울산광역시, 지식서비스 강소기업 선정 육성
울산광역시와 울산경제진흥원은 지역 서비스산업의 성장과 경쟁력 강화를 도모하고 제조업과의 협업을 통한 동반 성장기반 구축, 고부가가치의 지식서비스 사업모델 창출을 위해 ‘지식 서비스 강소기업’을 모집한다고 밝혔다. 신청대상은 울산에 주소를 두고 울산에서 사업을 영위하는 지식서비스 중소기업으로 2017년에는 ‘울산방문의 해’를 맞아 관련 사업모델 창출이 가능한 지식서비스 분야이다. 울산경제진흥원에서는 접수 기간에 희망기업들을 대상으로 지식서비스 강소기업 육성의 일환으로 아이디어 발굴, 제안서 작성 방법 등 실무적인 교육 및 컨설팅을 실시하여 사업 경쟁력 제고로 기업 성장에 실질적 도움을 줄 예정이다.

울산경제진흥원은 신청한 기업체에 대하여 서류평가 및 발표평가를 실시하여 사업 준비성, 사업 전략의 적절성, 목표의 우수성, 수행계획의 사업화 타당성 등에 대하여 외부 전문가의 검토를 거쳐 최종 지식서비스 강소기업 6개사를 선정한다. 지식서비스 강소기업으로 선정된 기업은 5월부터 10월까지 6개월간 지식서비스 강소기업 인증을 받아 사업을 수행하게 되고, 지식서비스 사업모델 창출 지원금을 업체당 최대 2,000만 원 한도 내에서 지원을 받게 된다. 또한, 울산경제진흥원이 추진하고 있는 일부 사업에 대하여 가산점을 부여받으며, 사업기획, 시제품(시작품)제작 및 홍보물 제작 등 사업화될 수 있도록 적극 지원받는다. 울산시 관계자는 “울산은 그동안 경제를 이끌었던 제조업의 성장률이 둔화하고 있어, 서비스 산업의 활성화를 통한 성장 동력 확충이 필요하다. ‘2017년 울산방문의 해’를 맞아 새로운 콘텐츠 발굴 등을 통해 지역 제조업과 연계한 신산업 창출이 가능할 것”이라고 밝혔다.

울산광역시, 민생안정과 지역경제 활력 제고에 집중
울산광역시가 어려운 지역경제 활성화와 서민생활 안정을 위해 상반기 예산집행에 속도를 내고 있다. 시는 지난 달 16일 시청 본관 7층 상황실에서 허언욱 행정부시장, 본청 실․국․본부장, 구․군 부단체장 등이 참석한 가운데 ‘2017년 재정 신속집행 추진상황 점검 보고회’를 개최했다. 시는 재정 신속집행을 위해 당초 행정자치부가 시․도에 권고한 상반기 신속집행 목표액 58%보다도 5%p 이상 높은 63%를 자체 목표액으로 설정하고 총력 추진하고 있으며 1/4분기 및 상반기 특․광역시 1위를 목표로 하고 있다. 울산시의 올해 신속 집행 목표액은 총 2조 4,602억 원(구․군 포함)이다. 울산시는 신속집행 대상액(4조 407억 원)의 31.5%인 1조 2,746억 원을 1/4분기 중에 집행할 계획이며, 시본청의 경우 현재(3월 9일) 6,130억 원(24.7%)을 집행하여 지난해 같은 기간과 비교하여 2.6%를 초과 집행했다. 울산시는 신속집행에 더욱 박차를 가하기 위해 부진한 사업의 행정절차 조속이행, 구․군의 집행노력 제고와 자체 집행독려, 신속집행 10대 지침 적극 활용 등 재정이 할 수 있는 모든 역할을 다할 계획이다. 이 날 회의에서 허언욱 행정부시장은 “최근 국가적으로 어려운 시기에 흔들림 없이 민생을 챙겨나가고 지역경제에 활력을 견인하기 위해 공공부문이 할 수 있는 모든 노력을 다해 나가야 할 것”이라고 강조했다. 일자리 창출, 서민생활안정, SOC사업 등 경제적 파급효과가 큰 사업 등을 대상으로 중점 추진하여 시민들이 피부로 느낄 수 있는 ‘민간 실집행율’을 높이는 데도 주력할 방침이다.

Ulsan promotes small but strong companies
Ulsan City and the Ulsan Economic Promotion Agency announced to recruit small but strong regional companies relating to knowledge service to create a high value added knowledge service industry. The candidates must have an address in Ulsan and can create business models relating to 2017 Visit Year of Ulsan. The agency is providing necessary information and training on finding ideas, writing proposals and consulting to prospective candidates in a way to give practical help for the business to grow. Candidates go through the screening on documentation and presentation to mark scores on the preparation, appropriateness of the business strategy, excellence of the goal and feasibility to be in the final list of the 6 which will receive a small but strong company certificate for knowledge service for 6 months from May to October with support fund of \20m. The winners will also receive additional points when engaged in the projects led by the Ulsan Economic Promotion Agency as well as support on business plan, test product making and PR materials. An official of the city said "Having led the national economy through the manufacturing industry for many years, Ulsan is now experiencing a decline in the field. So we need a driving force to reactive the industry through finding new contents that will take a great part in making it happen."

Ulsan secures livelihood of citizens and activation of regional economy
Ulsan is speeding up the execution of budget to secure livelihood of citizens and to activate regional economy. The officials of the city held a meeting to check on the budget execution process of 2017 on 16 last month at the City Hall and set up the target amount of prompt execution to 63%, a 5% increase of the initially suggested 58% by the Ministry of Interior, with the goal to be No.1 in the first quarter of the year among the metropolitan cities. The total prompt execution amount of the year 2017 is \2.4tr and \60.2b of which \1.2tr and \74.6b (31.5%) is to be executed within the first quarter and \613b (24.7%) has already been done as of 9 March which is up 2.6% on last year. To enhance the speed, the city has introduced 10 prompt execution guidelines and is providing early and prompt administrative procedures. The head of Ulsan administration department Huh Un-wook said "We will do everything we can to secure livelihood of our citizens and to activate regional economy in this time of prolonged economic downturn."
