문재인 정부의 초대 국무총리인 이낙연 총리의 임명동의안이 지난 31일 국회에서 최종 가결되었다. 표결에 참여한 국회의원 188명 중 164명이 이 총리의 임명에 찬성하였으며, 이는 지난달 10일 문재인 정부가 출범한 이래 21일만으로 역대 정부의 총리 임명 과정에 비해 빠른 수준이다. 이 총리는 언론인 출신으로 정치계에 입문해 제37대 전라남도 도지사를 지내며 도정 운영에서 우수한 성과를 창출하였고, 문재인 정부의 초대 국무총리로 임명되었다.

일상적 국정 전반 담당하는 ‘책임총리’ 역할 맡아
이낙연 국무총리는 동아일보 정치부 기자 출신으로 16, 17, 18, 19대 4선 국회의원과 제37대 전라남도지사를 역임하였으며 지난 31일 문재인 대통령으로부터 국무총리에 임명되면서 임기를 시작했다. 이 국무총리는 취임식에서 “부족한 제가 문재인 정부의 첫 국무총리로 일하게 됐습니다. 문재인 정부는 지난겨울부터 봄까지 6개월에 걸쳐 연인원 1천 7백만 명이 동참한 촛불혁명의 산물입니다. 문재인 정부는 ‘나라다운 나라’를 건설할 ‘정부다운 정부’여야 합니다. 제가 통할하도록 명령받은 내각 또한 ‘내각다운 내각’이어야 합니다. ‘내각다운 내각’은 유능하고 소통하며 통합하는 내각이어야 합니다”라고 개혁 의지를 천명했다.
특히 이 국무총리는 문재인 정부를 실질적으로 이끄는 ‘책임총리’로서의 역할을 담당하게 될 것으로 예측된다. 국무총리 임명식에서 문 대통령은 “일상적 국정은 전부 국무총리의 책임이라는 각오로 전력을 다해주기 바란다”라고 언급했다. 김대중 정부의 김종필 전 총리와 노무현 정부의 이해찬 전 총리에 이어 이 국무총리가 제19대 문재인 정부의 책임총리로서의 역할을 다할 수 있을지 국민의 이목이 집중되고 있다.

첫 민생 행보로 가뭄 피해 입은 경기 남부 안성 지역 방문해
한편 이 국무총리는 지난 1일 서울 동작구에 위치한 국립현충원을 방문해 홍남기 국무조정실장, 황인무 국방부 차관, 피우진 국가보훈처장 등 관계자와 참배를 마친 후 여의도 국회를 방문했다. 이 국무총리는 정세균 국회의장을 예방한 후 국민의당, 바른정당, 정의당, 더불어민주당 등 여야4당 지도부를 만나 책임총리의 역할을 다짐하고 ‘협치(協治)’를 당부했다.
또한 이 국무총리는 1일 오후, 취임 후 첫 번째 민생 행보로 가뭄으로 인해 간이양수장·송수호스 설치 등 긴급대책을 추진 중인 경기 남부 안성 지역의 마둔저수지와 임시양수장을 방문했다. 이 총리는 먼저, 경기 안성 일대(429ha)에 농업용수를 공급하고 있는 마둔 저수지를 방문하여 농식품부 차관 및 안성시장에게 가뭄상황‧추진대책을 보고받고, 평택호-안성천 송수호스 설치 현황을 점검하였다. 그리고 마둔저수지 임시양수장으로 이동하여 인근 농민들의 애로사항을 청취하였으며, 가뭄으로 타들어가는 농민들의 마음을 위로하였다.

In his inauguration speech, Lee said “I, as a man who lacks in many things, have become the first responsible prime minister of the Moon Administration. The Moon Administration is the result of the candlelight vigil of 17 million people who stood and shouted for justice for 6 months from last winter to this spring. While the Moon Administration exerts its effort in ‘building a nation like a nation’, I, as the first responsible prime minister, will do my duty ‘to build the cabinet like the cabinet’. The cabinet like the cabinet requires capability and communication.” Moon in response said “I ask Lee to do his duty that he is responsible for overall general state affairs.”

Taking the prime minister’s office, Lee made his first move by visiting the Seoul National Cemetery. He then organized a series of meetings with the National Assembly chairman Chung Sye-kyun and the 4 party leaders in order to kindly ask an active cooperation. Recognizing the seriousness of drought-stricken areas thereafter, Lee toured Madun Reservoir and the provisional pumping station of Anseong City which is taking an urgent measure of laying water supply hoses. The reservoir supplies agricultural water to the 4,290,000 square meter fields of the area. Lee was reported about the current status of the countermeasures from the city mayor and Deputy Minister of Agriculture, Food and Rural Affairs. Lee then listened to difficulties of the farmers and encouraged their effort.
