시대의 흐름에 따라 새롭게 요구되는 역량이 있다. 다가올 4차 산업혁명을 통해 우리 사회가 급진적인 변화가 일어날 것임에는 분명하다. 특히 현재의 디지털 세대에게 요구되는 역량인 ‘컴퓨팅 사고력’이 거듭 강조되는 이유는 IT, 즉 소프트웨어 중심 사회로의 전환이 불가피하기 때문이다. 지능형ICT융합연구센터는 중소‧중견기업 재직자를 대상으로 한 실무전문가 양성, 중소기업 기술 및 사업화 지원, ICBM(IoT, Cloud, Big data, Mobile) 시대를 대비한 미래 기술 선행연구를 수행하며 판교지역의 4차 산업혁명을 이끌어 갈 소프트웨어의 역량 강화를 실현하고 있다.
 
산업체 밀집 지역에서의 교육, 연구, 산학협력 특화 센터
미래창조과학부의 Grand-ICT 사업 국내 1호로 선정된 지능형ICT융합연구센터(이하 센터)는 기존 ICT 사업과는 달리 대학이 기업 속으로 편입된 구조를 가지고 있다. 판교 스타트업캠퍼스에 자리한 센터는 성균관대-경희대 컨소시움으로 운영되며, 연세대, 카이스트, 포항공대, 홍익대 등 6개 대학이 함께 참여, 기업 지원 중심의 산‧학‧연 생태계를 구축하고 있다.
그동안 정부의 ITRC 사업은 꾸준히 지속돼왔지만 교내 학생양성에 초점이 맞춰져 있어 산학협력의 실효성이 미흡하다는 지적이 있었다. 반면 센터의 경우 사업 수혜의 대상이 중소‧중견기업이라는 점에서 차별화를 두고 있다. 추현승 센터장은 “쉽게 말해 대학이 기업 속으로 들어왔다는 표현이 적절할 것입니다. 무엇보다 기업과의 접근성이 원활한 탓에 기업의 애로 또는 요구사항을 정확하게 파악하고 이해할 수 있어 대학의 연구 방향 설정과 연구결과 역시 기업 활용에 초점을 맞춰 국가 경쟁력 제고에 큰 도움이 될 수 있습니다”라고 설명하며 미국의 실리콘밸리와 실리콘앨리를 예로 들었다.
특히 센터는 올해 소수 정예 유망 중소기업의 기술개발 고도화 및 상용화, 투자유치 등 실질적인 산학협력을 추진하고 있다. 또한 디지털 시대에 부합하는 융합형 인재 양성을 통해 기업이 필요한 ICT 전문 인재를 양성하는 한편, 중소기업 사업 성공 지원을 위한 컨설팅 및 기술 사업화 교육지원, 기업 네트워킹 강화를 통한 상호 시너지 제고 등 보다 실효성 있는 기업 지원을 위해 다양한 프로그램을 진행하고 있다. 이외에 미래 기술 연구, 중점 교수들과의 소통 강화를 통한 성과 극대화 및 새로운 아이디어 발굴에도 많은 노력을 기울이고 있다.       

상호 협력 구축을 위한 플랫폼 제시
우리나라가 강소국이 되기 위해서는 역량 있는 중소‧중견기업들의 성장이 뒷받침돼야 한다. 이를 위해 정부는 물론 지자체, 대학, 기업 등이 상호 협력할 수 있는 플랫폼을 구축해야 한다는 점에서 각계각층의 의견이 일치한다.
이러한 맥락에서 볼 때 센터의 핵심 사업은 상호 협력 플랫폼 구축의 선도적 모델을 제시하고 있다. 특히 판교SW융합대학원은 중소‧중견기업 재직자를 대상으로 실무전문가를 양성하는 재교육의 역할을 다하며 매년 20여 명의 실무형 전문리더를 양성하고 있다. 이를 위해 ICBM 시대를 대비한 핵심기술 이론과 실습 강의를 병행하며 기업의 문제 해결을 논문 주제로 선정해 지도교수와 함께 연구를 진행하고 있다. 
한편, 중소기업 사업화 지원을 위해 연간 3억 원 이내의 비용으로 컨설팅을 지원하며, 기업의 신규 사업 및 전략 수립, 애로기술 확보 지원, 시장 진출 등의 마케팅 전략과 체계 구축 지원 등을 수행하고 있다. 또한 기업가정신 교육 및 인문 융합 교육 등도 판교의 주변 전문기관과 각 대학 관련 학과와의 협력으로 서비스를 지원하고 있다. 추현승 센터장은 “이외에 미래 기술 선행연구를 위해 라이프 컴패니언쉽 경험을 위한 지능형 인터랙션 융합연구를 과제로 6개 대학 19명의 교수 및 참여기관들과 함께 수행하고 있습니다”라고 말하며 사용자 인터랙션을 포함한 UX/UI 디자인, 상황 인식 및 분석 등의 요소기술 개발, 어플리케이션에 적용할 기술 모듈화 및 실사용에 응용할 수 있는 플랫폼 개발에 이르기까지 지능형 인터랙션을 위한 전 과정에 대한 연구를 진행하고 있다고 밝혔다. 센터는 실용화 가능성이 유력한 연구 성과를 선별해 지난 5월 코엑스에서 개최된 ITRC 포럼에 참가, 우수한 IT 기술을 공개함으로써 많은 사람들에게 큰 호응을 얻기도 했다.
  
목표 지향적 성과 창출을 위한 선행 과제
실질적인 기업 지원과 R&D, 실무형 인재양성을 바탕으로 IT 기반 산업의 발전과 소프트웨어 중심 사회의 경쟁력을 키우는데 이바지하고자 하는 센터의 목표와 방향성은 분명하다. 그러나 여기에도 선행되어야 할 중요한 과제가 있다. 실시간 원격 강의 규제 개선이 바로 그것이다.
추현승 센터장은 “미래부 Grand-ICT 사업에는 판교SW융합대학원 강의를 컨소시엄 구성 대학과 실시간 원격 강의가 가능하도록 설정된 것에 반해, 교육부 정책 규제에 따르면 불법이라는 것이 이해가 안갑니다”라고 토로하며 정책 규제에 대한 각 부처별 소통과 합의를 통한 전면 검토가 조속히 필요하다고 지적했다. 더군다나 이를 위한 시설과 엔지니어링 시스템 구축이 완비된 이후에 불거져버린 상황이라 더욱 납득할 수 없다며, 시설에 투입된 재원과 효용성이 사실상 상실된 것이라 강조했다.
끝으로 추 센터장은 “IT는 이제 어느 한 분야에 국한시킬 수 없는 산업이 되었습니다. 그 중심에는 소프트웨어가 자리하고 있으며, 우리 센터가 소프트웨어 산업 생태계를 구축하는데 일조해 지식 집약적 산업으로의 발전, 소프트웨어 기반의 사회적 균형 발전을 이룩하는데 최선의 노력을 다하겠습니다”라고 말하며 이를 통해 국가 발전의 초석을 공고히 할 수 있도록 많은 관심과 성원을 바란다고 전했다.

Universities walking into the fields!
The Pangyo Graduate School of SW Convergence is the first academic institute selected for the ‘Grand-ICT Project’ by the Ministry of Science, ICT and Future Planning, which is located in the Startup Campus of Pangyo, Seongnam City. The school is primarily run based on the consortium of Sungkyunkwan University and Kyung Hee University, backed up by four more universities including Korea Advance Institute of Science and Technology (KAIST), Yonsei University, Pohang University of Science and Technology (PosTech), and Hongik University. What sets apart the school from others is that the focus of the results is on the industries while the existing state-run ITRC Project has been focusing on the academic contributors, thus neglecting the importance of industry-university cooperation. "In other words, the school (or the participant universities) has walked into the fields for close and grass-root level cooperation with the industry. This also means that our focus is heavily on industry-specific research,” explains the Prof. Hyun-seung Choo, Director of the Pangyo Graduate School of SW Convergence. This year, the school is paying careful attention to the technology development, advancement and commercialization of promising SMEs and securing the necessary investments. Moreover, fostering talented manpower and delivering professional consulting and business networking skills also are an important part of the school.

Win-win R&D platforms!
The sound foundation for SMEs is a must for a nation to prosper in balance and therefore building an effective cooperation platform for government, academy and industry can function as the springboard to take the next leap. In this regard, the mutual cooperation model platforms suggested by Pangyo Graduate School of SW Convergence are worth looking at. The school is credited for fostering talented industry specialists (around 20 a year) through the theory and practice of the ICBM-inspired core technologies. Approximately 300 million KRW ($267,857) are funded for building business strategies, technology improvement, and marketing of the companies on a yearly basis. In addition to this, 19 professors from 6 universities are participating in the intelligent interaction convergence research designed as a preparatory research for future technologies that covers from interaction and UX/UI design to context-awareness and analysis of technology and module/platform application. These excellent research and IT capabilities of Pangyo Graduate School of SW Convergence were well received at the ITRC Forum held at COEX Seoul last month.

Effective regulation! 
The innovative thinking and ideas of Pangyo Graduate School of SW Convergence do not stop here. The school has taken the initiative in improving the regulation on internet education. “It doesn’t make any sense at all that the internet education is possible according to the Grand-ICT project of the Ministry of Science, ICT and Future Planning but it isn’t according to the policy book of the Ministry of Education. What is worse is that we already have built the facilities and the engineering system in accordance with the guideline of the former, but it seems that the communication between the government departments is not being done properly. Therefore, we ask the government to bring up the rational adjustments.” Director Choo added “IT is no longer a single term itself, but it is needed for almost all industries nowadays. Especially software is the brain of IT. Our role with this context is to push that brain forward with effective R&D and multi-cooperation and we are exerting our utmost effort to bring the best result possible.” <Power Korea> sends a message of support.
