Illegal practices must be stopped 

It has been reported that a number of lawyers and judicial scriveners lent their license to unlawful people, so called 'peddler agents' specialized in bankruptcy, and took commission in return. With more than necessary judicial officers pouring into the market which is causing a drop in their income, the practice of the salesman-like peddler agents has long been prevalent. Even the saying "the peddler agent controls the judicial scrivener' is circling around. The problem is that the practice is nothing new and it ruins public trust in the legal services market. "Most judicial scriveners are aged over 65. They worked at a court or prosecutor's office for a long time and obtained a judicial scrivener's license. Although they are already financially secured with their pension, they make extra income of \3~5m a month on lending their license. Things are no different to young lawyers who are struggling to secure a case. What is serious is that this illegal practice has become so natural that they are not even ashamed of what they are doing" explained Noh. As a result, the client gets a bombshell of a fee because it includes the agent fee and the license lease fee hidden which is not recorded or recorded at a reduced amount. Also, when things go bad, the party, who must be responsible, becomes obscure. Many complaints have already been reported as such and the number actually is on the rise. "Some of the judicial scriveners say that the business efficiency gets high thanks to the years of knowhow and experience of the peddler agents but that must not be a reason to break the law."

Building foundation for transparent legal practices
It sounds that Noh's bold challenge and effort in building a foundation for making transparent legal practices should receive welcome reception but the reality shows him rather a cold shoulder. Because it might adds more works and inconveniences to judicial scriveners. Noh actually reported the seriousness of the matter to the TBC which then broadcast the case but the response was rather lukewarm. Noh then brought the case to the prosecution but the president of the association announced a counterstatement saying "it is a phenomenon happening everywhere and the reality made it hard to improve the situation." Undaunted by this, Noh required to strengthen the regulation to have all judicial scriveners put their ID with them when entering the registry office and also to cap the age limit. The result again was that he was showered with booing and insults. "A cornered stone meets the mason's chisel. That's right. But do I then just flow with the stream? No thanks! One must do something to make things right." At this point, we might want to know about him a little bit more. He obtained a grade 9th civil servant certificate during his university years at Daegu University and has worked for the prosecutor's office for 18 years before retiring voluntarily as a grade 5th civil officer. Since then, he has been working as a judicial scrivener at his office right in front of the Daegu District Court for 14 years. It is notable that he has helped teenage breadwinners for the last 26 years without a year's break. He also is providing free legal advice through various social and alumni organizations in a way to make a better society. It is true that the reality is often not what we believe it must be but that does not mean we should stop making efforts in making things right. <Power Korea> sends a message of support.
