유일호 부총리 "올해 수출 증가세 전환에 총력 기울일 것"
유일호 부총리 겸 기획재정부 장관은 "수출이 올해는 플러스 증가세로 전환해 우리 경제의 버팀목이 될 수 있도록 총력을 기울이겠다"고 밝혔다. 유 부총리는 지난달 1일 정부서울청사에서 열린 제2차 경제관계장관회의에서 "1월 수출이 33개월 만에 3개월 연속 증가할 것으로 예상한다"며 이같이 말했다. 그는 "수출이 개선 조짐을 보이면서 설비투자 등 타 부문의 회복세를 견인하고 있다"며 "수출 유망품목을 재점검해 맞춤형 지원방안을 강구하고, 성장 여력이 큰 전략시장과 자유무역협정(FTA)을 추진해서 대외개방 전략을 강화하겠다"고 밝혔다.

유 부총리는 "정부는 중소·중견기업이 글로벌 전문기업으로 성장할 수 있도록 연구개발(R&D) 지원을 확대하고 지방수출지원센터를 중심으로 해외시장정보 제공, 마케팅 지원 등 체계적으로 뒷받침할 계획"이라고 밝혔다. 또한 최근 경제 상황과 관련 대내외 여건이 녹록치 않은 상황이라고 설명했다. 유일호 부총리는 "미국 새 정부의 정책 불확실성, 영국의 하드 브렉시트 추진, 북한 미사일 실험 위험 등 대외 리스크가 확대되고 있다"며 "대내적으로는 12월 소매판매가 2개월 연속 감소세를 보이고, 청탁금지법 등의 영향으로 설 선물세트 판매가 위축되는 등 내수 부문의 미약한 흐름이 이어지고 있다"고 밝혔다. 유 부총리는 "모니터링을 강화하고 상황별 대응방안을 마련해 대응하는 한편 내수와 수출을 살리고 민생안정에 최선을 다하겠다"며 "1분기 재정 조기 집행을 속도감 있게 추진하고, 2월 중 일자리 창출 효과가 큰 20대 일자리 과제를 선정 관리하는 등 일자리 창출노력에 박차를 가하겠다"고 말했다. 이날 회의 안건으로 논의된 서비스 R&D에 대해서는 "2021년까지 정부투자를 2배 이상 확대해 5년간 4조 7천억 원을 투자하고, 3대 중점분야별로 산업화 가능성을 고려해 우선순위에 따라 지원하겠다"고 밝혔다. 또 전략시장에 대한 FTA 추진과 관련, "북미자유무역협정(NAFTA)이 어떻게 되는지 중요한데, 트럼프 대통령 말대로 되면 멕시코를 대상으로 FTA를 추진해야 할 것 같고, 영국과도 유럽연합 탈퇴에 대비하고 있다"며 "한·중·일 등 협상이 진행되는 나라들과 마무리만 잘해도 많다. 빨리 마무리하는 것이 중요하다"고 말했다.

기획재정부 4차 산업혁명 전략위원회 제1차 회의 개최
유일호 경제부총리 겸 기획재정부 장관은 지난 달 22일 현대위아 의왕연구소에서 4차 산업혁명 전략위원회 제1차 회의를 주재하고 4차 산업혁명 대응 추진방향 등을 논의하였다. 유 부총리는 모두발언에서 4차 산업혁명의 발전 속도와 파급력을 감안할 때 향후 5년간 어떻게 대응하느냐에 따라 우리 미래가 결정된다고 강조하였다. 앞으로 위원회를 통해 우리의 현 위치, 강점, 약점 등을 분석하여 경제․사회 시스템을 4차 산업혁명에 맞도록 개편하는 한편, 정부 역할을 지원과 협력에 중점을 둔 ‘개방․연결 혁신플랫폼’으로 바꾸어 나갈 계획이라고 언급하였다. 이날 회의에서는 향후 부처별 논의와 민간 전문가 의견수렴을 거쳐 4차 산업혁명 대응 종합대책을 수립하여 차기 위원회에서 논의하기로 하였다. 4차 산업혁명 전략위원회는 4차 산업혁명 대응을 위한 민․관 합동의 컨트롤 타워로서 정부 부처의 관련 정책을 조율하고 민간의 의견을 수렴하여 국가적 비전과 대응전략을 마련하기 위해 신설되었다. 유 부총리와 위원들은 회의에 앞서 ICT와 제조업 융합을 통해 4차 산업혁명의 제조혁신이 이루어지고 있는 연구소내 기술지원센터를 방문하였다. 유 부총리는 스마트공장 솔루션을 통해 중국에 있는 공장을 원격제어․관리하는 시연과정을 관람하고 직원들을 격려하였다.

Yoo, “I will focus on raising export volume this year”
Yoo Il-ho, the Minister of Strategy and Finance announced “I will gather all my strength to raise export volume this year” at the 2nd economic ministerial meeting held at the Government Complex Seoul on 1 last month. Yoo predicted an increase in export for the next 3 month after the 33 months of stagnation and it was a good sign for other areas such as facilities and investments to follow suit. He said that he would strengthen customized support for promising export products targeting the strategic markets by using FTA. He continued “I will expand R&D support for SMEs and provide systematic marketing and information on overseas market through the regional export support centers. The uncertainty of the Trump administration’s policies, the hard Brexit and the North’s launching of missiles are playing as risky factors in the market while domestic sales of last December took a down turn for 2 months in a row and the anti graft law is discouraging consumption on gift products. I will keep monitoring both the domestic and overseas economies, push forward early execution of the budget in the first quarter and appoint 20 job places within February to create more jobs. I will also increase the government investment by double to 4.7 trillion won for 5 years until 2021 for the 3 core areas while preparing FTA with Mexico and the UK.”

Yoo holds 1st meeting of the 4th Industrial Revolution Strategy Committee
Yoo Il-ho, the Minister of Strategy and Finance held the 1st meeting of the 4th Industrial Revolution Strategy Committee on 22 last month at the Hyundai Wia Research Center in Uiwang City. Yoo mentioned on the speed and impact of the 4th Industrial Revolution at his opening speech and emphasized on how we act for the next 5 years as our future depended on it. Yoo said that he would improve economic and social systems in accordance with the revolution through analysis on the status and strong and weak points of the current systems while the role of the central government would give more focus on ‘openness and connected innovation platform’ through support and cooperation. The attendees of the meeting agreed on gathering opinions of experts to bring comprehensive measures to be discussed on the next committee meeting. The 4th Industrial Revolution Strategy Committee was launched as the integrated private and government control tower and it brings and adjusts related policies for vision and effective implementation. Prior the meeting, the attendees paid a visit to the technology support center in the research institute where the 4th Industrial Revolution is happening through convergence of ICT and manufacturing and watched the demonstration of Smart Factory Solution, the remote control and management of the factories in China, and encouraged the staff.
