 기틀을 세울 진정한 음악교육의 역할을 다할 수 있다고 강조했다. 그는 “일등에만 집착하는 한국교육의 한계는 그간 많은 문제점을 노출시켜 왔습니다. 그러나 음악교육은 정답을 요구하는 교육영역이 아닙니다. 모두에게 행복과 자긍심을 심어주는 교육이 바로 우리시대 음악교육이 나아가야할 방향입니다”라고 말했다. 그는 이를 위해선 교육과정, 교수 학습환경, 방법론 등의 요소들이 현대의 사회문화 환경에 비추어 발전되고 수정·개발되어야 한다고 지적했다.
방금주 교수는 서울대학교 대학원에서 음악 교육을 전공하고, 미국 컬럼비아대학교에서 예술학 석사, 교육학 석사, 음악교육학 박사 학위를 받았으며, 이후 한양대학교와 서울대학교 대학원, 이화여자대학교 대학원 강사를 거쳐 현재 서울교육대학교에서 우수한 음악 지도자를 육성하고자 노력하고 있다. 방 교수는 “미국, 영국 등에서는 음악교육철학적 관점을 실제 학습현장에 구현함으로써, 개인적 창의성, 집단 창의성, 공동체 음악 등을 더욱 강조하는 교육으로 발전하고 있습니다. 이는 음악을 기능이나 지식의 축적으로 보는 것이 아닌, 예술적 사고와 감성을 기르고, 공동체 감성을 공유하는 인간 교육의 필수 영역으로 보는 관점입니다”라고 설명했다. 즉, 우리 교육계에 만연하는 인성부재, 개인주의, 창의력 결여 등의 문제를 해결하기 위해선 ‘인간을 위한 예술교육’이라는 측면의 음악교육적 방법론이 체계화되어야 한다는 주장이다.

다양성과 창의성 반영한 음악교육의 방법론 제시
방 교수는 21세기 현대사회에서 학교음악교육이 지니는 중요성은 문화시민성과 창의성의 함양이라고 지목했다. ‘문화시민성’이란 예술을 즐기고 이해하며, 같은 공간과 시간상에서 함께하는 또래그룹의 구성원들이 미적 즐거움과 감성을 공유하고, 함께함(Togetherness)을 경험함으로써 글로벌 세계의 문화시민으로서 역량을 갖추는 것이다. 또한 그가 말하는 ‘창의성의 함양’이란 음악이 미적 완성체로서 학습자에게 제공할 수 있는 가장 큰 교육적 의미와 가치는 단순히 기능과 테크닉의 습득이 아니라, 개인과 공동체에게 그들의 생각과 느낌, 감성의 표현과 교류에 자유롭고 가치 있는 영역을 제공하는 것이라 보는 관점이다. 
이를 위해 개선되어야 할 부분 중 하나는 우리나라 교육과정에서 음악교과서가 좀 더 글로벌문화 역량과 학습자의 창의성이 발현될 수 있는 교육의 장을 제공할 수 있도록 하는 것이다.  다양성과 창의성이 전혀 반영되지 못한 자료들을 자라나는 세대에게 일률적으로 배우게 하는 것은 음악교육의 잘못된 방향이라는 것이 그의 생각이다. 보다 다양한 내용과 방법론이 구체적으로 체계화 되어있는 교육과정과 교과서, 교육환경을 제공함으로써 학습자 모두를 위한 교육이 되어야 한다는 것이 방 교수의 생각이다. 그는 이러한 생각들을 초등학교 학습활동의 가이드라인을 제시하는 「음악교과 교수학습」, 교사 지망생 및 교사들이 반드시 이해하고 알아야할 음악교육학 이론과 다양한 교수 방법을 엮은 「음악교육학 총론」 등의 저서, 국제학회 등의 활동을 통해 전파하고자 힘쓰고 있다. 
방 교수는 “우리는 모두 글로벌 사회를 살아가고 있습니다. 음악교육 또한 한국이라는 작은 울타리 안에서만 그 가치와 의미를 실현화해야 하는 것은 아니라고 생각합니다. 저는 앞으로도 음악을 통해 다양한 문화권과 인류애의 가치와 의미를 교류할 수 있는 진정한 소리다리(Bridging Voices)가 이루어지도록 최선의 노력을 다하겠습니다”라고 밝혔다. 미래를 위한 교육, 모든 구성원들이 하나 되는 음악교육의 새 지평을 열어가는 그의 열정이 우리 사회의 건강한 발전을 위한 마중물이 되어 주길 기대한다.

"Music plays bridge for communication and tolerance"

'Bridging voice' connects values of different cultures and humanity for common good
‘Education reform' probably was one of the most oversaid pledges of the presidential candidates. They pointed out the limitations and problems of the current educational system in Korea. With much expectation for the Moon Adminstration's educational reform, the music education Prof. Bang Geum-ju of Seoul National University of Education emphasizes the importance of raising public awareness in art and music education that is the foundation for garnishing national sentiment. "Korean's craziness about being the top when it comes to education has caused, and is causing, many side effects. Music education, however, is not about being the top but opening the heart for communication and tolerance. But the current system - curriculum, learning environment and teaching method - is not reflecting the needs and demands of today and 'revision', therefore, must be made." Bang obtained a master's degree at Seoul National University of Education. She then motivated herself with bigger ambition and went to the US and earned two master's degrees in science of arts and in education that eventually led to a PhD in music education at Columbia University. Back in Korea, she gave lectures at Hanyang University, Seoul National University Graduate School and Ewha Womans University Graduate School. "The music education in the US and the UK shares a common ground that is to focus on individual creativity, group creativity and making music communal. In other words, they see music as a tool of tempering artistic thinking and sensitivity rather than of training technique or of accumulating knowledge." What Bang says is very suggestive as education in Korea lacks the elements of personality, individuality and creativity, thus lack the value of 'art education for human' as a whole. 

Bringing diversity and creativity to Korean music education
Bang points out the importance of cultivating 'cultural citizenship' and 'creativity' in music education. The former means to understand and enjoy music and to share its esthetic values through the experience of 'togetherness'. And this can be the foundation to grow as part of global cultural citizenship. The latter, on the other hand, is putting the value of music education on expressing one's feeling and its exchange over obtaining the technique. Bang suggests, therefore, that the music textbooks embrace the elements that can promote the learner's global cultural capabilities and creativity. Lack of diversity and creativity, Bang says, can lead learners astray. These of her innovative and learner-friendly ideas and methods are well melted in her two books: 'Teaching on Music Textbook' and 'General Theory on Music Education'; the former giving guidelines on children's learning activities, the latter on must-know theory and practice for teachers. Making herself busy attending various international academic conferences, Bang says "The global age asks global value and meaning. And the field of music education is no exempt from this. 'Music plays bridge for communication and tolerance' I would like to say, and I will take the part to play 'bridging voice' that connects values of different cultures and humanity for common good." <Power Korea> sends a message of support.
