울산 여성 권익 신장 위한 힘찬 새 출발 
‘봉사’라는 소명의식, 자부심과 긍지로 이어가

여성이라는 이름으로 하나가 되다
과거 국내 여성의 억압된 사회 구조적 정체성에 대한 인식이 변화하면서 여성의 사회참여 확대를 위한 정책개발 및 대정부 건의기구의 역할이 중요해지고 있다. ‘양성평등’, ‘여성 권익 신장’ 등의 구호가 하나의 수식어처럼 사용되고 있는 요즘, 여성들의 사회 활동 또한 두드러지고 있다. 특히 울산광역시에서는 여성들의 사회 진출이 나날이 확대되고 있으며, 이를 뒷받침하고 있는 여성 단체들이 결성돼 다양한 목소리를 내며 사회 발전에 기여하고 있다.

지난 2월, 울산 지역 여성단체 연합회인 울산광역시여성단체협의회(이하 울산여협)에서는 임시총회를 거쳐 박소숙 울산저출산고령사회대책운동본부장이 신임회장으로 선출됐다. 박 회장은 울산여협 감사, 부회장을 연달아 역임한 바 있다. 

1983년 출범한 울산여협은 5개 구·군 여성단체협의회를 비롯해 여성자원봉사회, 새마을회, 보훈봉사회, 대한간호협회, 환경보전회, 울산적십자여성봉사회, 울산의용소방대, 한국걸스카우트 등 27개 여성단체, 약 6만 여명의 회원이 활동하고 있는 명망 있는 여성단체 중 하나다. 주요 활동으로는 ‘한가정 탄소 1톤 줄이기’, ‘여성주간 행사’, ‘이민자 합동 결혼식’, ‘사랑의 김장 담그기’ 등의 사업을 펼치면서 각종 지역 축제나 행사의 자원봉사를 통해 울산 시민들에게 있어 친근한 이미지로 평가받고 있다.

박소숙 회장은 “올해 6월 중 우리 쌀 소비촉진을 위해 쌀막걸리로 식초를 만드는 사업을 새로 추진할 계획입니다”라고 말하며 현재 300여 명 정도의 회원들이 모여서 전문적인 교육과 제조 과정을 체험할 수 있는 기획을 구상하고 있다고 덧붙였다. 이 외에도 울산여협은 고래축제, 백화점(동구점) 불우이웃돕기 바자회, 다문화 합동 결혼식, 송편 만들기 행사, 주민 게놈건강정보 제공사업 등 다양한 활동을 이어갈 예정이다. 이에 울산여협 임원진들은 지난 4월 4일 울산시청 광장에서 울산관광의 해 시민운동 동참을 독려하며 자원봉사에도 더욱 적극 참여하겠다는 계획과 포부를 밝히기도 했다. 

저출산 문제, 보다 적극적인 정책 반영 필요
울산 북구 태생인 박소숙 회장은 그동안 울산 지역 현안에 대해 많은 관심을 가져왔다. 울산이 지금의 광역시로 승격되기 이전인 1980년대부터 사회 활동을 시작한 박 회장은 1991년 울산군 여성자원봉사 부회장을 시작으로 동부경찰서 여성명예파출소장, 울산시자원봉사 회장 등으로 활동해왔다. 

2004년 당시 울산 내 여성단체협의회가 없었던 북구 지역에서 북구여성단체협의회를 결성 후 회장직을 맡은 바 있다. 또한 2008년에는 전국 최초로 출산가정 자원봉사단체인 ‘저출산고령사회시민위원회’를 결성하기도 했다. 박소숙 회장은 “당시 많은 주목을 받아 지금의 ‘저출산고령사회대책운동본부(이하 본부)’로 확대될 수 있었습니다”라고 말하며 이외에도 독거노인 도배해주기 및 목욕시켜주기, 태연학교 물리치료 봉사활동과 태연재활원 장애아동 밥 먹여주기 활동 등 지역 사회 구석구석, 다양한 계층에 다가가고자 노력했다고 답했다.

박 회장은 국내 저출산 문제가 사회를 고령화 시키는 심각한 문제라고 해석한다. 이를 위해 저출산고령사회대책운동본부에서 추진하는 다양한 사업 중 하나가 바로 출산장려 홍보캠페인 및 출산용품 지원 사업이다. 현재 울산시 5개 구·군내 저소득·다자녀 출산가정 각 6세대씩 총 30세대에 출산용품을 전달하고 있으며, 앞으로도 기저귀와 산모용 돌미역, 아기 목욕 용품 등도 보급할 예정이다. 이와 함께 많은 호응을 얻고 있는 것이 전자동 유축기와 장난감, 도서 등을 무료로 대여해주는 사업이다. 해당 물품은 바자회나 알뜰시장 등을 통해 얻은 수익금과 정부 보조금으로 구입하고 있다.

한편, 박소숙 회장은 국내 출산 정책에 대해 정부와 지자체에서 각종 출산 장려 정책을 펼치고 있지만 실질적인 도움을 주지 못하는 부분이 적지 않으며, 그 마저도 혜택을 받지 못하는 사람들이 많다고 토로했다. 그는 울산여협을 통해 보다 실효성 있는 정책과 시책을 홍보하는데 앞장서겠다고 다짐했다.

끝으로 박 회장은 “이번에 선출된 울산여협 신임회장이라는 직함은 저에게 있어 막중한 책임감과 동시에 ‘봉사’라는 소명의식을 되새기는 계기가 될 것입니다”라고 말하며 앞으로 지역 내 여성단체장들과의 꾸준한 소통을 통해 여성들의 권익 신장과 올바른 여성상을 확립할 수 있는 협의회로 나아갈 수 있도록 최선을 다하겠다고 밝혔다.

Gathering together in the name of woman
There is a voice from many women organizations for the government to bring up down to earth women policies and measures as more women are engaging in social and economy activities. February this year, the Ulsan City Council of Women elected Park So-sook as the new chairwoman of the council. She served as auditor and the deputy chairwoman of the council before and is serving as the chairman of the Ulsan City Childbirth and Aging Society Task Force Headquarters at the moment. Opened its door in 1983, the council is comprised of 5 county and district women organizations and 27 civil women organizations including the Women Volunteer Corp, the New Village Group, the Veterans Volunteer Corp, the Korean Nurses Association, the Ulsan Red Cross Women Volunteer Group, the Ulsan Volunteer Fire Corp and the Girl Scouts Korea and has more than 60,000 members. Some of the major projects of the council are '1 ton carbon reduction per household', 'weekly event', 'joint wedding ceremony for immigrants' and 'making kimchi'. "This year in June, we are making vinegar with rice to increase the rate of rice consumption and 300 members are currently on training for it" said Park and continued "We will also organize a bazaar for neighbors in need, half moon rice cake making event and genome healthy information program and for this we held a campaign on 4 April at the city hall square to encourage citizens to participate in civil movements." 

Bringing up effective policies to increase birthrate
Park was born and grew up in Buk District, Ulsan. With a great interest in local affairs, she started social activities from 1980 and served as the deputy chairwoman of the Ulsan Women Volunteer Service in 1991 and as an honorary woman chief constable of Dongbu Police Station and the chairwoman of Ulsan Volunteer Server thereafter. In 2004, she formed the Buk Districk Women Organizations Association and took the chairwoman's position and in 2008 formed the Low Childbirth and Aging Society Civil Task Force for the first time in Korea. The task force grew to be the current headquarters. "Low birthrate and aging society are serious problems. For this, we are pushing forward a campaign and support of baby goods. 30 low income households and families with many children are receiving the benefit at the moment and diapers, dried seaweed and bath products are also to be provided. We also lend toys and books secured from government fund and plea market to people for free." Park also pointed out the government's ineffective childbirth policies and said "We will take the initiative in suggesting down to earth policies and campaigns to the government. <Power Korea> sends a message of support.
