19대 문재인 정부 출범 이후 첫 인사에 정치행정경험이 많은 이낙연 전남도지사가 새 국무총리로 내정되면서, 전남도지사 공석으로 인하여 전남도의회에서는 많은 협조와 관심을 기울이고 있다. 문재인 대통령이 공약한 대한민국 에너지 신산업 메카 육성, 국립 심혈관센터 건립, 첨단 과학기술 융복합 미래형 농수산업 생산기지 조성을 통해, 고령화되고 낙후된 전남의 일자리 문제 등을 해결할 의지가 강한 전남도의회는 권욱 부의장을 주축으로 도민들의 삶의 질을 향상시키고자 집행부와 더욱 협력을 강화할 예정이다. 월간 파워코리아는 앞으로 변화와 혁신을 통해 지속 가능한 산업이 육성되는 고장을 만들기 위한 현안에 도민들의 의견을 적극 반영하겠다는 권 부의장의 각오를 직접 들어 보았다.

Q. 통합정부의 시대가 시작되었다. 어떤 정부가 될 것으로 생각하시는가?
A. 문재인 대통령이 취임식에서 밝혔듯이 분열과 갈등을 봉합하고 국민 통합을 이루는 정부가 될 것으로 본다. 여소야대 상황에서 새 정부는 각종 국가 정책이나 예산 배분, 인사에 있어서 균형 있게 국정 운영하는 정부가 될 것이다. 북핵 문제 등 안보문제도 대화가 시도될 것이고 고른 인사 등용으로 탕평인사를 할 것으로 기대한다. 사드나 위안부 문제 등과 연관되어 미국을 포함한 중국, 일본, 러시아 등 이해 국가들과의 관계도 순조로운 외교 활동을 할 것이다. 일자리도 많이 생기고 비정규직의 정규직 전환 등 친 서민 정책을 펼칠 것으로 본다. 

Q. 이번 정부에 바라는 점이 있다면?
A. 새 정부, 새 대통령은 국민의 열망을 안고 집권 초기부터 대대적인 개혁을 통해 대한민국을 새롭게 변화시켜야 한다. 또 상처 난 국민의 마음을 어루만지고 분열과 반목을 씻어내어 국민 대통합을 이뤄낼 수 있는 소통과 협치가 무엇보다 중요하다, 최근 우리 전남인구가 190만 명이 무너졌다. 180만 대로 추락한 것은 7년 만이다. 기업 유치 등을 통해 200만 명 인구 회복을 꿈꾸던 우리 전남은 큰 충격이다. 초고령화에 따른 인구감소도 있겠지만, 가장 큰 문제는 일자리 문제일 것이다. 새 정부는 지방 재정 확대 등 지방 분권을 통해 지방 살리기에도 최선 다해야 할 것이다. 또 하루빨리 세월호 미수습자 모두 가족의 품으로 돌아갔으면 한다. 특히 세월호 참사의 철저한 진상규명과 안전한 대한민국 건설로 이 같은 아픔은 더는 없어야 할 것이다. 새 정부는 국민의 의사를 존중할 줄 알아야 한다. 우리 국민은 단순히 대통령 하나 바꾼 것이 아니라 완전히 새로운 대한민국을 바란다.

Q. 총리에 이낙연 전 지사가 후보자로 올라섰다. 어떤 점들이 바뀔 것으로 생각하시는가?
A. 이낙연 전 지사는 풍부한 정치와 행정 경험으로 올바른 국정 운영을 펼칠 것으로 확신하면서 무엇보다도 새 정부가 호남에 약속한 공약과 정책을 신속하게 추진할 것으로 기대된다.
이낙연 총리 후보자는 지사 시절 100원 효도 택시를 공약으로 내걸었고 전남도의원과 언론인들과도 ‘막걸리 대화’로 소통했고 직원들과 ‘섞어 번개팅’을 하면서 상하로 경직된 공직사회를 격의 없이 친근하게 소통했다. 이 후보자는 이명박‧ 박근혜 정부가 하지 못했던 100원 효도 택시와 같은 친서민 정책을 펼치며 국민을 섬기고 막걸리 대화로 소통하는 어머니와 같은 친근한 총리가 될 것으로 기대한다. 
특히 이 후보는 낙후된 전남을 누구보다 잘 알고 있기에 인사차별을 없애고 지역 발전에 홀대는 없을 것으로 본다. 

Q. 전라도의 주요 현안과 의회의 역할이 있다면?
A. 최대 현안은 문재인 대통령이 대선에서 공약한 대한민국 에너지 신산업 메카 육성, 국립 심혈관센터 건립, 첨단 과학기술 융・ 복합 미래형 농수산업 생산기지 조성 등이다. 또한, 인구 감소와 고령화는 물론 전남의 주요 기반 산업인 농축수산업이 FTA 체결과 기후 변화로 근간이 흔들리는 악순환이 이어지고 있다. 일자리에서도 최근에는 조선 산업 구조조정에 따라 약 4천 명이 일자리를 잃는 사태마저 빚어지고 있다. 따라서 전남도의회는 도지사 공백에 따른 도정 안정을 위해 집행부에 대한 협력을 강화하고 감시와 견제를 적극적으로 펼치며 지역 현안 해결을 위해 중앙정부에 건의와 대책을 끊임없이 요구할 것이다. 이에 따라 조례 발의는 물론 정책 개발을 통해 저출산 문제, 청년 일자리 창출, 교육환경 개선에 적극적인 대응을 하고 있으며 인구감소와 도민들의 경제적 안정을 위해 집행부와 협력을 강화할 것이다.

Q. 남은 의정활동 기간 중 중요 추진사항은 어떤 것이 있으신가?
A. 가장 먼저 민생 현장을 수시로 방문하여 도민의 현장 목소리를 기울이겠다. 특히나 도정공백으로 인한 틈이 없도록 의회에서 감시와 견제 활동은 물론 집행부에 더 많은 정책과 대안을 제시할 것이고 우선순위로 서민들과 함께하는 의정활동 펼치겠다. 대내‧ 외적인 어려움으로 계속해서 한국 경제에 비상등이 켜진 상황에서 풍요로운 전남을 위해서 지역경제 활성화가 무엇보다도 선결과제라고 생각한다. 전남의 심각한 사회적 문제로 떠오르고 있는 저출산‧ 고령화도 적극적으로 대응하고 저소득 소외계층에 대한 사회 안전망의 빈틈을 채우는 복지정책을 꼼꼼히 챙기는 의정활동을 펼칠 것이다. 

Q. 의정활동을 하시면서 가장 중요하게 생각하시는 부분은 어떤 것들인가?
A. 중요시 생각하는 것은 지역경제 회복이지만 무엇보다도 도민들이 부여한 의원 본연의 임무이다고 생각한다. 이는 집행부의 잘못된 정책과 예산 집행에 대해 비판과 견제를 하고 도민들에게 필요한 정책과 대안은 적극적으로 제시하는 것이다. 더욱 중요한 것은 도민의 눈높이에 맞는 의정활동, 그리고 도민들의 피부에 와 닿고 체감을 갖는 의정활동을 펴는 것이고 또한 도민들에게 불합리하고 사회적 약자에게 저해되는 정책과 행정, 제도에 대해서는 변화와 혁신을 끊임없이 개선하는 것이라고 본다.

Q. 도민들에게 어떤 의원으로 남고 싶으신지?
A. 처음 의정활동을 시작했던 것처럼 초심을 잃지 않고 끝까지 임하는 것이고 명예롭게 의정활동을 하기 위해 도민의 눈높이에 맞추고 도민과 함께 아픔과 슬픔, 기쁨을 함께 나누고 눈물을 닦아주는 의정활동을 하겠다. 

Q. 마지막으로 어떤 전라도를 만들고 싶으신지?
A. 지역경제와 연관되는 산업 전 분야에 걸쳐 지속 성장이 가능한 산업이 육성되는 고장을 만들고 싶다.
더불어서, 전남지역으로 기업 유치가 잘 되고 견실한 기업 유치로 비정규직 일자리보다는 생활과 소득 안정이 보장되는 정규직 일자리를 많이 만드는 데 주력하고자 한다. 이를 통해서 교육문제, 청년실업 문제가 해결되고 인구감소나 경기침체 걱정이 없는 전라남도를 만들고 싶다.

Pushing forward sustainable growth, new energy industry and production of livestock and fisheries 

For the development of the deteriorated regional industries of South Jeolla Province, the newly elected President Moon pledged promotion of new energy industry, building National Cardiovascular Center (tentative), and cutting edge convergent agricultural and marine production systems in the region. Jeollanamdo Provincial Assembly is one of the driving forces of the pledge and <Power Korea> met Gown Wook, the vice chairman of the assembly, and heard about his determination to bring them forth. 

Q. How do you see the new government?
A. As Moon said in his inauguration speech, I expect the new administration will fulfil its grand pledge of 'integration' over division and conflicts. I also expect  Moon's balanced governing on policies, budgets and human resources for he also has promised. In terms of foreign and national security policies, there will be a smooth tune up between the world powers around the Korean Peninsular and the dialogues between the South and the North will also be tried. Above all, the many unfairly treated non-permanent workers might highly be expecting to be permanent workers as it is already ongoing. 

Q. What do you expect from the new government?
A. The total reform and change must be put into action alongside the 'integration' through communication and cooperation. It is rather worrying though that the population of South Jeolla Province has dropped to 1.8 million in 7 years while our expectation of inviting companies to the region might have recovered the figure of 2 million. Aging society might have played a role but the lack of jobs actually has played the bigger part. To improve the situation, I think, the decentralization of power must come into force. I also hope the truth of the Sewol ferry disaster must fully be revealed lest it should happen again and the new government also need to pay attention to what the public say and want because they want a full change of the national system but did not intend the change of one president. 

Q. What do you expect from the Prime Minister-nominee Lee Nak-yeon?
A. I'm sure that the former governor of South Jeolla Province will operate the national affairs fair and balanced based on his years of experience on politics and administration. Lee's open, intimate and people-friendly communication is very similar to Moon's; '100 Won Filial Piety Taxi', 'Makgeolli (Korean wine) communication- talk over a drink', 'quick meeting with staff'. Lee also knows very well about the deteriorated regional industry and he will nicely collaborate with Moon.

Q. What are the pending issues and the roles of the assembly?
A. Undoubtedly come first are the Moon's three development pledges of the region. In fact, the recent FTA has rather shaken the foundation of the agricultural and livestock industries of the region and the reform in the ship building industry also has caused the 4,000 job losses. As for our part, we will strength cooperation and check as well as suggestion of policy and ordinances. Our cooperation with the central government will bring certain improvements to the low birth rate, low young employment rate, poor educational environment and the decreasing population in the region. 

Q. What do you think are the important things in playing your role?
A. It is to check on any irrational policies and budget executions of the executive committee and to bring up necessary and resident-friendly policies and measures. The most important thing, however, is to always pay attention to the needs and wants of the residents and reflect their opinions in the policies.

Q. How would like to be remembered on finishing your role?
A. I just want to do my duty in honesty and diligence and always listen to the residents and promote resident-friendly policies and measures. 

Q. How do you picture an ideal South Jeolla Province?
A. It is to promote sustainable growth industries that can contribute to the development of regional economy. Inviting as many businesses as we can and turning non-permanent workers to permanent also cannot be missed to mention while improving educational environment and maintaining a good number of population are equally important.
