미술인 복지와 권익 증대를 중심으로 공약 펼칠 한국 미술계의 희망
“대대적인 혁신을 통해 설립초기 미술협회를 향한 세상의 존경과 위상을 되찾아올 계획”

지난해 정부가 미술품의 공신력을 높일 목적으로 미술품 유통관련법 입법고시를 선언하면서, 천경자, 이우환 작가의 위작 논란과 <행복한 눈물>등 고가미술품 구입 자금 출처 의혹 이후 국내 미술시장이 어떻게 자생력을 갖고 내부적인 개혁을 가져야 할지에 대한 자성의 목소리가 높다. 1월 7일 (사)한국미술협회의 이사장으로 선출된 이범헌 이사장은 미술계의 내우외환을 극복하기 위한 획기적인 대안과 정책을 공약으로 내세워, 3만 5천 여 정회원들의 큰 관심 속에서 열린 직선제를 통해 추대된 인물이다. 단계적 혁신 공약으로 임기 초부터 미술대전과 한국 미술인들의 이미지 제고에 나선 이 이사장은 남다른 개혁에의 의지를 보이고 있다.

미술협회 조직개편의 정당성을 천명하며 규모와 내실 키울 전략 준비
지난 1월, 한국 최고의 미술가 사단법인인 한국미술협회의 제 24대 이사장직에 개혁과 혁신에 대한 공약으로 당선된 이범헌 이사장은 3월 1일 첫 이사장직 수행을 앞두고 조직개편, 미술대전의 명예회복, 미술인의 권리 신장을 위한 다양한 정책추진을 선언했다. 한국미술인희망포럼 대표이며, 23대에 한 번 고배를 마셨지만 24대에서 23표라는 박빙의 승부를 거쳐 등용된 이 이사장은 3만 5천 여 정회원을 비롯해 5만 명이 넘는 회원들의 비상한 관심을 모은 이번 선거를 위해 다양한 정책을 준비했다고 한다. 지역별 17개 지회와 162개 지부로 나뉜 (사)한국미술협회(이하 미협)는 지난 1945년 설립되어 1978년 사단법인으로 재출범한 이래, 문화예술계의 민족적 정체성과 한국미술의 가치를 꾸준히 입증해 왔다. 그럼에도 파벌간의 이해관계와 충돌로 대중들과 멀어진 점에 대해 회원 구성원들의 개혁 요구가 커져왔으며, 이 이사장은 협회의 통합과 단결, 그리고 조직혁신을 통해 거듭날 것을 회원들에게 약속했다. 이 이사장은 진보와 보수라는 개념을 넘어, 지회와 지부를 고르게 활성화시킬 분과 활성화 및 수평적 조직운영을 기획 중이다. 더 나아가 공신력 있는 기관으로 거듭나며 문광부, 해당 지자체와의 업무협의로 핵심 정책을 실현하기 위한 각 지회들의 사단법인화, 지회장의 이사장 제, 지부장의 회장 제를 추진해 조직을 강화할 예정이다. 아울러 국제조형예술협회(IAA)의 아시아 집행국으로서의 국제적 위상을 높이며, 회원들의 박물관, 미술관 관람제휴 혜택을 비롯한 미술인들의 권리강화 작업을 본격화할 것이라고 이 이사장은 덧붙인다. 이 이사장은 회원이 얻는 단순한 명예나 연대감뿐만이 아니라, 라온컨벤션호텔의 할인혜택, 농협과의 금융권업무협약 등을 개척하며 전체 회원에게 돌아갈 파이를 키우는 작업도 진행하고 있음을 밝혔다.

법적 조례 입법과 다양한 기획으로 한국 미술인들의 활동 꾸준히 지원
이 이사장은 문광부의 입안을 준비하는 ‘미술인의 신분에 대한 진흥법’에 대해서도, 보편적 복지보다는 현장에서 활동하는 창작전문 작가들의 복지를 더욱 강화하는 방향으로 전개할 것이라고 한다. 또한 이 이사장은 국내에 국악, 한국무용 등에 대한 단체와 극장이 있는데 국립미술원만 없고, 전통미술에 대한 현행 규정과 개념도 미비하다는 점을 지적한다. 그래서 연계성 있는 정책이 생기기를 기다리기보다는, 임기 동안 제대로 추진하고 정부에 제안하게 될 것이라고 전한다. 이 밖에도 단계적으로 회원의 4대 보험가입, 전문성을 인정하는 직업 법제화, 카카오 등과 MOU로 연계해 실시하는 회원 작품홍보 플랫폼과 지적재산권 영역 넓히기, 그리고 미술인들의 작품에 경제적 가치를 부여할 국세청의 미술품 물납제도를 입법화한 ‘미술품 금융담보제도 조례’를 준비해 통과시킬 계획을 세우고 있다. 또한 이 이사장이 특선으로 입상한 바 있으며, 미협이 연 2회 개최하는 중요한 등용문 행사인 대한민국미술대전을 공개심사, 미술전문방송에서의 생중계 계획 등으로 더욱 공정하고 깨끗하게 진행해 권위를 회복하고, 미협의 인사동 분관 사무관을 만들어서 미술인들의 민원을 처리하며, 인사동 분관 상설 갤러리를 만들어 회원들의 작품을 소개하게 될 것이다. 또한 4월부터는 미술아카데미 강좌를 개설해 수료증 및 학점은행제로 발전시켜, 차후에는 미협 회원들이 관할하여 수준 높은 국내 최초의 미술전문학교인 한국미술협회 미술교육원을 설립할 것이라고 한다. 이 이사장은 미술의 대중화를 위해, 국회에서의 세미나는 물론 1년 365일 일반 미술팬들과 작가들이 아트페어 형식으로 만나 작품을 감상하고 구매할 수 있는 통로를 마련하는 것에도 관심을 기울인다고 덧붙였다. 

신/구세대 미술인들의 조화로 누구나 인정할 미술협회의 위상 이룰 것
정부소장미술품 조례개정 책임연구원 출신이자 미술 데이터베이스화 부문에서 큰 두각을 보여 온 이 이사장은 현재 5만여 명의 회원 중에서 전문가 그룹과 비전문 혹은 평균화 그룹을 분리시켜, 하향평준화 대신 전문가의 역량을 더 강화하는 방향으로 조직 확대 및 회원 수 증가를 바란다고 전한다. 평균연령이 60세인 미협을 혁신하기 위해, 개선할 것은 과감히 고치겠다는 이 이사장은 만 39세 신입회원 입회비면제 같은 혜택으로 인재들을 모을 계획이라고 한다. 또한 인기 음악방송프로그램들의 인큐베이팅 형 포맷을 빌려, 내년부터는 49세 이하의 신진작가 등용문 프로젝트를 통해 미협의 글로벌 스타 작가를 양성하게 될 것이다. 그리고 궁극적으로는 신세대 미술인의 귀감이 되며 구세대 미술인들의 창작을 권장하기 위한 프로젝트로서, 원로 작가를 위한 테마파크형 대한민국미술인 공원묘지 건립을 준비하고 있다. 이는 테마 별 기획이 이루어지기에 작가들의 동기부여 및 유기적인 구성능력을 일깨우게 된다. 그리고 작품들의 아카이브화로 경제적, 문화적 가치가 증대될 것이며, 해당 지자체의 문화·경제순환과 겸하는 방대한 작업이 될 것이다. 또한 미술에 오래 종사하고 수준이 높아진 미술인들이 보상을 받을 수 있는 판로를 넓히고자 이 이사장이 구상하는 ‘대한민국 미술인 생애주기형 프로젝트’의 중요한 바탕을 이룰 것이다. 이 이사장은 자유직업인인 미술인들이 내면으로 침잠하며 세상과 분리되기보다는, 직장인들의 단합대회처럼 미술과 접목한 체육대회 같은 큰 행사를 치르며 친목을 도모하고 미술 창작을 독려하는 계기를 만들기를 바란다. 이 이사장은 혁신 작업을 위한 수많은 청사진을 실행하고자 출마하면서, 앞으로 기업과 경제단체, 지자체와의 긴밀한 협조를 이뤄 정책을 실행함은 물론 미술가들의 권익과 생계에 대한 민감한 부분까지 해결하는데 최선을 다하겠다고 천명했다. 이 이사장이 바쁜 일정을 쪼개 망중한을 누릴 때마다 펜을 들어 그리는 봄꽃 그림처럼, 통합과 혁신을 거쳐 탄생한 그의 정책이 고루 실현됨으로써 오래도록 악전고투하는 한국 미술인들에게도 봄날의 따스한 기운이 와 닿기를 진심으로 바란다.

Reorganizing the association for better future

Inaugurated as the 24th president of the Korean Fine Arts Association last January, Lee Bum-hun has announced his policy of bringing forth innovation and welfare to artists in Korea and of recovering the fame of the Grand Art Exhibition of Korea. Also working as CEO of Korean Artists Hopeful Forum, Lee said that he had prepared a variety of policies that could attract more than 50,000 members (35,000 permanent) of the association nationwide in order to win the election. The Korean Fine Arts Association was established in 1945, turned to a corporate body in 1978, and has grown to have 162 divisions of 17 branch offices nationwide through which it has promoted the value of Korean art. As the newly elected president of the association, Lee promised to bring consolidation over the interests of factions and over the progressives and the conservatives. Also, he plans to turn regional offices into corporate bodies with the raised role of regional head as the president and the chairman to strengthen the overall structures of the organizations. Members of the association in addition is expected to receive benefits on entering museums and galleries and on using Laon Convention Hotel and NongHyup through partnerships. 

Introducing ordinances for the rights and interests of Korean artists

Lee pointed out the importance of supporting artists in the field rather than the generalized welfare policy regarding Promotion Act on the Status of Artists being prepared at the moment by the Ministry of Culture, Sports and Tourism. He also pointed out the fact that there was no state-run academy of traditional art while there were numerous related associations, and the regulations and concepts on traditional art were inadequate which are the areas he wish to bring up certain measures for. Other promotional ideas of Lee include social security for artists (pension, health, employment and industrial accident), legal recognition of artists as a job, promotion of art works on Kakao through a MOU, strengthening intellectual property rights, passing Ordinance of Financial Security for Art Works, open screening of the Grand Art Exhibition of Korea (twice a year), live streaming of art programs, opening a branch office of the association in Insa-dong Seoul to deal with artists complaints, opening a branch gallery also in Insa-dong to promote the works of member artists, and introducing art courses starting from April. Lee plans to develop the art courses systematically by introducing certificates and credit bank system based on which he is ambitious to establish an art academy run by the association that can draw public interest and participation in art. For this, he also plans to introduce more art fairs to be functioned as a channel of communication between artists and the public. 

Creating harmony between old school and new school

As a senior researcher of revision of ordinance for state-owned art works and as a specialist of art data base, Lee is enthusiastic to raise professionalism of 50,000 members of the association by categorizing each member according to its genre and level. While the average age of the association is in their 60s, Lee is planning to release new members under 40 from membership fee. His innovative ideas goes as far as creating a cemetery park for artists on which the art works of deceased members can be archived and it can also contribute to development of local culture and economy by attracting visitors. His 'Life Cycle Project for Artist' also is notable as it is expected to guarantee artists a financial support when put in practice. Meanwhile, Lee emphasizes on artists' active engagement in communication between members and with the public rather than only focusing on their own creative zeal though it is inherent character of them. With his ideas, policies and determination, Lee said that he would do his best to make all of his plans realized during his term. <Power Korea> sends a message of support.
