1. What does GEPS do and how it works?
We collect contribution and allotment from the government and government employees for pension, severance pay and bereaved family's benefit. When the employees injured or have diseases while carrying on their duty, we pay them medical care expenses or disability benefit or bereaved family's benefit. When they are damaged by flooding and fire, we pay them disaster aid money and when their spouse or children died, we pay them condolence money for the death. We manage the collected money as a means to proliferate the pension fund through stock, bond, marketable securities investment, loan for the employees, running welfare facilities for the employees, and acquisition, parceling out and lease business of housing for the employees. As for a government consignment business, we do student loan for children of the employees and social activity participation support for the retirees.

2. You've been with GEPS since the establishment. What have you achieved?
I started my public servant career at the Ministry of Government Administration in 1977 and I joined GEPS as a founding member in February 1982. I served as the head of the government employees pension research center and the director of the pension project headquarters which I poured my executive ability in policies and administration of the government employees pension system. I obtained both my master's degree and a PhD with the related dissertations including 'Policy Alternatives for Securing Financial Health of Government Employees Pension System' while I was actively engaging in my service at GEPS. In 2014, I left GEPS for a while to give lectures and to study on pension systems at Sungkyunkwan University Graduate School of Governance and back to GEPS again as the 15th chairman in September the same year. I received credits for successfully completing the government employees pension reform in 2015. By reestablishing the management of the fund, GEPS has seen a steady increase in earnings rate for 3 years since 2014 and the differentiated strategy built based on liquidity and stability witnessed the securing of the first ever \10 trillion fund in 2016.

3. What is the vision '3 Years Creative Change for 30 Years Sound Future'?
Everything needs a good timing. Even a hundred years plan can sink when missed the timing. So the vision '3 Years Creative Change for 30 Years Sound Future' was introduced. The 'creative change' means to forsake the convention as well as the oversaid successful stories but to create new frames for our future. The goals of the vision are 'unique pension services', 'down-to-earth welfare', 'management of the fund soundly' and 'management agreeable to public sentiment' through which we can secure trust from both the employees and the public. 

4. What is your management philosophy?
Based on the vision I mentioned earlier, I would like to point out 'creativity', 'systematic thinking', 'communication' and 'win-win management'. GEPS has exerted its utmost effort in growing the brand power and promoting creative services based on the fundamental changes while actively supporting the staff to carry out their work in systematic thinking. I reestablished the service identity (SI) called  'trustworthy life companion' from the moment I start my service as the chairman and it provides customized life circle welfare services for the employees through which GEPS can secure both customer and public trust. 

5. What is Retirement Plan and what does it do?
The retirement plan center opened its door in 2015 with the goal to create new services for an increasing number of retirees. GEPS upgraded the center as retirement plan support office in 2016 and 25 specialists are currently providing comprehensive services for both the present and the retired employees. The office provides systematic support for the average 30 to 40 years of retired life and this includes career support which can find a work that suits the retiree's area of expertise. The 'life plan', 'future plan' and 'career change plan' of retirement plan support office equip the employees with adoptability and suggest new career path and social contribution activities provided through the career change plan course. GEPS also runs a pension academy course which can provide information on life after retirement. 

6. Could you give us more detail on those plans?
The training on retirement plan actually started in 1997 and it covers today those plans of the retirement plan support office mentioned above. It simply makes the employees focus on their duty without worry after their retirement so that the employees can maximize work efficiency during the service and enjoy a stable life after retirement. 

7. What are the areas you wish to strengthen in terms of retirement plan?
Young people tend to regard retirement plan as remote as a mountain in far distance. But there will be big difference between those with well preparation and those without it. The plan can cover not only finance but also leisure activities, social relationship and health. Like a medical examination chart, a 'self-diagnosis on retirement plan' might give helpful tips on planning and strategies of retired life. GEPS provided training to 14,000 employees last year and 17,000 are expected to benefit from the training this year. We will keep increasing the number as we think that the training must be given to all government employees. 

8. Is GEPS engaging in any social contribution activities?
It will be a regretful waste both personally and nationally if retired public servant find no place to use their accumulated knowledge and knowhow. GEPS sees the talent of each employee as a valuable asset of the nation and therefore special consultants are actively supporting social participation of the retirees through its 9 retiree support centers. 
GEPS also works together with Community Chest of Korea to encourage donation of those who have difficulty in participating in social activities and the donation goes to low income families and underprivileged. GEPS will keeping promoting a variety of programs that can use the knowledge and knowhow of the retirees in a way to make contribution to the development of the local communities and the society. 

Choi publishes <I Still Want to Work After Retirement>
The Government Employees Pension Service signed a MOU with Korea National Open University Prime College for its retirees to take the '2nd life planning course' of the college. For this GEPS has organized a lecture pool customized to the 6 areas of lifetime planning and held a 4 nights and 5 days training at the centers of GEPS nationwide. Meanwhile, Chairman Choi Jae-sik of the Government Employees Pension Service published last March <I Still Want to Work After Retirement>, a book about retirement management. Choi poured his knowledge and experience accumulated throughout his career and lecture tour in the book which is divided into two parts; Phase 1 Tomorrow Is Too Late and Phase 2 Tomorrow Is Enough for Dream and Garnish. "Preparing your life before retirement is very important. I hope my book will play a guideline for both public employees and normal workers alike in a way to plan their life after retirement."
