경기도 안양시는 서울의 남서쪽에 위치한 도시로 시의 중심 하천인 안양천을 따라 일찍이 농업과 공업이 발달하여 지역 교통의 중심지로서 중요한 역할을 해왔다. 경기도 안양시의 시정을 이끌고 있는 이필운 시장은 도시 성장의 한계에 봉착한 안양시를 미래 핵심 선도 도시로 재도약시키기 위한 '제2의 안양 부흥' 계획을 선언하고 시의 발전을 위해 불철주야 노력하고 있다. 안양시는 서부권의 박달테크노밸리 조성, 인덕원 및 관양고 주변지역 개발 등 도시 개발 분야에서도 활발한 실적을 보이고 있으며, 시민과의 지속적인 소통을 위한 '진심토크', '열린시장실' 등 다양한 프로그램으로 살기 좋은 안양시를 만들어가고 있다. 특히 경기도 지자체 중 최초로 운영하고 있는 ‘원어민 화상외국어(영어․중국어)교육’ 프로그램이 타 지자체의 모범이 되고 있으며, 이 프로그램의 성과로 안양시는 지난 4월 개최된 '2017 제11회 대한민국 교육산업대상'을 수상하기도 했다. 국내 대표 국․영문 잡지 월간파워코리아는 이번 6월호에서 안양시 이필운 시장의 시정 비전과 성과를 들어보는 자리를 가졌다.

1. 제2의 안양 부흥 추진 배경은?
안양시는 2016년 2월 1일 ‘제2의 안양 부흥’ 비전을 선포하고 ‘시민이 잘 살고 행복한 도시’로 만들기 위해 시의 역량을 집중하여 추진 중이다. 70~80년대 경인공업지구의 대표 도시였던 안양시는 서울과 인접하고 교통이 편리한 입지 조건 등으로 많은 공장과 기업이 자리 잡아 제조업이 번성했다. 
이후 벤처산업 등 발전을 거듭해 온 안양시는 지난 2002년부터 2004년까지 지방자치경쟁력 전국 2위로서 대한민국을 대표하는 살기 좋은 도시였다. 그러나 최근에 인구감소, 노령인구 증가, 학생 수 감소뿐만 아니라, 지방세수 증가율 둔화 및 의무적 경비 증가 등 여러 가지 요인으로 도시성장의 한계에 봉착했다.
특히, 대기업 이전(13개) 및 공공기관 지방이전(8개)으로 도시경쟁력이 약화되고, 특히 뉴타운사업 취소 및 재개발․재건축 지연 등으로 원도심 지역이 낙후되어 만안․동안 간 지역의 불균형이 심화되고 있다. 우리세대의 어려운 현실을 미래세대에게 물려줄 수는 없으며, 바로 지금 우리가 해결하고 극복해 더 좋은 안양을 후대에 물려주어야만 한다.

2. 먼저, 농림축산검역본부 부지개발은 만안구 전체의 발전을 선도하는 측면에서 매우 중요한 사업인데 어떻게 개발할 계획인지?
제2의 안양 부흥 성공적 추진을 위한 5대 핵심전략사업을 선정․추진 중인데 무엇보다 가용토지 부족으로 어려움을 겪고 있다. 안양시로서는 지역의 오랜 현안인 농림축산검역본부 부지개발, 안양교도소 이전, 박달테크노밸리 조성, 관양고 ․ 인덕원 주변지역 개발 사업 등이 원만히 추진되어야 할 것으로 본다.
안양시는 만안구와 동안구의 지역 간 불균형을 해소함과 동시에 균형발전을 이루는 것이 시정의 중요한 목표다. 만안구에 위치한 농림축산검역본부 부지(56,309㎡/17,000평)는 1,293억 원을 들여 2010년 매입한 부지로 분납대금이 완료되는 2018년 5월에 우리 시로 소유권이 이전될 예정이다. 이를 위해 경기도시공사를 공동참여기관으로 선정하여 금년 1월 19일 기본협약을 체결하고 10월까지 부지활용 사업화 방안을 수립하여 중앙투자심사 등 행정절차를 이행할 계획이다.

3. 안양교도소 이전은 지역사회의 뜨거운 감자다. 그 동안 안양시에서는 어떠한 노력을 기울였으며, 앞으로의 전망과 계획은?
안양교도소는 1963년 마포교도소가 안양의 외곽으로 이전하면서 들어섰으나, 지금은 도심에 자리하고 있어 도시발전을 크게 저하시키고 있다. 지난해 기획재정부의 교정시설 재배치 및 국유재산 효율화 계획의 일환으로 경기남부 법무타운 조성안이 제시되어 큰 기대를 걸었으나 현재까지 결정되지 않고 있어 안타깝다.
안양교도소 이전 및 경기남부법무타운 조성은 민간투자유발(16조원 이상) 및 일자리 창출(20만 명 이상) 등 막대한 경제효과가 발생하는 사업으로 지역뿐만 아니라 국가적으로도 반드시 필요한 사업이다. 앞으로 경기남부법무타운 조성이 실현될 수 있도록 지속적으로 관계기관과 협의하여 사업이 조속히 추진될 수 있도록 최선을 다하겠다.

4. 박달테크노밸리 조성은 일자리창출 등 경제적 파급효과가 매우 클 것으로 보는데 추진계획은?
박달동 지역은 안양시 서부권의 관문임에도 불구하고 군사시설, 환경기초시설 등으로 인해 상대적으로 발전이 저조한 실정이다. 시에서는 박달동 군부대의 탄약고 재배치 구상과 연계하여 노루페인트 일원을 포함한 서부권 지역을 안양의 50년, 100년을 내다보는 최고의 첨단기업 및 친환경 주거단지가 복합된 ‘안양의 테크노밸리󰡑로 조성하여 새로운 전기를 마련해 나갈 계획이다. 앞으로 국방부 등 관계기관과 사업이 원만히 추진될 수 있도록 적극 협의해 나가겠다. 

5. 관양고 ․ 인덕원 주변지역 도시개발사업 추진상황은?
인덕원 및 관양고 주변지역 개발은 개발제한구역을 해제하여 가용토지를 확보하고 도시성장을 촉진하는 사업으로 지난해 12월 27일 경기도시공사와 공공개발 방식으로 개발하기 위한 기본협약을 체결하고 사업을 추진 중이다. 인덕원 주변은 역세권 복합단지로 개발하고, 관양고 주변은 관악산 주변의 자연환경에 부합하는 친환경 주거단지로 조성하여 도시경쟁력을 강화하고 지역경제를 활성화하겠다. 

6. 안양시가 명품교육도시로 떠오르고 있는데 중점적인 지원시책은?
우선 지역 간 교육차별을 해소하고자 추진한 안양시만의 고유한 교육브랜드 사업인 ‘안양희망창조학교’를 꼽을 수 있는데, 지난 2013년 11개교에서 2016년 초 ․ 중학교 전체(53개교)로 확대해 추진하고 있다. 또한, 금년에는 지난해보다 5.3% 증액된 180억 원의 교육경비를 지원하여 교육환경을 지속적으로 개선하고 학습프로그램을 강화해 나갈 계획이다.
초·중·고생들을 위한 영어·중국어의 원어민 화상교육 및 학생 동아리 지원, 자유학기제와 자유학년제 지원을 위한 진로체험프로그램, 학부모 아카데미 등 다양한 분야의 교육 사업을 적극 추진하여 교육의 질적 수준을 높여 나갈 것이다. 특히 금년에는 교육특구지정 추진을 위한 용역을 금년 9월까지 완료하는 등 명품교육도시로 확고히 도약해 나가겠다.
우리시가 전국 지자체 최초로 2016년 3월부터 본격 추진하고 있는 ‘민간어린이집 준공영화 사업’ 역시 ‘아이와 엄마가 행복한 안양’을 만들기 위한 것이다. 민간어린이집의 만3~5세 누리과정 차액보육료 지원과 평가 인증시설 조리원 인건비 지원, 보육교직원 복리후생 지원 등을 통해 보육서비스의 질을 높여 국공립 어린이집과의 격차를 해소해 나가겠다. 이러한 지원을 통해 민간어린집 정원 충족율이 86.8%로, 평가인증율은 93.4%로 높아지며 보육의 질을 높이는 가시적인 성과를 거두고 있다.
금년에는 우수형 어린이집 지정확대 및 셋째아 이상 다자녀가정의 입학준비금 지원, 보육교직원 처우개선비 및 조리원 인건비를 확대 지원하는 등 안양시만의 수준 높은 보육환경을 지속적으로 만들어 나가겠다. 

7. 지난해 여성가족부로부터 여성친화도시로 재지정되어 ‘가족행복특별시’ 공동선언과 선포식도 가졌는데?
우리 시는 2011년 12월 여성친화도시 지정 후 양성평등 문화확산 인식개선과 시설개선 사업을 중점 추진하여 2016년 12월 여성친화도시로 재지정되었다. 그 동안 여성친화도시협의체를 적극 운영하며 성인지력 향상 및 양성평등 사업 등 71개의 중기계획사업을 착실히 추진하여 왔다.
특히, 안심귀가 모바일 서비스, 범죄예방 환경디자인 시범사업, 여성을 위한 공공화장실 조성 사업 등 우리시만의 특색사업을 지속적으로 추진하여 여성친화도시 조성에 앞장서 왔다. 금년에는 여성의 취업 및 육아를 중점 지원하여 여성의 경제활동 참여에 도움을 주기 위해 경력단절 여성 취․창업 프로그램 운영과 직장맘 일․가정 모두 지원사업 등을 적극 추진할 예정이다. 

8. 제2의 안양부흥을 위해 인문도시 조성을 역점적으로 추진하고 있는데 그동안의 사업성과와 앞으로의 계획은?
행복의 시작은 가정이라고 생각한다. 가정이 행복해야 사회가 건강하고 국가 전체가 행복하기에 우리 시의 인문도시조성 사업은 인성함양을 통한 건강한 가정 구현을 목표로 추진하고 있다. 인문도시 조성은 관주도가 아닌 시민주도로 운영해야 지속성을 갖고 추진할 수 있어 관내 종교단체, 대학, 민간단체 등과 협력해 나가면서 추진하고 있다.
인문도시사업은 단기간에 성과를 내기에는 어려움이 있지만 우선적으로 조례제정 및 전담조직을 설치하는 등 사업추진 기반을 마련했으며, 관내 종교단체, 대학 등과 공동협약을 통해 협력 네트워크를 구축하고 시민주도형 인문사업들을 전개해 나가고 있다. 또한 인문도시 시민참여 확산을 위해 버스승강장 인문글판 설치와 APT단지 엘리베이터 모니터 송출, 생애주기별 부모교육, 가족인문캠핑, 인문난장 등과 같은 시민 참여형 가족행복프로그램을 적극 추진해 왔다.
금년에는 달라진 사회 환경과 새로운 가족형태에 적합한 가족행복프로그램을 적극 도입하여 추진할 계획으로 부부, 부모와 자녀 등 가족구성원 모두가 참여할 수 있는 인문프로그램을 적극 운영해 나갈 계획이다.

9. 안양천 명소화 사업은 어떤 것인지?
안양시는 70~80년대 오염하천의 대명사였던 안양천을 2000년 안양천 살리기 사업을 통해 버들치, 물총새, 원앙 등이 돌아온 생태하천으로 완전 탈바꿈시켰다. 이러한 안양천을 더 좋게 가꾸어 시민이 보다 편리하고 안전하게 휴식하고 힐링하는 공간으로 거듭나게 하고자 하는 것이 안양천 명소화 사업으로 2016년부터 본격 추진하였다.
현재 안양천 및 학의천 전 구간 산책로 및 자전거 도로정비, 교량하부 및 둔치 등에 대한 쉼터와 문화공간 조성사업을 완료하였고, 금년 2월까지 안양천(쌍개울) 유수흐름 개선과 안양천대우(아) 둔치 습지조성 사업을 마무리할 계획이다. 또한 안양천 지천인 삼막천·삼봉천에 대해서도 수질개선사업과 생태하천 복원사업을 원활히 추진 중이다. 

10. 제2의 안양부흥을 위해서는 시민과의 소통이 매우 중요할 것 같은데, 시민과의 소통은 어떻게 하고 계신지?
‘현장에 답이 있다’라는 말처럼 현장행정의 중요성은 아무리 강조해도 지나치지 않다. 낮은 자세로 시민들의 작은 목소리에도 귀 기울이며 직접 발로 뛰는 열린행정을 통해 시민들께 한 발짝 더 가까이 가고자 노력해 왔다. 그동안 각계각층의 분들과 함께 했던 진심토크를 더욱 다양화하여 시민들과 진솔한 이야기를 허심탄회하게 나누며 현안에 대해 함께 고민하고 해결해 나가도록 하겠다. 
매주 화요일 오후 사전 예약 없이 방문하는 시민과의 대화를 통해 문제를 해결하는 열린시장실도 지속 운영하여 시민들과 함께 해법을 찾아 나가도록 하겠다. 또한 지난 해 10월 개소한 열린콜센터가 시민과 공감하는 소통창구로써 거듭날 수 있도록 발전시켜 나가겠다. 특히, 시민들과 각 분야별 시정발전을 위한 원탁토론회도 정기적으로 개최하여 시민이 원하는 다양한 시책을 발굴 추진해 나가는데도 전력하겠다.

Lee pushes forward the revival plan of the city

Having faced the limitation of the city’s growth engine for a while, Anyang City mayor Lee Phil-woon is ambitiously pushing forward the revival plan of the city at the moment. Bakdal Techno Valley and the redevelopment of the Indeogwon and Gwanyang High School vicinity are two good examples while Lee regularly holds a meeting (‘true talk’ and ‘open mayor’s office’) with the citizens. Especially, Anyang is the first local government which runs a ‘native language cam for English and Chinese learners’ and in recognition received the 2017 Korea Education Industrial Awards last April. <Power Korea> met the mayor Lee Phil-woon and heard about his vision of the city.

1. What motivated you to push forward the revival plan?
The city announced ‘the Second Anyang Promotion Vision’ on 1 February 2016. In a word, it aims to create a better and happier city. Anyang was the center of the industrial complexes in the Incheon and Gyeonggi area up until the 80s and actually marked No.2 in the livable city index between the period 2002 and 2004. Sadly, the recent decrease in population on the increase of the aged has brought poor local taxes as well as decrease in student numbers. The relocation of 13 large companies and 8 public institutions to other areas also took part alongside the cancellations of new town and redevelopment projects. So it is natural that we needed to take a bold measure to revive the city.
 

2. Tells us about the development of the site where the Animal and Plant Quarantine Agency will be located?
It is one of the 5 core projects of the city alongside the relocation of Anyang Prison, Bakdal Techno Valley and the redevelopment of the Indeogwon and Gwangyang High School areas. The development of the site in particular will settle the unbalance between Manan District and Dongan District. The city purchased the 56,309㎡ site in the former district in 2010 at 129.3 billion won ($115m) and signed a basic agreement with the Gyeonggi Urban Innovation Corporation as a participatory organization on January 19 this year. The detailed development plan will be established by October and the administrative procedures then will be implemented.
 

3. The relocation of Anyang Prison has been a hot potato?
It started when Mapo Prison moved to the outskirts of Anyang in 1963 but the expansion of the city made it rather in the center of the city. The relocation might be coincided with the creation of the Southern Gyeonggi Judicial Town and the project thus is expected to invite more than 16 trillion won private sector investment with more than 200,000 new jobs. This means that the project is not only has a significant meaning for regional economic boom but also for the national’s. For this, we are making ourselves busy bringing it forward earliest possible. 
 

4. We heard that Bakdal Techno Valley will also create jobs when completed?
Due to the military and environmental facilities in the area, the development of Bakdal-dong has been very poor. The solution was Bakdal Techno Valley and it will include cutting edge business district and eco-friendly housing complexes. For this, we will work together with the Ministry of National Defense and other related organizations. 
 

5. How about the redevelopment of the Indeogwon and Gwangyang High School areas?
The city lifted the development restrictions on the areas and signed an agreement with the Gyeonggi Urban Innovation Corporation on 27 December 2015. The Indeogwon area will be redeveloped as a multi-functional complex while the school vicinity as an eco-friendly housing complex. 
 

6. Anyang is being credited as an educational city. What is your support plan?
The ‘Anyang Hope Creative School Project’ might be a good example. The project started with 11 schools in 2013 but has expanded to 53 schools nationwide. And we allocated the 18 billion won budget which is a 5.3% increase on last year. Also, our programs such as ‘native language cam for English and Chinese learners’, ‘career path experience’ and ‘school parents academy’ will make contribution to raising the quality of education in the city. Especially, turning the private daycare centers to public has been ongoing since March 2016 and the city also supports tuition fees, labor costs and staff welfare in order to narrow down the gap between the private and the public institutions. As a result, the satisfaction rate has risen to 86.8% and the evaluation and the accreditation to 93.4% in the private part. From this year, the city supports families with more than three children when entering a school. 
 

7. Anyang was reappointed as a ‘women-friendly city’ from the Ministry of Gender Equality and Family?
It was second time (2016) after the first one in 2011. The city has run a women-friendly consultative group and carried on 71 gender equality projects such as the ‘safe return home mobile service’, ‘crime prevention environmental design project’ and ‘women-friendly public toilets’. This year, the city will focus on women’s employment and child rearing to increase the number of their social and economic activities. 
 

8. We also heard about your ‘humanism city project’?
I think happiness starts from family and it spreads to society and to nation. Having a socially agreeable personality, in this respect, is very important and the city is inviting private and religious organizations to the humanism city project. We already have introduced ordinance and the department and the project will be carried out in a long term perspective. Some of the programs include ‘writing board on bus stops’, ‘parents programs’ and ‘family humanism camp’.
 

9. What is the Anyang Stream Landmarking Project? 
The Anyang Stream Revitalization Project in 2000 turned the polluted the stream into a completely new and eco-friendly stream that invited minnow, kingfisher and mandarin duck. So the subsequent Anyang Stream Landmarking Project, started from last year, naturally is to turn the stream into a resting and healing place for the citizens. A trail, bicycle lane, resting area and cultural area have already been done while the water improvement project on the tributaries is ongoing.
 

10. How do you communicate with the citizens?
There’s a saying “The answer is in the field.” I meet with citizens and listen carefully to their needs and wants and reflect them into policies. And this is not a one-off but a regular basis. ‘True talk’ and ‘open mayor’s office’ are two good examples. Citizens visit without a reservation to my office every Tuesday afternoons and we exchange opinions on various issues as a way to find solutions. The city also opened ‘open call center’ last October and I will expand its role further to function as an effective communication channel.
