대한민국 융복합학문의 권위자로서 산학협력을 적극 주선해 지역사회의 고른 발전에 기여한 서정대학교 유아교육과 이경철 교수가 올해 2월 융합전문학회로 권위가 높은 사단법인 한국산학기술학회 회장으로 취임했다. 이론과 연구, 기술개발의 다학제 융복합을 통한 국가 성장동력의 기반을 다져 왔으며, 전공인 유아교육 및 보육에 관련해 19대 대선 이후를 대비한 정책토론에도 적극적인 이 교수와 함께, 한국의 영유아 교육과 산학협력의 미래를 고찰해 본다.
제10대 (사)한국산학기술학회 회장으로 취임한 융복합산업 성장동력 지식인
국립부산대 교육학 박사, 광주대 사회복지학 박사, 상명대 경영학 박사등 3개 박사학위 및 대구대 평생교육학석사등 4개의 석사학위, 교육학사 등 5개 학사학위 등 총12개 학위를 비롯해 유치원원장, 보육시설장, 사회복지사1급, 평생교육사, 유아숲지도사 등 10여개 이상의 국가자격증도 소지 중이며, 끝없는 학문의 열망을 보여 준 서정대학교 유아교육과 이경철 교수. 그는 A.C.Nielsen(주)한국지사의 수석연구원, (사)한국능률협회 수석컨설턴트 및 상임교수 등을 역임한바 있으며, <교육학개론>, <교육심리>, <교육과정>, <교육평가>, <사회복지행정론> 등을 비롯한 저술과 논문을 발표하고 사회과학과 교육의 융복합 가능성을 꾸준히 실천해 왔다. 이러한 성과로 신지식인에 선정되며 리더십을 입증한 이 교수가, 1999년 창립되어 회원 수 1만 여 명을 보유하고 매월 85편 이상의 논문이 발간되며 규모와 내실 면에서 한국을 대표하는 한국산학기술학회의 회장으로 지난 2월 취임했다. 한국산학기술학회논문지를 매월 정기 발간하는 한국산학기술학회에서 이 교수는 임기 2년 동안 4차산업혁명의 도입과 지식창업에 필수적인 융복합 학문을 적극적으로 다룰 준비를 마쳤다. 사회과학과 교육을 비롯해 문화산업, 의학, 생명공학, ICT, 토목·건축, 전기·전자, 기계·재료공학, 국방 등을 비롯한 수많은 성장 동력 분야의 다학문적 산학협력을 지원하게 될 이 교수는 오는 5월 26-27일, ‘대한민국 4차산업 혁명을 위한 산학협력방안“이라는 주제로 목포 신안비치호텔에서 춘계학술대회를 개최할 예정이다. 물론 4차산업혁명과 보육정책, 웰다잉워크숖, 산학융합세션, 친환경 백연저감 시스템 표준화 및 고효율 열교환기 개발등 특별세션도 열릴 예정이다. 또한 이 교수는 2019년까지 중소기업청에서 진행하는 창업분야의 프로젝트수행 연구에 필요한 컨설팅을 계획하고 있다. 이 교수는 중소기업청을 통해 교수와 산업체전문가를 연결해 단순한 산학협력을 넘어선 실질적인 학문융복합의 정점을 지향하게 될 것이라고 전한다.
유아교육·보육혁신연대에 참여단체로 참여, 정책안이 19대 정권에 충실히 반영되도록
이 교수는 현재 (사)한국산학기술학회 회장 이외에도 새울산유치원 설립자, 한국교육보육경영연구소장, 양주시 보육정책위원회 부위원장, (사)창의행정 민관소통위원회 위원, 유아교육대표자정책협의회 회장[ 구, (사)미래인재교육개발원 교육대표자정책총동문회 총회장] 으로서 유아교육·보육 관련 정책토론에 적극적으로 참여하고 있다. 이 교수는 지난 2월부터 유아교육·보육혁신연대(임재택 상임대표, 부산대 명예교수)에서 개최한, 19대 대선, 유아교육과 보육정책에 필요한 제1차, 제2차 토론회에 참여하였으며, 또한 4월 24일, 서울시청 본관 다목적홀에서 개최된 <유아교육·보육혁신 : 19대 대선 공약 비교평가 토론회>를 열어 “어른 편익중심에서 아이들의 행복한 백년대계를 지향하고자, 양승조 국회 보건복지위원장, 김세연 의원, 전재수 의원, 성일종 의원, 윤소하 의원, 최도자 의원 등이 공동 주최 하에 학계, 언론기관, 교사 및 학부모, 유아교육기관 차원의 패널들이 전문가로서 많은 건의사항을 토론하였다. 이 교수는 유아교육에 투자하면 20년 후 약 7배 이상의 생산성 증가를 기대할 수 있으며, 한때는 유아교육이 전부 사립학제에 의존했지만 현재는 국공립이 3, 사립이 7정도의 비중으로 바뀌었다고 한다(원아수 기준). 그런데 정부의 유아교육예산을 비교해보면, 유아당 월지원금액이 국공립유치원(98만선), 사립유치원(32만원선)으로 국공립이 사립의 3배이상 예산이 소요, 지원되고 있다. 여기서 문제점은 공립유치원이 공짜이니까 줄을서서 추첨을 하는데 당첨되면 로또가 되지만 그렇지 못하면 사립에 보내면서 세금내면서 본인의 이중부담이 커진다는 학부모의 하소연이다. 이는 유아교육의 평등권과 관계되는 문제이기도 하다. 그리고 사립유치원의 경우, 개인이 설립하다 보니 초중고 학교법인의 재무회계규칙을 그대로 적용하는 것도 무리가 있다. 또한 바우처(아이사랑카드)제도의 취지는 학부모에게 선택권을 준 것이다. 즉 ‘학부모보조금’인데 이것이 ‘유치원보조금’인처럼 둔갑되어 감사가 강화되고 있다. 이 교수는 이러한 부분의 해결책을 제시하며 올바른 재무회계규칙을 법제화하는데 노력을 아끼지 않겠다고 전했다. 또 이 교수는 유아교육·보육혁신연대와 손을 잡고, 지난 2월 활동이 끝난 이후 공개되지 않고 있는 박근혜 정부 공약 유보통합추진위원단 시범사업을 아쉬워하며, 앞으로도 꾸준히 추진할 것임을 밝혔다. 현재 대선공약을 보면 더불어민주당, 국민의당, 정의당 등이 유보통합을 시행하겠다는 공약을 내놓고 있다. 이 교수는 교육부와 보건복지부의 부처통합에 대해서는 세계적인 추세인 교육부로 통합하되, 공무원들의 혼란을 줄이고자 업무 변동 없는 인사이동을, 그리고 유치원과 어린이집의 교사 통합 문제는 학제가 다른 교사에게 추가 연수를 시켜 자격요건을 채우는 방식을 각각 제안하고 있다. 또한 교육과정 통합은 현재 유치원과 어린이집의 과정이 누리과정으로 통합되어 있다. 위 여러 가지 이슈를 19대 대통령 임기 내에 완전히 풀어나가겠다는 의지가 강한 이 교수는 장차 도래할 교육개혁이 100세 시대를 대비할 융합학문, 영유아교육 강화는 물론 더 나아가 교육의 자율성과 융통성을 보장하는 프로젝트까지 활성화시킬 방향으로 진행되기를 기대한다고 전한다. 이렇듯 어느 한 분야에 머물지 않으며 끝없이 목표를 정하고 성취한 끝에 다학제에 어울리는 신지식 인재상을 보여준 이 교수이기에, 미래의 국가경쟁력을 결정할 어린 인재를 키워낼 이 교수의 정책 제안에 앞으로도 큰 기대를 가져 본다.

Exerting efforts in industry-university cooperation

Lee takes initiative in convergence industry
Lee obtained a PhD in education from Busan National University, another PhD in social welfare from Gwangju University and yet another PhD in business administration from Sangmyung University after obtaining 5 bachelor's degrees and 4 master's degrees. He also obtained more than 10 national certificates relating to children education, social welfare and lifelong learning and currently is serving as a childhood education professor at Seojeong College. He formerly worked as chief researcher at A.C.Nielsen and chief consultant and permanent professor at the Korea Management Association and published 'Introduction to Education', 'Educational Psychology', 'Curriculum Study', 'Educational Evaluation' and 'Theory on Social Welfare and Administration'. He listed his name in the Shinzisikin (intellectual people) in recognition of his achievements and recently took the president's position of the KAIS which was established in 1999 and has 10,000 members who are publishing 85 papers every month. Lee is determined to push forward convergence knowledge that is needed for the 4th Industrial Revolution and the knowledge-based startup during the 2 years term. As part of this effort, he soon is holding a conference on 26-27 May at Shinan Beach Hotel, Mokpo under the title 'Industry-University Cooperation for 4th Industrial Revolution'. The conference will include various special sessions on day nursery policy, on well dying workshop, on eco-friendly white lead reduction and on development of high efficiency heat exchanger. Lee also is planning to introduce by 2019 a consulting that can provide practical help for the startup research managed by the Small and Medium Business Administration.
Suggestions for childhood education reform
Lee is actively engaging himself in childhood education policy forums with his various roles such as the founder of New Ulsan Kindergarten, the director of the Korea Childhood Education Management Research Center, the deputy chairman of the Yangju Childhood Education Committee, a member of the Public-Private Communications Committee and the president of the Childhood Education Policy Council. He participated in the first and the second forums for childhood educational policies held in February by the Innovative Solidarity for Childhood Education and Day Nursery on the occasion of the 19th presidential election followed by another participation in the Comparative Evaluation Forum for the 19th Presidential Campaign Pledges on Childhood Education and Day Nursery Reform. A number of industry officials including school parents as well as lawmakers attended the latter forum. According to Lee, we could expect 7 times more productivity after 20 years if we invest in childhood education while mentioning about the positive change about the balance of 3:7 public and private childhood educational institutions. Yet he pointed out the reality that the former is supported of about monthly 980,000 won per child by the government while the latter of only about 320,000 won. This disparity causes complaints of those who have not secured a place in the former and it is not easy for the latter to apply the state finance and accounting regulation systems. Lee also pointed out that the voucher (Children Love Card) is school parent subsidy but it is being used like it is kindergarten subsidy and he is determined to make things right. In addition, Lee suggests to combine the Ministry of Education and the Ministry of Health and Welfare under the name of the former as it is global trend, and to reshuffle the staff without change of the work, and to give additional training for teachers in different school systems to obtain necessary certificates. Lee is ambitious to settle down these issues relating to childhood education within the term of the 19th president whoever takes the Blue House in order to build a firm foundation for integral, autonomous and flexible childhood educational systems in Korea. <Power Korea> sends a message of support.
